GENERAL SPECIFICATION

GOVERNMENT PUBLISHED SPECIFICATIONS, REGULATIONS, NOTICES AND


CIRCULARS

A. The Works shall be executed in accordance with the following latest Government
Specifications, Regulations, Notices and Circulars:

(a) The General Conditions of Contract – May 2007 prepared by the


Contracts & Engineering Business Affairs (CEBA), Public Works
Authority.
(b) Qatar National Construction Specifications (QCS 2014) the 4th Edition
prepared by the Qatar General Organization for Standards and Metrology
(QGOSM) issued with Standard No. QS27/2014 dated October 2014 and
all subsequent revisions and amendments.
(c) The Code of Practice and Specification for Trench Works/Road Openings
in the Highway prepared by the Ministry of Industry and Public Works,
January 1992 with May 2013 amendments and revisions.
(d) The Guide for Civil Users of Explosives in Qatar prepared by the Ministry
of Public Works.
(e) The Qatar Survey Manuals prepared by Urban Planning & Development
Authority (UPDA).
(f) All current Public Works Authority regulations concerning the
organization of Tenders and Public Auctions and all subsequent revisions
and amendments.
(g) The Qatar Traffic Manual (QTM) and Qatar Highway Design Manual
(QHDM) prepared by the Ministry of Public Works.
(h) Drainage Affairs, Standard Supplementary Specification to Qatar
Construction Specification.
(i) Any current and relevant regulation, notice or circular issued by the
Public Works Authority (including the previous Ministry of Municipal
Affairs and Agriculture, Ministry of Public Works and Ministry of Industry
and Public Works), the Qatar General Electricity and Water Corporation
(KAHRAMAA), Ooredoo (previously known as Qatar Telecom/Q-tel), the
Qatar General Organization for Standards and Metrology, the Supreme
Council for the Environment and Natural Reserves or appropriate local
Municipality prior to the date of the letter or advertisement inviting
tenderers.
(j) Any and all applicable local Municipality regulations.
(k) State of Qatar Law No. (6) of the year 1987 and all subsequent
amendments concerning Materials and Equipment from Qatar or other
CCASG countries, obtainable from Ministry of Justice, Doha, Qatar.
(l) Safety Rules issued by the Department of Electricity Networks.
(m) The Joint Manual prepared by Electricity Networks Department.

(n) CESMM3, Civil Engineering Standard Method of Measurement, 3 rd


Edition (1991) published for the Institution of Civil Engineers by Thomas
Telford Services Ltd., 1 Heron Quay, London, E14 4JD, United Kingdom.
(o) State of Qatar Law No (30) of the year 2002 and all subsequent
amendments concerning "The Environment and Natural Resources
Protection" – Articles 6, 17, 19 & 35 obtainable from Ministry of Justice,
Doha, Qatar.
(p) State of Qatar Law No. (32) of the year 2002 which amended Article 2 of
Law No. (1) for the year 1993 concerning the regulations to issue license
to level the agricultural lands or beach sands and all associated rules and
regulations issued by the Supreme Council for the Environment and
Natural Resources, obtainable from Ministry of Justice, Doha, Qatar.
(q) State of Qatar Law No. (32) of the year 2005 and all subsequent
amendments concerning Traffic in the State of Qatar, obtainable from
Ministry of Justice, Doha, Qatar.
(r) The Regulations for the Installation of Electrical Wiring, Equipment and
Air Conditioning Equipment, sixth re-issue dated January 1992 as
prepared by the Ministry of Electricity and Water, P.O. Box 41, Doha,
Qatar
(s) Any Emiri Decree or current and relevant regulation, any current and
relevant notice or circular issued by the Public Work Authority and/or
Ministry of Municipal Affairs and Agriculture (including the previous
Ministry of Public Works and the previous Ministry of Industry and Public
Works), or the Ministry of Electricity and Water and the Ministry of
Finance (including the previous Ministry of Finance, Economy & Trade)
“Income Tax Department” or the appropriate local Municipality
regulations prior to the date of the newspaper advertisement to Tender.
(t) Drafting Standards prepared by Public Works Authority.
(u) Work Zone Traffic Management Guide (WZTMG) Revision 1.1 July 2014
and all subsequent revisions and amendments.
(v) Construction Dewatering Guidelines, March 2014 prepared by Public
Works Authority.

