 (TPD/Gangs: Det. G. Diaz) Reference TPD Incident #1004230409, along with
detectives MILLER and BRACAMONTE, went to Shadow Pines Apartments in the
area of N 1st Avenue / E Roger Road. The three victims were hanging out at a park
in the area of N 4th Avenue / E Hadley Street. They see a female. When her
boyfriend shows up, he doesn’t like the way the victims are looking at her. He takes
her away in his green Lexus, drops her off, comes back, then slowly drives past the
victims as they walk to their vehicle. As the victims are about to leave, he steps out
of his car and shoots at them with a rifle. He strikes their vehicle as they drive away.
He then flees in the opposite direction in his vehicle.
The victims call Police. The suspect vehicle is located at Shadow Pines
Apartments. It is discovered that the vehicle is associated with apartment #F42.
Officers make contact with, ELIZABETH SANTA CRUZ, the Mother of the residence,
she allows them entry, and they located four other subjects inside: VINCENT SANTA
CRUZ (dob:04/26/91), ASHLEY QUINTANO, ADAM DOE, and ANTHONY “Chino” J.
PEÑA. DOE and PEÑA are both Barrio Hollywood gang members.
Later, VINCENT turns out to actually be MICHAEL THOMAS SANTA CRUZ
(dob:07/24/92) using his brother’s name. His mother, ELIZABETH, was present
during the entire contact. She knew MICHAEL was lying about his identity and
made no attempt to inform Officers of it. (She is also mother to NICO SANTA CRUZ
who killed his father two years ago.)
The victims identified ASHLEY as the female that was at the park and MICHAEL
SANTA CRUZ as the shooter. A search warrant was done at the apartment.
Narcotics, and gang paraphernalia were found. MICHAEL was arrested and taken
to jail.
(PCJCC/S. Central: G. Delgado) There is a warrant on MICHAEL, did records
check on him show the warrant?
(TPD/Gangs: Det. G. Diaz) Whether or not a juvenile is in the system, the hard
part is getting pictures of them. PCJCC allows juvenile photographs to be
disseminated in warrants, for example, but we cannot obtain a photograph “in the
field” situation like this situation with MICHAEL claiming to be VINCENT.

Meeting adjourned at 0953 hours
