Duties and Responsibilities

The Community Liaison Officer would be responsible for undertaking the following
specific tasks:

– Day to day liaison with the Ministry of Interior teams and their counterparts of
the project at national and local level and programme team at UNDP to support effective
implementation of the various activities under the project;

– Facilitate the smooth implementation of project activities in on the ground;

– Collect information, data and documents relevant to specific activities, from


various partners and under the guidance of the project experts, undertake relevant
analysis of data;

– Develop and maintain good contacts with, local representatives of locally based
UN organizations, NGOs, civil society organizations, resource persons and the media
regarding project activities;

– Provide support in organizing meetings and consultation workshops under the


project and support the project team in undertaking documentation and capturing the
proceedings of the meetings;

– Maintain a monthly work calendar and activity planaccording to the project and
undertake necessary follow-up actions as assigned;

– Prepare a biweekly reports on the status on the ground and deliver all necessary
financial and operational revisions and reports;

– Any other task assigned by the Project Team.

– Ensure continuous communication between the MoIFAin Mogadishu and the


relevant district authorities; organizing weekly information sharing meetings;

– Providing regular weekly updates on on-going activities for the MoIFA

Context

The Somalia National Army (SNA) forces and the African Union Mission in Somalia (AMISOM) have

renewed offensives to retake control of the territory from Al-Shabaab. To date, the offensives have

recovered 16 districts in Bakol, Gedo Hiran MiddleShabelle, Lower Shabelle, Bay and Galgadud,

Regions. In parallel, the government developed and presented a strategy for stabilization, focusing on

the establishment of administrations, initiating the process of dialogue and reconciliation and

addressing immediate needs in each location. The government strategy envisages a gradual process for

the establishment of temporary administrations and law enforcement that will be followed by the

establishment of interim and finally permanent local councils and administrations. Fundamental to this

process is the strong coordination and links of the districts to the Ministry of Interior& Federal Affairs.

The Community Liaison Officer has been delegated the responsibility for achievement of the project

results. Within agreed constraints in work plan, the Community Liaison Officer is accountable for the

delivery of project activities and the achievement of project outputs in her / his assigned district(s).

He/she will work under the direction of the aforementioned Project Manager and support the team in

the locations of operation.

The Community Liaison Officer will work under the overall supervision of Project Manager

Requirements

– Minimum 3 years relevant experience working in local governanceor civil society (CSO) at the

national or international level, is required; Proven track record of successfully assuming responsibilities

of similar size and complexity;

– Technical expertise in communications, social cohesion, peace building

– Experience in the usage of computers and office software packages (MS Word, Excel) and good

knowledge of spread sheet and creating databases;

– Experience in working with the Government and/or the United Nationsis desirable;

– Demonstrated experience working with multiple groups, such as multiple CSOs, government

departments and donors;

– Experience working with the media;


– Fluent in Somali & English;

– Candidate should reside in the district he/she wants to work at least for one year;
