1 Introduction
This document describes about 2G Initial Tuning drive test. It is intended for
beginner Engineer that will help them in drive test tuning activities. Sometime
it’s quite hard and difficult for beginner to understand the initial tuning
procedure since they have to understand as soon as possible because this
job has limitation and time target from project roll out.

This document will give basic idea/knowledge how to deal with initial tuning
procedure. This document will also be completed with example to make it
easy to understanding.

This guideline has been produced in order to spread knowledge of how to

initial tuning procedure.

Initial Tuning drive test is a field activity. One team ( engineer + rigger +
driver) doing site audit, antenna changing (downtilt + orientation/bearing), and
drive test to meet Coverage and KPI target. Thus, engineers should have
basic 2G drive test experience.

2 Software Preparation
1. TEMS Investigation 4 – 6 (for drive test, and logfiles export process)

2. MapInfo (for Report Plot)

3. MCOM (for Site Data such as Frequency / BCCH, neighbor, etc)

4. Kathrein Scala (for Description of antenna coverage due to tilt changing)

5. Katherin Catalog (Complete antenna catalog)

6. Microsoft Office (Word and Excel)

7. Additional : Internal Sinergi Macro for Making Report ( Report Generator

Macro, ITune macro,etc)

3 Activities / Scope of Work (SoW)

This chapter will describe how to know step by step initial tuning procedure .

1. Drive test procedure was defined in two (2) different SoW, based on
terminology below :

– New Site/Co-located/Swap Upgrade Drive Test

telecom
Accelerate your business

 Meaning of New Site/Co-located : Installed new cabinet on new

location / embedded on existing location.

 Meaning of Swap Upgrade : Swap out or change existing

cabinet with the new one. It could be with additional antenna or
cabinet

– Upgrade Drive Test

 Drive test for Site that already upgraded with additional antenna
and or cabinet

2. Drive test “before”

- Find problems and bad spots. For experience engineer, this step
could be skipped.

3. Antenna refinements.

- Tilt, bearing/orientation ( for Tuned Site and also if needed for

neighboring sited)

- Panoramic Picture taken every 30 deg

4. Drive test “after”

5. Create report

3.1 New Site/Co-located/Swap Upgrade

 Drive Test Preparation :

– Collect site information (Site ID, Cell ID, Site Name, Band)

– Permit letter from Ericsson and Telkomsel (Special permit for

TELKOM Site) for borrowing Site Key and access to site and
neighbor sites.

– Collect initial information : CDD & MCOM Data, to know Site

Coordinate, frequency of cells, antenna orientation based on
planning, etc

– Coordination with SQA for special request.

 Drive Test Procedure :

– DT Route is discussed with Tuning Engineer. It should be cover all

sectors, circling the site and mini cluster surrounding site with
handover to neighbors (not only co-located sites). If there’re no
neighbors, it should be done until drop call
telecom

– Test Call on Site : Every sector / cell with lock channel. Make sure
cell is serving.

– Method :

 Idle and Dedicated

– Drive test before to get initial figure before Tuning.

 Inform the Tuning Engineer if find bad spot or problem for

more analyzing.

– Time Slot Checking and Frequency Scanning

 Scanning at least 5 minutes for each sector (range define)

 Time Slot checking for 15 minutes call for each sector / cell

– Site and Neighbors (1st Layer) visit and audit, physically check
(Hardware problem, Antenna refinement, Cable Feeder, Brackets,
etc )

 Audit Site and Neighbors include correct data location

(coordinate), Antenna Refinement (Type, Orientation, Tilting
and Height), Contour, picture taken at every sector and
@30o

 Update information about Site Coordinate, Check condition

of Antenna, Cable Feeder, Antenna Brackets, Grounding
Cable, Fence, etc, and make sure that there is no problem
with those parts. If problem found in one of them, call the
coordinator/ Tuning Engineer soon, and make
documentation / taking photos.

– Final antenna orientation and tilting (compare with SIS data,

potential area (road, villages, factory, etc ) on field and discuss with
Tuning Engineer) . Overshooting neighbor must be down tilted
( confirm with tuning engineer and SQA). Please note every
physical changes.

– For co-located site, DCS (Band 1800) must have equal or less tilt
compare to it’s co-located GSM ( Considered balance traffic with
GSM à discuss with Tuning Engineer )

– If a new site or it’s neighbor found cross feeder, collect the logs for
all sector and plot by CI then sent to Tuning Engineer

 Drive Test Report :

– Follow the standard report generate by tuning engineer

telecom
Accelerate your business

– After report accepted by tuning engineer, there is always possibility

that SQA would reject, in this case subcontractors have to re-
tuning the site again.

