Position Legal Advisor

Job Description

Management/Operations  Facilitate the Member (PPP) in vetting information


dissemination by GoPb regarding PPP, in speeches, press
releases or other sources, especially with regards to legal issues;
 Provide legal and regulatory information on a continuous basis
to the PPP cell.
 Provide legal vetting of official documents, proposals and
policies.
Coordination/ Capacity  Provide support to the PPP Steering Committee in terms of
Building/Technical legal information and expertise required to review PPP project
proposals;
Assistance
 Provide input on legal information regarding preparation of
operating guidelines, procedures and documents for PPP
projects
 Provide legal support in capacity building of the government
agencies involved in PPP development, in the form of
workshops and training or any other means to be determined by
the legal advisor.
 Provide technical assistance on legal aspects to the line
departments and local governments during the process of
project identification, preparation and execution;
Policy Formulation  Advise the PPP Cell and Steering Committee on cross-sector
and Reforms/ and sector-specific legal issues affecting PPP development;
Quality Control  Facilitate development of a PPP policy for Punjab and getting it
notified/approved by GoPb;
 Provide input regarding any changes required in PPP Law /
Rules and Regulations.
 Review sector-specific policies, laws, rules and regulations and
ensure consistency with the PPP legal and policy framework;
 Identify the need for policy/legal reforms, if required, in the
infrastructure, urban services and social sectors vis-à-vis the
PPP framework and facilitate such reforms;
Project-Related  Review PPP project proposals submitted by line departments
Responsibilities and local governments from the legal viewpoint;
 Provide input on legal issues for the preparation of briefing
notes on PPP project proposals for the PPP Steering Committee;
 Review bid evaluation reports submitted by line departments
and local governments;
 Analyze legal problems facing implementation of PPP projects,
and propose solutions to the PPP Steering Committee and the
Punjab Government on how to resolve these problems;
 Provide legal input regarding the best modality for the PPP
projects;
 Draft and evaluate PPP Agreements for the various PPP
modalities.
Other Responsibilities  Any other task assigned by Member PPP.
Eligibility Criteria
 Post graduate Degree in Law from a reputed HEC recognized national or international
university, with thorough knowledge of PPP Act, contract, corporate, companies, arbitration
and other domestic and international laws.
 At least 05 years of successful and verifiable experience in relevant field.
 Expertise in drafting and negotiating PPP/Concession agreements will be an advantage.
 Excellent IT and communication skills.
 Max Age: 45 Years

Position Financial Advisor

Job Description

issues;
Coordination/ Capacity  Provide support in terms of financial information and expertise

 Maintain close liaison with the Risk Management Unit and

operating guidelines, procedures and documents for PPP
projects;
 Provide financial expertise in capacity building of the PPP
Nodes and other government agencies involved in PPP

departments and their PPP Nodes during the process of project
identification, preparation and execution;

 Prioritize these proposals according to their alignment with the
overall PPP policy as well as with their development impact,
financial attractiveness, and readiness for implementation;
 Assist in evaluating the level of direct and contingent GoPb
support sought for PPP projects;
 Send the requests for such support, together with the PPP Cell’s
assessment, to the Risk Management Unit in the Finance
Department for detailed examination;
 Provide input on financial issues for the preparation of briefing
notes on PPP project proposals for the PPP Steering Committee;
 Assist the Chief (PPP Projects) in reviewing bid evaluation
reports submitted by line departments and local governments
for compliance with prescribed procedures;
 Provide financial expertise on a continuous basis for the PPP
website;
 Analyze financial problems facing implementation of PPP
projects, and proposing solutions to the PPP Steering
Committee on how to resolve these problems;
 Provide guidance and technical assistance to PPP Nodes in
conducting PPP project preparation and transaction execution,
reviewing feasibility studies and determining the best modality
and structuring of PPP projects;
 Conduct risk assessment including contingent liabilities arising
from PPP Projects;
 Conduct value for money analysis for PPP projects;
 Prepare, analyze and evaluate financial models;
Other Responsibilities  Any other task assigned by Member PPP.
Eligibility Criteria
 MSc Finance / MBA (Finance)/CA
 At least 05 years of successful and verifiable experience in relevant field preferably in
transaction advisory and transaction management.
 Should have hands on experience of financial modelling, financial analysis, project risk
profiling and value for money analysis.
 Excellent IT and communication skills.
 Max Age : 45 Years.

Position Chief (Operations)

Job Description
 Facilitate the Member (PPP) in keeping PPP Cell fully operational through
management of HR, Budget, Finance, IT and day to day activities;
 HR management including recruitment, selection and training of staff;
 Ensure conducive work environment and provide personal growth opportunities to the
staff;
 Develop training and capacity building plans for the staff of PPP Cell and PPP Nodes;
 Supervise budgets, accounts and financial matters;
 Prepare, coordinate and enforce systems, policies and procedures relating to HR,
Finance and IT;
 Assist in procuring work, services, equipment etc. in line with PPRA Rules and other
applicable laws;
 Coordination, collaboration and liaison with concerned departments on PPP Cell
operational issues;
 Ensure financial and other statutory reporting on timely basis.
 Any other task assigned by Member PPP.
Eligibility Criteria
 Master’s degree preferably in Public Administration, Business Administration, Social
Sciences from a reputed, HEC recognized national or international university.
 At least 08 years of successful and verifiable experience in administration, project
management or operational management preferably in public sector.
 Familiarity with concepts of Public Private Partnerships.
 Should be a good manager who is self-driven and proactive.
 Should be able to work independently as well as part of a team.
 Excellent IT and communication skills.
 Max Age : 45 Years.

Assistant Chief (Project)


Position

Job Description
 Review and evaluate PPP project proposals;
 Evaluate project proposals and PPP Node requests for financial assistance for project
structuring;
 Recommend prioritization of PPP proposals aligned with PPP policy, their
development impact, financial attractiveness and readiness for implementation;
 Manage transaction execution in all respects;
 Review bid evaluation reports based on recommendations by line departments and local
governments;
 Maintain close liaison with Risk Management Unit and facilitate risk assessment for
PPP project proposals;
 Prepare Working Papers and minutes of meeting for PPP Project proposals;
 Analyze problems facing implementation of PPP projects and propose solutions to
Chief on how to resolve these problems;
 Provide guidance and technical assistance to PPP Nodes in conducting PPP projects
preparation and transaction execution;
 Provide information regarding PPP projects on a continuous basis for the PPP website;
 Any other task assigned by the competent authority.
Eligibility Criteria
 Master’s degree in Public Administration, Social Sciences, Business Administration from a
reputed, HEC recognized national or international university.
 At least 05 years of successful and verifiable experience in development /evaluation of
projects.
 Familiarity with concepts of Public Private Partnerships.
 Should be able to work independently as well as part of a team.
 Excellent IT and communication skills.
 Max Age: 40 Years.
