‫وﺳﻮف ﺗﺘﻴﺢ ﻣﻌﺎﻳري ﻣﻨﺸﺂت ﻣﻌﺎﻟﺠﺔ وﺗﻜﺮﻳﺮ اﻟﺒﱰول ﰲ اﻟﺤﻘﻮل اﻟﱪﻳﺔ ﻷﺻﺤﺎب‬ ‫واﻟﺼﻨﺎﻋﺎت اﻟﺘﺤﻮﻳﻠﻴﺔ‪ .‬وﺗﱰﻛﺰ ﺟﻬﻮدﻧﺎ ﰲ إﴍاك ودﻋﻢ اﻟﺼﻨﺎﻋﺔ ﰲ اﻟﴩق اﻷوﺳﻂ‬

‫اﳌﻌﺎﻳري اﳌﻄﻠﻮﺑﺔ ﻣﻦ ﻗﺒﻞ اﻟﴩﻛﺎت ﰲ اﳌﻨﻄﻘﺔ واﻟﺘﻲ ﻳﺤﺘﺎﺟﻬﺎ اﻟﻌﺎﻣﻠﻮن ﺳﻮاء‬ ‫ﻗﻄﺎع ﺣﻘﻮل اﻟﻨﻔﻂ اﻟﺒﺤﺮﻳﺔ‪ .‬وﻟﻜﻦ ﻧﻈﺮا ﻷن اﻟﺼﻨﺎﻋﺔ متﺮ مبﺮﺣﻠﺔ ﺗﺤﻮل وﺗﻜﻴﻒ‬
‫ﰲ اﻟﻮﻗﺖ اﻟﺤﺎﱄ أو وﰲ اﳌﺴﺘﻘﺒﻞ‪ .‬واﳌﻨﺘﺪى ﻳﻘﺪم ﻣﺎ ﻳﺘﻌﺪى ﻣﺠﺮد ﺗﻮﻓري اﻟﻔﻬﻢ‬ ‫ﻋﲆ ﻣﺪى ﻓﱰة زﻣﻨﻴﺔ ﻃﻮﻳﻠﺔ‪ ،‬ﻓﻘﺪ ﺗﻐريت ﺑﻮﺻﻠﺔ اﻷﻧﺸﻄﺔ اﻟﺘﻲ ﻧﺮﻛﺰ ﻋﻠﻴﻬﺎ‪ ،‬ﻫﺬا‬
‫ﻻﺣﺘﻴﺎﺟﺎت اﻟﺼﻨﺎﻋﺔ اﳌﺤﻠﻴﺔ‪ .‬ﻓﻬﻮ ﻳﻌﺘﱪ أﻳﻀﺎ ﻣﺠﻤﻮﻋﺔ ﺷﺎﻣﻠﺔ ﻟﻌﺪة ﻗﻄﺎﻋﺎت‪،‬‬ ‫إﱃ ﺟﺎﻧﺐ ﻃﺒﻴﻌﺔ أﻧﺸﻄﺘﻨﺎ‪ .‬ﻓﻬﻨﺎك ﻋﺪ ٌد ﻛﺒ ٌري ﻣﻦ اﻟﴩﻛﺎت اﻟﻌﺎﻣﻠﺔ ﰲ ﻗﻄﺎﻋﺎت‬
‫وميﺜﻞ اﻟﻌﺪﻳﺪ ﻣﻦ اﻟﴩﻛﺎت اﳌﺘﻨﻮﻋﺔ اﻟﺘﻲ ﺗﺸﻤﻞ اﻟﴩﻛﺎت اﻟﻮﻃﻨﻴﺔ واﻟﺪوﻟﻴﺔ إﱃ‬ ‫ﺣﻘﻮل اﻟﻨﻔﻂ اﻟﺒﺤﺮﻳﺔ واﻟﱪﻳﺔ‪ ،‬أو اﳌﺸﺎرﻛﺔ ﰲ اﻟﻌﻤﻞ ﻓﻴﻬﺎ ﻋﲆ ﻧﺤﻮ ﻣﺘﺰاﻳﺪ‪ ،‬ﻟﺪﻳﻪ‬
‫ﺟﺎﻧﺐ ﴍﻛﺎت وﻣﻘﺎوﱄ اﻟﺤﻔﺮ‪ ،‬وﻫﻨﺎ ﺗﻜﻤﻦ اﻟﻘﻴﻤﺔ اﻟﺤﻘﻴﻘﻴﺔ‪.‬‬ ‫ﻧﻔﺲ اﳌﺘﻄﻠﺒﺎت اﳌﺘﻌﻠﻘﺔ ﺑﺎﻟﺤﺎﺟﺔ إﱃ اﻟﺘﺪرﻳﺐ اﳌﺴﺘﻤﺮ وإﱃ اﻣﺘﻼك اﳌﻌﺮﻓﺔ‪،‬‬
