As you have said, the Government of {rsh Columbia’ (8C) claim that it can create regulatory impediments to this project clearly violates exclusive federal jurisdiction over interprovinll pipelines, threatens Canada's economic union, and ‘constitutes a direct atack on Alberta's ital economic interests. _Asyou know, singe the cutent BC Government came to office ona commitment to “use every tool” to ‘op the expansion of Trans Mountain, Ihave advocated thatthe Government of Alberta be prepared to respond with a range of potential reprisals to defend the ecanomic union, and Alberta obs. | commend You for your recent decision to respond to these provocations from the BC Government with respect to [AGLC wine purchases. reiterate, however, that far more serious consequences may be necessary to Gefend our interests, and the rule of law in Canada, "believe that we azo agree thatthe Government of Canada could put an end to this dispute by taking clear action to assert its exclusive jursdition over iterprovncial pipelines. | understand thet number of egal options exit fr immediate federal intervention, Including a reference tothe judiciary onthe legality ofthe BC Government's purported regulatory authority over the pipeline, and a declaration ‘under 92{10\¢) ofthe Constitution Act thatthe rans Mountain expansion is inthe national interest, and therefore any dlatory provincia measures are null and void. Next week the Official Opposition inthe Parliament of Canada wil bring 2 Supply Day Motion before the House of Commons addressing these urgent sues, which will generate aday of debate and a vote seeking immediate federal intervention. You may call that the Official Opposition inthe Legsature of Alberta brought forward similar mations in the 2017 Fall Session, but dd nat receive the unanimous consent required (under Alberta Legislature cules) to proceed to a debate or vote. "believe thatthe ongoing attacks on our economic interests constitute an urgent matter that requires the greatest posible degree of unity amongst Alberta political leaders, regardless of partisan affiliation, "alo believe that Albertans expect to see thelr elected representative engaged on this critical iss, and tha all MLAS can contribute constructively to @ debate over how best to assert our economic interests | therefore request thatthe Government of Alberts advise the Speaker ofthe Legislative ‘Assembly to call the Legislature back ito session at the earliest posible opportunity for an emergency debate on the ongoing dspute withthe Government of BC and the need fr federal leadership. | would be happy todo so as eary 3s Monday, February 12,2018 | commend you for having held numberof consultations with Alberta industry and other groups to seek input on how best to advance Alberta's interests in this dspute.
