I It is my understanding that the United States has an outstanding debt, and

II It is my understanding that the United States does not issue its own currency but borrows it from a private bank
called the Federal Reserve

III It is my understanding that paying off the national debt is in the best interests of the United States, and

IV It is my understanding that the United States cannot pay off its debts by borrowing with interest attached, and

V It is my understanding that the United States cannot and will not issue its own currency until its debts are forgiven
or paid, and

VI It is my understanding that presence in the United States means to have a Name registered by contract with the
United States by submission of an application for registration, and

VII It is my understanding that I am without the United States and the Several States of the United States, and not
willingly, knowingly or voluntarily subject to its jurisdiction, and

VIII It is my understanding that as long as people are asking to be ‘paid’ for goods and services, the United States will
always have to borrow cash from its creditor(s), to facilitate payments and

IX It is my understanding that the issuance of Federal reserve Notes from the United States Treasury is a benefit of
the United States, and

X It is my understanding that an obligation or duty to apply for or use United States benefits does not exist, and

XI It is my understanding that public debts are obligations of the United States Treasury Department

XII It is my understanding that notes are unconditional promises to pay an amount of dollars at a specified time, and

XIII It is my understanding that a Certificate of Birth (C.O.B) such as the copy attached, is evidence of a Share in the
natural resources of our planet, Earth and wealth of the Issuer, and

XIV It is my understanding that a C.O.B is not personal identification and that the Government is not obliged,
authorized or required to recognize a C.O.B as such, and

XV It is my understanding that the Issuer of the C.O.B is the legal-title-holder of that document, and

XVI It is my understanding that the requirement for an Application or Petition to be submitted to a Government such
as the United States or the State of New York for one to change his or her NAME is clear evidence that the Issuer of
the original document that bears the NAME e.g. Certificate of Birth (C.O.B) is the authority and owner of such NAME,
and

XVII It is my understanding that a LEGAL NAME is also a property of the Issuer

XVIII It is my understanding that the NAME is created with a number on the C.O.B, and

XIX It is my understanding that it is impossible to utilize the NAME on the C.O.B without the number that is created
with it on that document to acquire any form of identification, and

XX It is my understanding that the Issuer of the C.O.B is the person that is intended to be recognized as guarantor
by the NAME and number on the C.O.B

This is also an Offer to government officials in the hopes that someone can either confirm or correct my understanding.
If you do choose to respond with corrections, I must insist that you do so immediately upon service of this Notice, in
writing, with proof of your claim contained therein, sworn or affirmed under oath or attestation with full commercial
liability under penalty of perjury. A lack of timely response or a response that does not contain legal evidence of my
mistaken understandings point-by-point, will be assumed to imply agreement with my understandings and compliance
with any and all Actions based upon the understandings expressed herein and will immediately be Accepted as a
