1 ard Identification and Risk Assessments, includ-
2 ing—
3 (A) the degree to which such reports and
4 assessments are data-driven and empirically
5 supported;
6 (B) the degree to which such reports and
7 assessments have informed grant award deci-
8 sions by the Federal Emergency Management
9 Agency;
10 (C) the degree to which grant award deci-
11 sions by the Federal Emergency Management
12 Agency have demonstrably reduced the risks
13 identified in such reports and assessments;
14 (D) the degree to which such reports and
15 assessments align with Federal risk assess-
16 ments, including counterterrorism risk assess-
17 ments, and the degree to which grant award de-
18 cisions by the Federal Emergency Management
19 Agency have reduced those Federally-identified
20 risks;
21 (E) the degree to which capability gaps
22 identified in such reports and assessments have
23 been mitigated; and
24 (F) options for improving State Prepared-
25 ness Reports and Threat and Hazard Identi-

1 fication and Risk Assessments so that they bet-
2 ter inform and align with grant award decisions
3 by the Federal Emergency Management Agen-
4 cy.
