Despite growth, Bicol Region's

economic slowdown looms

LEGAZPI CITY—The Economy of the Bicol region expanded to 5.7

percent in 2016., slower than the 8.9 percent growth recorded in 2015,
with industry and services sectors spurring the region’s economy albeit
recording decelerated growths. (Turn to page 6)

EDITORIAL
Just Asking
The good news, according to the
Philippine Statistics Authority (PSA) is that
Bicol’s economy grew by 5.7% last year.
The bad news is, it will decelerate this
year.
According to the PSA the service sector
was the main driver, accounting for 3.9% of
the 5.7% growth; while the industry sector
contributed only 1.9%.
This shows why expectedly the regional
economy will slow down in the coming
months.
The agricultural sector posted a negative
0.1% growth, which is disturbing considering
that Bicol is basically an agricultural
economy.
Why this negligible growth? PSA’s figures
have the answers.
The service sector is urban centered, so is
the industry sector.
This pretty well shows the development
paradigm of the government, which is urban
centered; thus the rural areas remain a
perennial picture of poverty.
The rural residents are there to be the
helpless receivers of government dole-outs
and largesse in terms of occasional relief in
times of calamities; as well as the source of
votes come election time.
There is truth to that suspicion that
politicians want to nail the poor to perpetual
poverty and ignorance so they will remain
beholden and dependent on them.
The dismal record of the agricultural
sector, which is lumped with fisheries and
forestry, and strangely, hunting; supports
this skewed priority of the government.
Of course, Bicol’s performance cannot be
separated from the national context.
The urban-centered development
paradigm is very obvious in the dynamism
of the economy of Metro Manila and other
big cities in the country. Against this picture,
Bicol remains peripheral.
This is what our elected leaders, the
business chambers, all Bicolanos should be
pondering on now.
Should we be bogged down by these
inequities or do we do something about it
now?

Bank Deposit Reserves

LOWER RESERVES: New BSP
Governor Nestor A. Espenilla Jr. said
he prefers to see lower bank reserve
ratios within the next six months. At
20% reserves, local banks are charged
the highest in the world. The BSP chief
who assumed office this week said a cut
in reserve requirements will come within
this year – after proper clearance with
the Monetary Board. He also said the
timing is crucial, the high reserves is
one of the inefficiencies of our financial
system.
Lowering the reserve requirements
may compromise prices – since it will
release more money in the market
system that might spell inflation. The
banking industry has been anticipating
a lower reserve regime for some time,
particularly after several hints from the
BSP in the last year that it will move in
that direction eventually. Lower deposit
reserves will enable the banks to utilize
more funds out of its deposit liabilities,
which they can use for lending activities
thereby earning more income. More
credit, more business profits!
PRENEED FIRMS: According to
the Insurance Commission, the ailing
preneed sector suffered a net loss of
P831.54M in 2017 Q1 - reversing the
profit posted last year. The net industry
bottom line swung to a loss even as
preneed firms’ total premiun income
during the quarter rose 601% to P4.09B
from P3.86B in 2016. Number of plans
sold during the period increased by a
mere 0.06% (183,729 - 2016 to 183,837
- 2017: 180,148 life plans, 3,511 pension

Thousands of Syriac Christians once
lived in Raqa alongside Armenians,
Kurds and the city's mainly Sunni Arab
population, but many fled when IS
overran the city in 2014.
On June 29 of that year, IS
declared the establishment of a self-
styled "Islamic caliphate" straddling
areas under its control in Syria and
neighbouring Iraq.
Christians could remain in Raqa if
they paid a special tax called the jizya or
converted to Islam — but many of them
chose to flee.

After a months-long operation to
encircle Raqa, the SDF burst into the
city on June 6 and are chipping away
at jihadist-held districts, with help from
heavy US-led coalition air strikes.
Now the SMC's fighters are battling
jihadists on the frontline in Raqa,
some proudly wearing their religion
on their sleeves — literally.
Many fighters have tattoos of
rosaries inked around their wrists and
the word "JESUS" printed down their
forearms.
From an SMC position in Al-
Romaniya, its fighters look out over a
landscape of buildings perforated with
gaping holes, collapsed rooftops and
concrete walls spilling into the streets.
"The coalition air force carried
out intense strikes... This is why
there's a lot of destruction in this
neighbourhood," Seryan says.
Aleksan Chmou, a Syriac fighter
in a beige cap, says Syriac fighters
coordinate closely with the SDF's
other factions.
He says he is driven to fight by IS
atrocities against Syria's minorities.
"I'm sacrificing for what they did
to our people, our sects, for the
churches they blew up. For all these
things," Chmou says.
"Our Messiah Jesus Christ has a
saying: if anyone slaps you on your
right cheek, turn your left cheek to
him," the 28-year-old says.
"But for me, if someone slaps me
on my right cheek, I'm going to put a
bullet in his head."

