MANIFESTO OF SUPPORT

FOR THE RETENTION OF MS. CATHERINE Z.

CONDINO AS THE FOCAL PERSON FOR SENIOR
CITIZENS AND PERSONS WITH DISABILITY OF
BARUGO, LEYTE

WE, the undersigned Brgy. Presidents and members of the Federation

of Senior Citizens Association of Barugo, Leyte, seek to implore the
consideration of our HON. MAYOR MACEL C. AVESTRUZ to retain MS.
CATHERINE Z. CONDINO as the Focal Person for Senior Citizens and
Persons with Disability of Barugo, Leyte;

WHEREAS, DENR Regional Office 8 in this ensuing year, face a great

challenge to address the demand of the current administration in ensuring
environmental protection, conservation and utilization geared towards
achieving Gross National Happiness founded on Social Justice;

WHEREAS, on the other hand, since the re-assignment and promotion

of our then permanent ARD for Technical Services CARLITO M. TUBALLA
as Regional Director of Region 4B last November 2016, nobody was yet
appointed to replace in his stead as ARD for Technical Service;

WHEREAS, in order to cope up with the unending demand of work

load, designated temporarily by our Regional Director to serve as OIC, ARD
for Technical Services, was our Division Chief for Survey’s and Mapping
Division Engr. RAMON S. UNAY. His designation is yet to be affirmed by
your office;
 WHEREAS, it is of our great interest to address this concern within
our ranks in order to be better, if not the best stewards in realizing our
mandates. We strongly consider it to be crucial in attaining our directives;

WHEREAS, given the fact that it is ARD Carlito M. Tuballa who is the
item holder as permanent ARD for Technical Services in Region 8, we
deemed it just proper to request his return to the Regional Office to serve as
our ARD for Technical Services. This is without prejudice to our high regard
of the integrity and expertise of our current OIC, ARD for Technical Services
Engr. RAMON S. UNAY, whose service to the public could not as well be
regarded as unwarranted (pwede man other nga ka plastar sir hit “diri
matatawaran” kamo nala bahala sir). We are just more inclined in protecting
his life due to his current health condition;

WHEREAS, we also had the opportunity to witness, prove and test the
capability, ability, sincerity and commitment of ARD CARLITO M.
TUBALLA in serving the best interest of our constituency to a healthful and
balance ecology;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY

RESOLVED by the undersigned personnel of DENR REGION 8, to ratify this
MANIFESTO OF SUPPORT, with full understanding and respect to your
final decision in the exercise of your discretion and authority as Secretary of
the Department.
