1. OPENING A CONFERENCE

[Opening Remarks]
“Good morning, delegates. Welcome to the first conference
of
(insert committee name) of Jakarta MUN 2016. Before we start,
allow me to remind all delegates to remain seated and to put
your mobile devices on silent for the convenience of the
conference. Portable computers should not be activated during the
debates but you are allowed to utilize the portable computers in
unmoderated caucus. (NOTE : YOU MIGHT WANNA EASE THINGS A BIT
BY INTRODUCING THE BOARD OF DAIS AND PAGES)

Now, let’s begin the roll call.
Delegates whose country is being called, please raise your placard
and say ‘Present’ or ‘Present and Voting’. Delegates who are
‘Present’ may deliver the absent vote in substantive voting and
delegates who are ‘Present and Voting’ should cast the Yes/No
vote
in substantive voting.

[Rules]
Before we start, I am going to inform you of several rules regarding
the procedures.
- First, to pass a motion in moderated caucus or unmoderated caucus,
we are going to apply a voting session with a simple majority vote to
pass;
- Second, to close a debate session the committee will apply a quorum
with 2/3 majority from the total delegation who are present. In this
particular (GA) the quorum will be (how many);
- Third, the board of dais will set the maximum time for superceding
motion to be applied, (20) minutes for moderated caucus with (2)
seconds speaking time and (30) minutes for unmoderated caucus.
Delegates whose time motion exceeds the superceding motion
will be disregarded;

2. AGENDA SETTING
First, we are going to open the speakers’ list. Delegates who are in
favor for the topic area A and wishes to speak, please raise your
placards.

- etc.
Delegates who are against the topic area A and wishes to speak,
please raise your placards.
- Delegate of Guatemala,
- Delegate of Bhutan,
- etc.
To begin the debate, we’re going to entertain one delegate to
speak fortopic area A and one delegate to speak against topic area
A, consecutively until the list expires.

Seeing that none of th e delegates wish to speak against the
closure of the debate we will proceed to the voting procedure.

If the delegates motion for the closure of the debate, then see if we
still have the time, or we have enough discussion. If its not, you can
rule it in dilatory.
The substantive voting has resulted in closing the debate, we are now
going to move on to the voting session to set the topic area for the
conference.
[Formal Remarks]
Distinguished Delegates, since the topic area on (........) is set, we
welcome the delegates to convey their formal remarks in accordance
to the agenda. We’ll set the times for 2 minutes for each speaker in
GSL.
We are now opening the General Speakers’ List, and for those
delegates who wish to speak, please raise your placards.

7. INTRODUCTION TO AMENDMENTS

[Introduction to Amendments]
“Before we move to the substantive voting to pass the resolution,
we would like to introduce the amendments that have been
proposed by the delegates.
The amendments have been numbered and ordered by the board of
dais.
We would like to call upon the first amendments, Amendment 1.1.1,
sponsored by the delegate of (Jamaica).
Delegate of (Jamaica), you are introduced to present the
amendment. We’ll be giving 2 minutes speaking time for the
introduction of the amendments

- if there is a motion to open the debate
The motion passes. Now we’re going to open the session to debate
upon the amendments. Delegates who wish to speak, please raise
your placards. (counting)

The motion fails. (proceed to next session below)
- if the majority of the voting is in favor for the closure of the debate
The procedural voting has resulted in closing the debate, we are
now going to move on to the voting session to set the topic area
for the conference.
Since the Draft Resolution 1.1 fails to pass, now, we’re going to vote
the Draft Resolution 1.2.

The Draft Resolution 1.2 has been voted with the number of (xx)