Court convicted a woman
for misrepresenting herself
to claim SSS benefits
A woman was convicted
by the Regional Trial Court
(RTC) of Naga for misrepre-
senting herself as the depen-
dent mother of a deceased
member to claim death bene-
fit and by the Municipal Trial
Court (MTC) of Naga for pre-
tending to be the legal wife of
her common-law husband, to
claim funeral and death ben-
efits under the Social Security
System (SSS).
SSS President and Chief
Executive Officer Emmanuel
F. Dooc said that Merly Solano
Balquin first misrepresented
herself as Rosita S. Buena,
dependent mother of Cesar S.
Buena Jr., who died in 2001.
The second misrepresentation
was committed in 2003, when
Balquin pretended again to be
Rosita, wife of deceased Cesar
Buena Sr, to file funeral and
death benefits.
“It was very clear that
Balquin intended to defraud
SSS by misrepresenting herself
not only once but twice just to
qualify as a beneficiary to claim
SSS benefits. We are saddened
that there are people who would
do such act for their benefit but
at the expense of the SSS and
the real beneficiaries,” said
Dooc.
According to Dooc, by mis-
representing herself as the de-
pendent mother of the younger
Buena, Balquin was convicted
for violating Republic Act 8282
otherwise known as Social Se-
curity Act of 1997. She was or-
dered to serve a jail term of six
years and to pay a fine amount-

On the other hand, for pre-

Revised Penal Code. She was

Based on the decision from
the RTC, Balquin pretended
to be Rosita per instruction of
Buena Sr. She signed the nec-
essary documents including
the Sinumpaang Salaysay, a re-
quirement that both parents will
sign and file the death claim ap-
plication.
During the pendency of the
case, Balquin refunded to the
SSS the death benefit she re-
ceived in the amount of P6,000
in three installments.
“While we understand that
the family has financial needs
due to the death of Buena Jr.,
that did not justify the act of
Balquin in misrepresenting her-
self to qualify as the beneficia-
ry. Despite returning the money
she received, she was still liable
since she already committed
the misrepresentation before
the case was filed against her,”
said Dooc.
On the second case, Balquin
pleaded guilty to both charges
of fraudulent funeral ben-
efit claim and fraudulent death
claim filed in MTC. No ob-
jection was raised by the SSS,

DESPITE GROWTH, BICOL . . .
This statistics was revealed
last May 4 by the Philippine Sta-
tistics Authority (PSA) during
a media conference where PSA
officials presented their Gross
Regional Domestic Product
(GRDP) for Bicol region. This
conference took place in Le-

remained the largest contributor
to the region’s economy at 56.7
percent, followed by industry at
23.2 percent, and ‘agriculture,
hunting, forestry and fishing’
(AHFF) at 20 percent.
The shares of industry and
services to the total economy
improved in 2016. Industry in-
creased by 0.5 percent point and
services was up by 0.6 percent-
age point, while AHFF share to
the total economy decrease by
(Sgd.)
1.2 percentage points.
Industry grew by 8.4 per-
cent in 2016 from 25.0 percent
expansion in 2015. Manufactur-
ing boosted the Industry sector’s
growth surging by 12 percent
from the 3.7 percent in 2015.
Mining and quarrying improved
to 9 percent in 2016. Electricity,
gas and water supply (EGWS)
slowed down to 9 percent from
14.1 percent the previous year.
Similarly, the construction
businesses plunged to 7.1 per-
cent from 42.5 percent from
42.5 percent expansion in 2015.
Services also posted a slower 6.9
percent growth in 2016 from 7.9
percent performance in 2015.
Except for financial inter-
mediation, and public adminis-
tration and defense (pad), and
compulsory social security all
sub-industries recorded slow-
downs. Growth of financial
intermediation improved to
11 percent from 7.1 percent in
2015, while PAD expanded to
6.1 percent, more than double its
pace in 2015.
On the other hand, transpor-
tation, storage and communica-
tion decelerated to 6.3 percent
from 10.1 percent growth in
2015. Trade and repair of ve-
hicles, personal and household
goods dropped to 6.4 percent,
slower than the 7.7 percent a
year ago.

to 1.9 percent from 3.2 percent
in 2015. Other services were
also down to 9.7 percent from
14.2 percent expansion in 2015.
AHFF improved but still at
negative 0.2 percent growth in
2016. The 4.8 percent contrac-
tion in the fishing sub-industry
pulled down the performance
of the AHFF sector. Agriculture,
hunting and forestry sub-indus-
tries increased to 1.4 percent
from 0.4 percent growth in 2015.
“Yes, we are seeing eco-
nomic slides as far as 2016 is
concerned,” admitted Cynthia
Perdiz, PSA regional director for
Bicol. “But we must be optimis-
tic as we still have big opportu-
nities for growth.”
On a positive note, the ser-
vice sector was the biggest
contributor to Bicol region’s
economic performance in 2016,
accounting for 3.9 percentage
points of the 5.7 percent growth.

DOLE to tap Barangays

for workers’ safety

Bicol will be “tapping” the
services of Barangay Offi-
cials in the region to ensure
the safety of workers and
prevent further accidents.

DOLE Bicol regional director
Atty. Ma. Karina Perida-Tray-
villa in her report to DOLE
Secretary Silvestre H. Bello,
III after a media briefing which
pertains to the recent fatal ac-
cident at a Barangay in Bula,
Camarines Sur.
“The recent accidents are
sending us signals that we need
to beef up our drive in safety
particularly in construction
and in telecommunications.
We believe that the best part-
ner will be Barangay officials,”

to gather and collect more than
200 sacks of rice, used cloth-
ings and assorted goodies for
the people of Marawi.
Madriñan said that there
was a total of almost 5 trucks
of relief goods loaded to the
ship bound to Iligan and cash
amounting to P161,729.00
from kind-hearted individuals
from all over the Bicol Region
and another P700,000.00 from
the one-day subsistence allow-
ance of the government troop-
ers from the 9th Infantry Divi-
sion under the headship of Maj.
Gen.Manolito P. Orense.
Among the donors and
stakeholders who helped gath-
ered the goodies include the Na-
tional Food Authority (NFA),