‫ﻻﺷﻚ أن اﻟﺼﻨﺎﻋﺔ ﺗﻮاﺻﻞ اﻟﺘﻐري‪ .‬وﺗﺘﺎح اﻟﻔﺮص اﻵن ﰲ ﻣﺠﺎﻻت رمبﺎ مل ﺗﻔﻜﺮ‬ ‫وﺗﺤﻘﻴﻖ اﻟﺴﻼﻣﺔ مبﺴﺘﻮى ﻋﺎﳌﻲ ﻣﻦ اﳌﺼﺪاﻗﻴﺔ واﻻﻟﺘﺰام‪ .‬وﺗﺄيت ﻣﻌﺎﻳري ﻣﻌﺎﻟﺠﺔ‬

‫اﻟﺘﺪرﻳﺐ ﻋﲆ اﻟﺴﻼﻣﺔ‪ ،‬وذﻟﻚ ﺿﻤﻦ ﺑﺮاﻣﺠﻬﺎ اﻟﺘﻲ ﺗﺴﻌﻰ إﱃ ﺗﻄﻮﻳﺮ اﻟﻘﻮة اﻟﻌﺎﻣﻠﺔ‬ ‫ﻣﻦ ﺣﻴﺚ اﻟﻌﻤﺮ وﺗﻮﻗﻌﺎت اﻟﺘﻌﻠﻢ واﻟﺘﻨﻘﻞ‪ .‬وﺗﺴري اﻟﺮﻏﺒﺔ ﰲ ﺗﻌﻴني ﻋﺎﻣﻠني ﺧﱪاء‪،‬‬
‫وﺗﻄﺒﻴﻖ ﻫﺬه اﻟﱪاﻣﺞ داﺧﻠﻴﺎ‪.‬‬ ‫إﱃ ﺟﺎﻧﺐ اﻟﺤﺎﺟﺔ إﱃ اﳌﻬﺎرات اﻟﻘﺎﺑﻠﺔ ﻟﻼﻧﺘﻘﺎل‪ ،‬ﺟﻨﺒﺎ إﱃ ﺟﻨﺐ ﻣﻊ ﻣﺴﺘﻮﻳﺎت‬
‫وﻗﺪ ﻛﺎن ﺗﻄﻮﻳﺮ ﻗﻮة ﻋﺎﻣﻠﺔ ﻣﺎﻫﺮة وﻗﺎﺑﻠﺔ ﻟﻠﺘﻜﻴﻒ‪ ،‬ﻣﺤﻔﺰا أﺳﺎﺳﻴﺎ ﻟﻠﻨﻤﻮ ﰲ‬ ‫اﻟﻨﺸﺎط إﱃ ﺣﺪ ﻛﺒري‪ .‬وﺗﺘﺠﲆ ﰲ اﻟﴩق اﻷوﺳﻂ اﻟﺒﻮادر اﻷوﱃ ﻧﺤﻮ اﻟﺘﺤﻮل اﻟﺬي‬
‫اﻟﴩق اﻷوﺳﻂ ﻟﻔﱰة ﻣﻦ اﻟﺰﻣﻦ‪ .‬وﻻ ﻳﺰال اﻟﱰﻛﻴﺰ اﻷﺳﺎﳼ اﻟﺤﺎﱄ ﻳﻨﺼﺐ ﻋﲆ‬ ‫ﻳﻄﺮأ ﻋﲆ اﻟﴩﻛﺎت ﰲ ﻛﻴﻔﻴﺔ إدارة ﻣﺘﻄﻠﺒﺎت اﻟﺘﺪرﻳﺐ ﻋﲆ اﻟﺴﻼﻣﺔ واﻟﻜﻔﺎءة‬
‫اﻟﺴﻼﻣﺔ واﻟﻜﻔﺎءة ﺑﺪرﺟﺔ ﻛﺒرية‪ .‬ﻏري أن ﺟﻬﺎت اﻟﻌﻤﻞ ﰲ ﻫﺬا اﳌﺠﺎل‪ ،‬وﺑﺨﺎﺻ ٍﺔ‬ ‫ﺑﺸﻜﻞ ﴎﻳﻊ‪ .‬وﻗﺪ ﻳﺤﺪد ﻫﺬا اﻟﺘﺤﻮل اﳌﺴﺎر ﻟﻠﻌﺪﻳﺪ ﻣﻦ اﳌﻨﺎﻃﻖ اﻷﺧﺮى اﳌﺼﺪرة‬

‫اﻟﻮﻗﺎﻳﺔ ﻣﻦ اﻟﺤﺮاﺋﻖ ﰲ اﻟﴩق اﻷوﺳﻂ منﻮا ً ﻫﺎﺋﻼً مبﻌﺪل ﺳﻨﻮي ُﻣﺮﻛﺐ ﺑﻨﺴﺒﺔ ‪12,2‬‬
‫ﰲ اﳌﺎﺋﺔ ﻣﻦ ﺣﺠﻢ اﻟﺴﻮق اﻟﺘﻲ ﺑﻠﻐﺖ ‪ 2,21‬ﻣﻠﻴﺎر دوﻻر أﻣﺮﻳيك ﰲ ‪ ،2015‬واﻟﺘﻲ ﻣﻦ‬
