Introductory remarks
At theNice EuropeanCouncilin December2000,Headsof State.andGovernmentre'
confirmedandimplementedtheir March2000(Lisbon)decisionthat the fight against
povertyandsociaiexclusionwould bebestachievedby meansof the openmethodof
co-ordination. Key elementsof this approacharethe definitionof commonly-ageed
objectivesfor the EuropeanUnion (EU) asa whole,the developmentof appropriate
naiionalactionplansto meettheseobjectives,andtheperiodicreportingand
monitoringof progressmade.

It is in this contextthat the LaekenEuropeanCouncilin December2001endorseda


first setof 18 commonstatisticalindicatorsfor socialinclusion,which will allow
monitoringin a comparableway of MemberStates'progress towardsthe agreedEU
objectives.Theseindicatorsneedto be considered asa consistentwhole reflectinga
baiancedrepresentation of EU socialconcerns.Theycover.fourimportantdimensions
of socialinilusion (financialpoverty,employmenl,healthandeducation),which
highlightthe "multidimensionality"of the phenomenon of socialexclusio!.
