E-Business Suite 12.1 and 12.2 require Forms Developer 10g and Reports
Designer 10g. Forms Developer 10g and Reports Designer 10g are part of
Oracle Developer Suite 10g. Oracle Developer Suite 10g is a 32-bit program
certified with Windows Vista, 7, 8.1, and 10.

Forcing 32-bit programs to run on 64-bit Windows

Although Windows 32-bit programs will not install by default on 64-bit

versions of Windows, there are three possible workarounds:

Workaround 1: You can run the Developer 10g setup.exe installer in

Windows compatibility mode > Windows XP (Service Pack 2) or Windows XP
(Service Pack 3). See Section 6 in Note 277535.1.

Workaround 2: You can let Windows determine how to install it automatically

via the "Program Compatibility Assistant". See Section 6 in Note 277535.1.

Workaround 3: Install some additional patches and run the Developer 10g
installer with the -ignoreSysPrereqs command line parameter. See Note
1292919.1 for more details.