B. The Contractor shall be deemed to have his own copy of the Government
specifications, regulations, notices and circulars given at (a) to (v) above.

C. These Government specifications, regulations, notices and circulars are amended and
complemented by "Part 2 - Project Specification" as detailed hereafter.

D. In the case of any ambiguity or discrepancy the provisions of the Project Specification
shall prevail over the provisions of the Government published specifications.

E. The Contractor shall contact the Survey Section of the Ministry of Municipal Affairs and
Agriculture for prior earthwork or other works to determine if the work is likely to disturb
survey marks. If Survey Section require a survey mark to be moved the Contractor will
be responsible for recreating the survey mark to an approved design and specification,
and for resurveying the point using survey companies approved by the Survey Section.

F. The Contractor shall be responsible for the protection of the Survey marks, within the
boundaries of the site, for the duration of the contract period, and shall be liable for all
costs of any remedial work required of the Survey Section.

G. On the practical completion of the work, the Survey Section will issue a certificate
stating that all survey marks, whether disturbed or otherwise, by the Contractor have
been reinstated or protected to the satisfaction of the Survey Section.

H. In the event of failure to comply with the requirements of the above Clause PWA,
without prejudice to any other rights and privileges and method of recovery, may
deduct the costs of any remedial work after the practical completion date, carried out
by Survey Section from any monies due or which become due to the Contractor.

I Where any Standard Publication, Specification, Regulation, Notice, and the like or
any correspondence refers to a Government Ministry, Department, Division, Section,
and the like it will be deemed to be the same as any successor Ministry, Department,
Division, Section, and the like which has or may subsequently be officially promulgated
by the Government of the State of Qatar

The Contractor shall arrange to obtain following Clearance Certificates from the
appropriate authorities upon completion of the works:

1. Municipality Backfill Excavation Certificate – to certify that the site has been cleared
of all debris.
2. CGIS Survey Clearance Certificate – to certify that all the survey control stations are
undisturbed.
3. Land Information Centre Clearance – to certify that all street name boards and signs
are in satisfactory condition.

J NOTICE TO PUBLIC ON ROAD CLOSURES

Upon approval from Engineer’s representative on any road closure for the purpose of
carrying out the works of PWA, the Contractor shall place a sufficient notification to
the general public in local newspapers both in Arabic and English languages at least
one (1) week prior to the road closure. The contents of the notification shall be
approved by the Engineer and the extent shall not be less than a quarter of the
standard size page of a reputed local newspaper. In order to evident the notification
the contractor shall submit to the Engineer a copy as appeared on the newspaper on
the same day of the notification.

K MEDIA DOCUMENTARY (PHOTOGRAPHIC & VIDEO)

The Contractor shall obtain a photographic and video record showing the progress of
the works in every month, and / or as necessary, in order to provide sufficient visual
evidence of the progress and to record the specialized events features of the works or
other matters of interest in connection with the works or other matters of interest in
connection with the works or their surroundings of the project. Such media
documentation shall be submitted to the Engineer in the form of an accepted media
document as a complete package at the completion of the project.

PART 2 - PROJECT SPECIFICATION

1. SECTION 1 – GENERAL
1.1 Qatar Construction Specification
All work to be executed under this Contract shall be carried out in accordance with the Qatar
National Construction Standards (QCS 2010) issued under Memorandum from the Ministry of
Environment and all subsequent revisions and addenda prior to the date of the
announcement inviting Tenderers.

