THE PROBLEM AND ITS BACKGROUND
Introduction

In 1521, Spaniards arrived and introduced Catholicism in the Philippines. In the 2015

Census of Population, records have shown that about eight (8) in ten (10) Filipinos or 79.5% of

the total population of the country has Roman Catholic as religious affiliation. As of today,

Philippines is the largest Catholic country in Asia and third (3rd) in the world. Since then, it plays

a significant role in the Philippine politics.

For the past decades, the Catholic Church has been an active institution for change. It is

evident when Manila Archbishop Jaime Cardinal Sin appealed to the public over the Catholic

Church - run Radio Veritas to oppose the Marcos regime through a bloodless revolution which

has been known as the 1986 EDSA Revolution (Esmaquel, 2016). It has been followed in 2001

by the EDSA People Power Revolution II which ousted President Joseph Estrada in his position

for graft and corruption charges. Due to its influence and power in Philippine politics the

Catholic Church gathered respect from various political organizations and parties.

Archdiocese of Manila is one of the biggest and powerful archdioceses in the Philippines.

It is made up of the cities of Manila, Caloocan, Pasay, Quezon, Mandaluyong, Makati,

Muntinlupa, Pasig, Paranaque, Malabon, San Juan, Navotas, Las Pinas, Taguig and the

Municipality of Pateros. Recently, the Archdiocese of Manila signed a partnership with a Drug

and Rehabilitation Center from Brazil to strengthen its drug rehabilitation program named

Sanlakbay. Sanlakbay is a program of Archdiocese of Manila started last 2016. The said program

intends to help drug surrenderees by providing counseling, livelihood programs and medical

assistance.

Furthermore, in the extent of corruption and government anomalies during President

Benigno Aquino III administration, the Archdiocese of Manila launched Huwag Kang

Magnakaw campaign in 2014 with the hope to encourage Filipinos to stop the culture of greed

and all forms of corruption. To spread the campaign, Father Atilano Fajardo CM, Head of Public

Affairs of the Archdiocese of Manila, is assigned by Manila Archbishop Luis Antonio Cardinal

Tagle to promote the campaign in different parishes and catholic educational institutions which

include Adamson University. Furthermore, Archdiocese of Manila also launched Huwag Kang

Papatay campaign under the administration of President Duterte which criticized the campaign

against illegal drugs for allegedly violating the rule of law and the human rights of suspected

individuals related to drug crimes.

Archdiocese of Manila launched Huwag Kang Magnakaw in 2014 as a protest to

corruption issues particularly the Pork Barrel Scam. Similarly, in 2016 the same Archdiocese

introduced Huwag Kang Papatay campaign which condemns the lack of due process and

violation of human rights in drug-related cases.

The researchers will focus on conducting the study in registered Catholic voters under

District VI of the City of Manila on how they are being influenced by the said campaign. District

VI of the City of Manila covers Pandacan, Santa Ana, Santa Mesa and San Miguel. The

researchers select District VI because it is under the Archdiocese of Manila, exposed with these

advocacies and also for its accessibility.

The researchers want to focus on how Huwag Kang Magnakaw and Huwag Kang

Papatay campaign take a role in shaping the political perspective and participation of the

Catholic registered voters under District VI of the City of Manila. Political perspective covers on

how voting preference and view about politics are being shaped and affected by the Huwag Kang

Magnakaw and Huwag Kang Papatay campaign. While political participation in this study

covers how the support and contributions of Catholic registered voters in government activities

are being influenced by the two campaigns. However, in the lowermost part of the framework

are the problems encountered and recommended solutions. These are the problems encountered

by the respondents in relation to these campaigns and also by the implementors in executing the

said campaign. Furthermore, recommended solutions pertains to suggestions given by the

respondents and implementors to improve the implementation of Huwag Kang Magnakaw and

Huwag Kang Papatay campaign.

Statement of the Problem

The main objective of the study is to assess the role of Archdiocese of Manila’s

advocacies in shaping the political perspective and political participation of Catholic registered

voters under District VI of the City of Manila.

