2 Overview
Due to the fast growth of smart phones used in recent years, Packet Switched (PS)
paging messages account for an increasingly large proportion of all paging messages. In
most cases, PS paging messages are sent to the entire Location Area (LA) or Routing
Area (RA) because the RNC does not know on which cell a UE in idle mode camps.
Because the paging area is large, the conventional paging mechanism causes high
Uu-interface paging load and even PCH congestion.
To solve this issue, the feature of Precise Paging in Idle status is introduced in UR14.
This feature enables the RNC to perform two steps of paging on a UE in idle status as
follows:
1) First-step paging: The RNC first pages the UE in the last camped-on cell and the
cell's neighboring cells under the same RNC.
2) Second-step paging: If the first-step paging fails, the CN re-pages the same UE, and
the RNC pages the UE in the entire LA or RA.
Precise Paging in Idle status can reduce the paging load on Uu-interface, decrease PCH
congestion, and cut down the engineering costs of splitting LAs or RAs.
The following figure shows the difference between the paging area for normal paging and
that for precise paging.

Based on a paging message received from the Iu interface, the RNC reads the latest
resident cell from the UE location information table. The RNC first pages the UE in the
latest resident cell and the cell's neighboring cells under the same RNC. If the first-step
paging fails, the RNC pages the UE in the entire LA or RA in the second step.
Meanwhile, the RNC updates and manages the UE's subscriber location information in
the RNC database periodically. If the UE does not interact with the Radio Access
Network (RAN) before the timer expires, the RNC removes the UE's subscriber location
information from the RNC database.

3 Technical Description
When a call is released, if the best cell on which the UE camped is in the SRNC, the RNC
records the cell and the corresponding time.
When a paging message is received from the CN, if it is the first paging message for the
same IMSI received within six seconds, and if the following conditions are fulfilled,
Precise Paging is started.
2) The difference between the corresponding last update time and current time is less
than URncFunction.tCellRecAging.
If these conditions are fulfilled, the RNC starts Precise Paging, and the paging message
is sent to the latest recorded cell and the neighboring cells only.

If paging load is high and the CN supports resending paging messages, this feature
should be activated.
The purpose of this chapter is just to guide the reader how to find the GUI location of the
parameters which are related to the deployment of this feature. The values indicated in
the figures possibly are not the real values to configure. Please refer to the last column of
table in chapter 4 for the practical configuration value.
In the configuration resource tree window, open the [Modify Area->Managed Element->
UMTS Logical Function Configuration] interface and set the parameter “The Precise
Paging Switch for Idle Users” and “The Aging Time of Cell Record (min)”, as shown in
Figure 6-1
In the configuration resource tree window, open the [Modify Area->Managed Element->
UMTS Logical Function Configuration -> UTRAN Cell -> Extended Information 2 of
UTRAN Cell] interface and set the parameter “The Domain of Precise Paging for Idle
Users”, as shown in Figure 6-2.
Prerequisites 2. Cell1 support HSUPA, HSDPA and DCH, and belong to RNC1/NodeB1.
