You have not acknowledged my previous email and letters, which leads me to believe you and your Chiefs of Staff are
willfully turning a blind eye to the increasingly serious issues I have been warning you about.

Soon, you will have to answer for your negligence and dereliction of duty.

For your sake—and for the sake of all Americans and all of humanity—I hope you have at least a few of your dozens of
combined ENR staff working on the issues I’ve raised.

The article “IEA Predicts Nightmare Scenario For OPEC” is a warning siren you can no longer ignore.

Procrastination is no longer an option.

You must call CEOs and Board Members to testify before the Senate Energy and Natural Resources Committee how they
will act in the National and Public Interest as they exercise Fiduciary Duty in the face of debt default, insolvency and
bankruptcy.

It is clear that the petroleum industry will not behave responsibly without your intervention. Their collapse is looming near.

If Oil&Gas had an AK47 or AR15, it would shoot itself in the feet over and over and over again and again and again—in
fact, they’re doing just that without weapons. Give Oil&Gas all the weapons and let them shoot it out!

IEA Predicts Nightmare Scenario For OPEC

“Moreover, natural depletion from existing fields essentially wipes out 3 mb/d of supply every year. That, combined with
demand growth, means that the oil industry needs to replace "one North Sea each year," the IEA says. But the industry
is no longer spending enough to cover that gap. In 2017, new oil discoveries fell to another record low, with less than 4
billion barrels of oil equivalent found. The lack of new oil in the works is sowing the seeds of supply problems in the
2020s.

"The United States is set to put its stamp on global oil markets for the next five years," Fatih Birol, the IEA's Executive
Director, said in a statement. "But as we've highlighted repeatedly, the weak global investment picture remains a source
of concern. More investments will be needed to make up for declining oil fields - the world needs to replace 3 mb/d of
declines each year, the equivalent of the North Sea - while also meeting robust demand growth."