‫اﳌﺘﻮﻗﻊ أن ﺗﻘﻔﺰ إﱃ ‪ 4,4‬ﻣﻠﻴﺎر دوﻻر أﻣﺮﻳيك ﰲ ‪ ،2021‬ﻣام ﺳﻴﺠﻌﻠﻬﺎ واﺣﺪة ﻣﻦ أﻛﱪ‬
‫أﺳﻮاق اﻟﻮﻗﺎﻳﺔ ﻣﻦ اﻟﺤﺮاﺋﻖ ﰲ اﻟﻌﺎمل‪ .‬وﺗﺮى »ﻓﺮوﺳﺖ آﻧﺪ ﺳﻮﻟﻴﻔﺎن« أن اﻟﺴﻮق ﺗﺤﻈﻰ‬
‫ﺑﻘﻮة دﻓﻊ ﺑﺴﺒﺐ أﻧﺸﻄﺔ اﻹﻧﺸﺎءات واﻹﺑﺪاع اﻟﺘﻜﻨﻮﻟﻮﺟﻲ‪ ،‬إﱃ ﺟﺎﻧﺐ اﻹﻧﻔﺎق اﳌﺘﺰاﻳﺪ‬
‫ﻋﲆ آﻟﻴﺎت اﻟﻮﻗﺎﻳﺔ ﻣﻦ اﻟﺤﺮاﺋﻖ ﻣﻦ ِﻗﺒﻞ اﳌﺆﺳﺴﺎت واﻟﴩﻛﺎت‪ .‬وﻛﺎن اﻟﱰﻛﻴﺰ ﻋﲆ ﻟﻮاﺋﺢ‬
‫اﻟﺴﻼﻣﺔ ﻣﻦ اﻟﺤﺮاﺋﻖ وﺗﻄﺒﻴﻖ ﻗﻮاﻧني اﻟﺒﻨﺎﻳﺎت اﳌﻮﺣﺪة ﻋﱪ ﺟﻤﻴﻊ ﻗﻄﺎﻋﺎت اﳌﺴﺘﺨﺪﻣني‬
‫اﻟﻨﻬﺎﺋﻴني‪ ،‬واﻟﺘﻲ ﻓﺮﺿﺘﻬﺎ اﻟﺴﻠﻄﺎت اﳌﺤﻠﻴﺔ‪ ،‬ﻗﺪ رﻓﻊ اﻟﻄﻠﺐ ﻋﲆ ﻣﻨﺘﺠﺎت اﻟﻮﻗﺎﻳﺔ ﻣﻦ‬
‫ﻳﻨﺘﻈﺮ ﻟﺴﻮق اﻟﻮﻗﺎﻳﺔ ﻣﻦ اﻟﺤﺮﻳﻖ ﰲ اﳌﻨﻄﻘﺔ أن ﺗﺮﺗﻔﻊ ﰲ ‪ ٢٠٢١‬إﱃ ‪ ٤,٤‬ﻣﻠﻴﺎر دوﻻر‬
‫اﻟﺤﺮاﺋﻖ ﰲ اﳌﻨﻄﻘﺔ‪ .‬وﻗﺪ دﻓﻌﺖ اﳌﻨﺎﻓﺴﺔ اﻟﴩﺳﺔ‪ ،‬اﻟﺘﻲ ﺗﺸﻬﺪﻫﺎ اﻟﺴﻮق‪ ،‬اﳌﻮردﻳﻦ‬
‫ﻧﺤﻮ ﺗﺒﻨﻲ اﻷﺟﻬﺰة واﻟﺤﻠﻮل اﻟﺮﻗﻤﻴﺔ اﻟﺬﻛﻴﺔ واﳌﺘﻜﺎﻣﻠﺔ‪ ،‬واﻟﺘﻌﺎون ﻣﻊ أﺻﺤﺎب اﳌﺼﺎﻟﺢ ﺣﺮﻳﻖ‪ .‬ﻓﺎﳌﺴﺘﻬﻠﻜﻮن ﻳﻘﺒﻠﻮن ﻋﲆ اﳌﻨﺘﺠﺎت اﳌﺘﻄﻮرة اﻟﺘﻲ ﺗﺤﻮل دون اﻧﺪﻻع اﻟﺤﺮاﺋﻖ‬

‫وﺗﻌﺘﱪ أﻧﻈﻤﺔ اﻟﻮﻗﺎﻳﺔ ﻣﻦ اﻟﺤﺮاﺋﻖ اﳌﺘﻜﺎﻣﻠﺔ واﻟﺬﻛﻴﺔ‪ ،‬واﻟﺘﻲ ﺗﺴﺘﺸﻌﺮ اﻟﺤﺮاﺋﻖ وﺗﺤﺪﻳﺪ اﻟﻬﻮﻳﺔ اﻵﱄ‪» :‬ﻳﺘﻌني ﻋﲆ اﳌﺸﺎرﻛني اﻗﺘﻨﺎص اﻟﻔﺮص ﻏري اﳌﺴﺘﻐﻠﺔ ﰲ ﺗﺤﺪﻳﺚ‬
