Facilitate the Member (PPP) in keeping PPP Cell fully operational through
management of HR, Budget, Finance, IT and day to day activities;
HR management including recruitment, selection and training of staff;
Ensure conducive work environment and provide personal growth opportunities to the
staff;
Develop training and capacity building plans for the staff of PPP Cell and PPP Nodes;
Supervise budgets, accounts and financial matters;
Prepare, coordinate and enforce systems, policies and procedures relating to HR,
Finance and IT;
Assist in procuring work, services, equipment etc. in line with PPRA Rules and other
applicable laws;
Coordination, collaboration and liaison with concerned departments on PPP Cell
operational issues;
Ensure financial and other statutory reporting on timely basis.
Any other task assigned by Member PPP.
Eligibility Criteria
Master’s degree preferably in Public Administration, Business Administration, Social
Sciences from a reputed, HEC recognized national or international university.
At least 08 years of successful and verifiable experience in administration, project
management or operational management preferably in public sector.
Familiarity with concepts of Public Private Partnerships.
Should be a good manager who is self-driven and proactive.
Should be able to work independently as well as part of a team.
Excellent IT and communication skills.

Job Description
Review and evaluate PPP project proposals;
Evaluate project proposals and PPP Node requests for financial assistance for project
structuring;
Recommend prioritization of PPP proposals aligned with PPP policy, their
development impact, financial attractiveness and readiness for implementation;
Manage transaction execution in all respects;
Review bid evaluation reports based on recommendations by line departments and local
governments;
Maintain close liaison with Risk Management Unit and facilitate risk assessment for
PPP project proposals;
Prepare Working Papers and minutes of meeting for PPP Project proposals;
Analyze problems facing implementation of PPP projects and propose solutions to
Chief on how to resolve these problems;
Provide guidance and technical assistance to PPP Nodes in conducting PPP projects
preparation and transaction execution;
Provide information regarding PPP projects on a continuous basis for the PPP website;
Any other task assigned by the competent authority.
Eligibility Criteria
Master’s degree in Public Administration, Social Sciences, Business Administration from a
reputed, HEC recognized national or international university.
At least 05 years of successful and verifiable experience in development /evaluation of
projects.
Familiarity with concepts of Public Private Partnerships.
Should be able to work independently as well as part of a team.
Excellent IT and communication skills.
