In “Ease of doing business” India has a rank of 100 and further worse ranking is

of 181 in getting construction permits.

There is an urgent need for the state to speed up its processes so that the
rankings get better, thus able to get higher capital inflow leading to overall
development in the state.

To help state in it’s endeavor to increase the Ease of doing business, there is
need to implement an electronic land management and Building plan
approval system that will allow its potential clients/Industrial houses to
apply for land using a state-of-the-art online system. This system will also
enable key officials to review and process the land applications online and
create an online land management system.

Further, the system can also be rolled out across all the development authorities
across the state. This initiative will help in brining transparency in Building Plan
Approval process and will help deliver better services to citizens.

The goal of the proposed system is to achieve the following:

 Create a streamlined framework that provides state’s Development

Authorities and Local Bodies a system built upon simple and efficient
processes for land management;

 Allow Industrial customers to come online and apply for land with an ease
of transaction and continuous progress monitoring;

 Enable Development Authorities to work towards being a paperless entity

for the purposes of land management by creating a system through which
staff is able to review, validate and approve prospect land applications;
and

 Enhance operational efficiency of staff for the purposes of review process

of land management.

 Streamline and automate the entire process of the building plan approval,
other related permits, clearances and occupancy certificates.

Smart DCR Deployment Technical Proposal

The Objective is to Deploy Smart DCR, an integrated online building plan

scrutiny and approval process for use by any authority. Smart DCR which is
capable of extracting, reading and validating the parameters of Building Bye-
laws ,from the building proposals submitted online, in the form of CAD Drawings
suitably color coded by the Clients. Smart DCR generates efficient reports to
enable decision making by key planning officers for approval of the same. The
system will also have the ability to provide status information at any point of the
time from the submission to the approval.

The Key functionalities that are unique to and available only on Smart
DCR:

errors on submitted drawings with hyperlinks and returns the drawings to