1. What is the role of Archdiocese of Manila’s advocacies in shaping the political

perspective and participation of Catholic registered voters of District VI of the City of

Manila?

2. How do these advocacies affect the political perspective and participation of Catholic

registered voters of District VI of the City of Manila?

3. What are the responses of the people regarding Huwag Kang Magnakaw and Huwag

Kang Papatay campaign?

4. What are the problems encountered by Catholic registered voters in relation to

Archdiocese of Manila’s campaign and by Archdiocese of Manila in executing the said

campaigns?

5. What are the suggestions given by the respondents and implementors to improve the

implementation of the said campaigns?

Scope and Delimitations of the Study

The study focuses with the campaign Huwag Kang Magnakaw and Huwag Kang Papatay

and how does it affect the political perspective and political participation of the Catholic

registered voters under District VI of the City of Manila. District VI of the City of Manila only

includes Pandacan, San Miguel, Santa Ana and Santa Mesa.

The study do not cover and not intend to include other advocacies or campaign of the

Archdiocese of Manila. The study also exclude registered voters of District VI of the City of

Manila but are not Catholic and Catholic unregistered voters of the said district.

When it comes to the age of the respondents, the researchers decided to include registered

voters from 18 years old and above to avoid age discrimination.

Significance of the Study

This study will help the academe in understanding the basic knowledge about how the

campaign of the Catholic Church influence the political participation and perspective of voters,

for this will assess how political participation and perspective of registered voters of District VI

of the City of Manila being shaped or not by Huwag Kang Magnakaw and Huwag Kang Papatay.

For parishioners of Archdiocese of Manila, this study will explain the motives that give

inspiration for Archdiocese of Manila to launch these campaigns. This may give way to open

their minds regarding social issues like graft and corruption and extra-judicial killings and

eventually promote political awareness.

This study will also help the Archdiocese of Manila and other religious organizations and

institutions in formulating new set of ideas and policies that may convince the society for

change. This study will give recommendations on how people can be convinced to support

Church advocacies and campaigns.

For aspiring electoral candidates, this study may give them an idea on how the

advocacies of Archdiocese of Manila can shape the political participation and perspective of

voters especially during electoral campaign and the election itself. As a result, this may improve

and enhance their campaign strategy to get the support and votes from the voters.

Lastly, this will also help future researchers in expanding their information and may also

serve as reference for their respective studies. This may broaden knowledge of future

researchers’ regarding voters participation and perspective, campaigns of Archdiocese of Manila

and most importantly its connection with each other.

Expected Output

To encourage institutions like schools and other religion to start an action against

corruption and violation of human rights. The researchers are planning to conduct a

seminar about the said issues. With this, it may lend support from the faculties and

students.

Definition of Terms

For the purpose of clarity and better understanding of terminologies that will be using in

this study, the following terms are defined hereunder.

Advocacy – also used as “campaign” in this research

- pertains to programs aiming for something particularly to have change in the status quo

Archdiocese of Manila – seat of the Archbishop of Manila, launched Huwag Kang Magnakaw

and Huwag Kang Papatay campaign

Corruption – form of dishonesty or unethical conduct performed by government officials

District VI of the City of Manila – composed of Pandacan, San Miguel, Santa Ana and Santa

Mesa

Extrajudicial killing – executing of a suspected person without undergoing due process or any

legal procedures

Huwag Kang Magnakaw – campaign launched by Archdiocese of Manila in 2014, it condemns

any form of corruption and aiming to stop the culture of greed of Filipinos

Huwag Kang Papatay – also known as “Huwag Kang Magnanakaw ng Buhay”

- started by Archdiocese of Manila, criticized killings of suspected individuals related to

drug crimes or any other crimes

Parishioners of Archdiocese of Manila – those people who always go to church and attend the

mass, specifically every Sunday in the parishes under District VI of the City of Manila

Political participation – support and contributions given by the voter in government activities

Political perspective – includes voters preference and the way how voters will react in social

issues specifically graft and corruption and extrajudicial killings