3.2 Upgrade / Swap Upgrade (Cabinet Extension and Antenna)

 Drive Test Preparation :

– Collect site information : Site ID, Band, Configuration, BSC,

SIS/SES Info, and Permit letter from Ericsson. If needed, get the
Permit Letter from TSEL for borrowing site keys and access to site.

– Collect initial information : CDD Process & MCOM Data.

– Coordination with SQA for special request.

 Drive Test Procedure :

– DT Route is discussed with Tuning Engineer. Normally route will

only cover upgrade sectors and surroundings site where facing to
the upgrade sectors. Please make sure there’re no cross feeder
within this sector. Route should be taken until handover to
neighbors other wise until drop call

– Test Call on Site : Upgrade sector within main beam width with lock
channel.

– Method :

 Idle and Dedicated

– Drive test before to get initial figure before Tuning.

 Inform the Tuning Engineer if find bad spot or problem for

more analyzing.

– Time Slot Checking and Frequency Scanning

 Scanning at least 10 minute for Upgrade sector with Non

Lock channel (range define)

• NOT MANDATORY TASK

– This task basically is not mandatory.

– Additional Antenna refinement for Upgrade sectors will be define by

Project team while installing upgrade. So, drive test team don’t have to do
this part UNLESS :

 While on site, team found different orientation / tilting on additional

antenna with existing antenna. Team have to make a NOTE and
report to Tuning Engineer. Tuning Engineer will escalate to Project
Team for re-configuration. On this case, Drive Test Team doesn’t
allowed to continue the drive test until the problem has solved.

 Team is allowed to DO the refinement and continue the drive test

with condition : Team already have the site keys and access to site.
-> Highly recommended for Remote SITE

– Final antenna orientation and tilting (compare with SIS data) and discuss
with tuning engineer.

– Drive Test Report :

 Follow the standard report generate by tuning engineer

 After report accepted by tuning engineer, there is always possibility

that SQA would reject, in this case subcontractors have to re-
tuning the site again.

Additional Case Sumbagteng

– GSM stand alone, drive test route must be at least 5 km if there’s access road, if there’s no
access road do not continued, take a picture and give notes.

– Co-located DCS stand alone, drive test only until handover with it’s GSM.

– If a new site cross feeder, contact coordinator tuning first for discuss to take any action as
necessary.

– If found any problem such as site down, can’t handover, can’t call, drop level signal (near site)

5 Rule & Case Study

Rule

– Check new site such as coordinate, orientation, antenna (type, high, tilt), contour, potensial area
(road, village, factory, etc)

– Check new site neighbour’s such as coordinate, orientation, antenna (type, high, tilt) and
contour.

– Overshooting neighbour must be down tilted.

– GSM stand alone, drive test route must be at least 5 km if there’s access road, if there’s no
access road do not continued, take a picture and give notes.

– Co-located DCS stand alone, drive test only until handover with it’s GSM.

1. Adjacent Channel

Problem description:
Payaroba 900 band (Site ID = BJI736)
Located in Payaroba (Cell ID = 17361)
Drive test found bad frequency interference (C/I = 10) in BCCH 65.
Urgency handover is triggered every time.

Troubleshooting:
Drive test found bad quality coming from Cell ID 10291 that using BCCH 66.
Request coordinator tuning to suggest a new BCCH.
New reserve frequency 57 is used 17361 currently.

2. Handover Problem
telecom

Problem description:
Meda Nanda (1327B)
New site in Gg Sederhana.
Drive test found the neighbours cannot handover to the new site although it has a better
Signal Strength.

Troubleshooting:
By analyzed the Layer 3 messages, one can find out that the measurement report sent from
MS to BTS
(with the 6 strongest SS neighbours) does not include the new site Meda Nanda (1327B)
This is because the new site using NCC 6 (Sector 1), 6 (Sector 2) & 7 (Sector 3).
However, all its neighbours’ NCCPERM does not include 6 & 7.
This cause the MS not include Meda Nanda (1327B) in its measurement report due to the
site is barred from NCCPERM.

Neighbour NCCPERM = 0,2 & 4 only

6 strongest neighbour candidates do

not include Meda Nanda

3. Cross Feeder

Problem description:
Matiti band 1800 (Site ID = DLS701)
New site Matiti .
Drive test found the DLS701 was cross feeder between sector E (57015) and sector G
(57017) .

Troubleshooting:
Change request it’s feeder to installation team via coordinator tuning.
