4.5.4 Management of Fire Hazards. The extent of fire prevention
and control provided for tank storage facilities shall be determined by an engineering evaluation of the installation and operation, followed by the application of sound fire protection and process engineering principles. The evaluation shall include, but not be limited to, the following: (1) Analysis of fire and explosion hazards of the facility (2) Analysis of local conditions, such as exposure to and from adjacent properties, flood potential, or earthquake potential (3) Fire department or mutual aid response
