INFORMATION

The undersigned City Prosecutor, accuses ORLANDO B. PORLUCAS, of the crime violation
of Republic Act No. 8353 otherwise known as “Anti Rape Law of 1997” committed as follows:

That on December 26, 2017 at on or about 6:00 o’clock in the evening,

particularly at Brgy. San Fermin, Cauayan City, Province of Isabela, and within
the preliminary jurisdiction of this Prosecution Office, the above-named
respondent dragged the victim in a grassy area, specifically around Our Lady
of Pillar Parish College area, and did then and there, willfully, unlawfully, and
feloniously fondled the breasts and raped the Complainant, by means of
inserting his finger in her genitalia, with force and intimidation and against
her will and consent.

Wherein the foregoing criminal act is detrimental to the development of the

child.

CONTRARY TO LAW with the aggravating circumstance that the victim is

under eighteen (18) years of age.