1.2 The Site (QCS Section 1-1.4.7)


The Site as defined in Clause 1 of the General Conditions of Contract shall mean the sites,
at various locations of Doha & Rayyan Area.

1.3 Description and Scope of Works


The work Comprises of the Construction of property sewer extension and house
connections together with the construction of the necessary sewer network pipe line to
connect into the existing network all as described herein. The works are to be carried out to
individual properties or group of properties in various locations of Doha & Rayyan Area.

Due to the open nature of above works, individual Work Orders shall be issued by the
Engineer from time to time which shall follow this BOQ and the rates and the both parties
should agree reasonable time period for completion of such works within the Contract
period and failing to meet these independent agreed completion periods will invite Penalties
as mentioned in Appendix A - Form of Tender, which will be applied individually and no
consideration will be given for the total duration of Contract while applying penalties for
delay.

The whole of the Work is subject to re-measurement in accordance with Sub-Clause


55.1 and 55.2 of the Particular Conditions of Contract.

The overall completion period of the project is 455 days.

The Work comprises of:-


 Construction of House Connections
 Construction of Unlined and GRP lined manholes (1200mm dia & 1500mm dia)
 Construction of Sewer (pipe bore not exceeding 200mm)
 Demolition of Septic Tanks
 Construction of Inspection Chambers (900mm dia & 750 mm x 600mm)
 Phase- 1 & Phase-2 Reinstatement Works
 The works Includes excavation, granular bed and surround, concrete bed and
surround, pipe laying, backfilling, construction of backdrop and ramp connections
etc.

 Reinstatement Works
o Reinstatement works shall be carried out in accordance with the Amendment to the
Code of Practice and Specification for Road Openings in the highway. (May-2013
edition) – Refer attached document from Roads O & M Dept.

o As per the latest amendment, an additional layer of Base Course with a minimum
width of 1meter shall be laid as shown in the code of practice, also all backfill
materials within 1 meter from the finished road level shall be Concrete SRC 20 or
FTB – Fluidized Thermal Backfill (5N/mm2) {up to the bottom of the Base Course}.

o Phase-2 reinstatement is compulsory for all house connection jobs and shall be
completed immediately and shall not be more than 28 days after the completion of
the works and opening the road for traffic.
 Works shall be issued as Work Orders and each work order may consist of either
one house connection or more than one, depending on the scope and extent of
works involved in each connection.
 Every Work Order shall have a start and completion date and the contractor has to
complete it within the specified period.
 The scope and extent of works forming in this contract is based on anticipated
House Connection Requests and subsequent survey drawings. (Approximately 60
Nos.)
 Total number of connections mentioned above is only indicative which may vary
according to the scope of works involved in each house connection.
 Co- ordinates shall be provided for Manhole No. 1 and all new manholes from an
approved Survey company.

2. SECTION 1 – PROJECT PARTICULAR SPECIFICATIONS AND REQUIREMENTS

2.1 Specifications

(1) The Tenderer is to note that all the specifications stated in the Tender document are to be
considered the minimum specifications and requirements required.
(2) All the Works to be executed under this Contract shall be carried out in accordance with
the QCS2014 amplified or amended by the Project Specifications of the Tender document
and reinstatement works shall be carried out in accordance with the Amendment to the
Code of Practice and Specification for Road Openings in the highway (May-2013 edition) –
Refer attached document from Roads O & M Dept.
(3) This section “Project Particular Specifications” shall be read in conjunction with the Tender
Document “Drawings and Reference Documents” which shall be read as part of the
“Project Specific Requirements and Specifications”.

The following clauses delete, amend, supplement, or are additional to, clauses in the QCS
–2014 Section 1:

PART 1 - INTRODUCTION

1.4.5 The Engineer

Delete the text of item 1 and substitute:

1. The Manager of Drainage Networks Projects Dept., Infrastructure Affairs,


Public Works Authority.

SECTION 1: PART 11- ENGINEER’S SITE FACILITIES

11.1 – 11.5 Not required.
