Dear Sirs,

We understand that you have entered to a contract No….. dated _______________ (“the
contract”) with RUNH Power Corp. Ltd, a company incorporated in China and having its office in
Jinan, West Long Ao Road, Yinfeng Fortune Plaza, Block C-7 (hereinafter called “the
CONTRACTOR”) for the Supply and Joint Manufacture of equipment, erection, installation,
testing and commissioning of 137.5MW biomass power plant.

And the guarantee issue is solved by the Usance L/C by acceptance at 730 days. Any further
modification can be amended thereafter by the CONTRACTOR and EMPLOYER.
