Chapter 1

INTRODUCTION

Company Profile

BALAOAN, widely known as The Sea Urchin Capital of The North, is one

of the oldest municipalities in La Union having been founded 1704. It is a first

class municipality of the province of La Union, Philippines. According to the

2010 census, it has a population of 37,920 people. The dominant language

spoken is Ilocano. Ignacio Duldualo was its first Captain. Balaoan is politically

subdivided into 36 barangays. Balaoan is situated North of Bacnotan, south of

Bangar, west of Luna and Santol on the east. Its land area of 6870 hectares

consists mainly of agricultural lands. It occupies 4.3% of the total area of the

province. Barangay Paraoir is Balaoan’s pristine coastal community on the

West Philippine Sea. The present name of this municipality, which was

originally a part of the province of Ilocos Sur, originated from a very interesting

circumstance. It was during the Spanish regime that this municipality was

named BALAOAN from its former name “PURAW”. Curious about these fair-

skinned soldiers, the people in that sitio flocked around them touching the

guns they carried. For fear that the guns might explode, one of the on-lookers

asked the soldiers in the vernacular, “Aoanbala?”. One soldier, in hi attempt to

catch the words uttered, “Bala-aoan!”. From that day on, the town was named

BALAOAN, a syncopation of “Bala-aoan”.

steered by strong, dynamic, and dedicated leaders with supportive, disciplined

and healthy community.

Mission

We will pursue economic prosperity by formulating policies and

legislations and ably implemented by dedicated and strong-willed leaders and

supported by stakeholders.

Situational Analysis

One of the most important requirements for all is INFORMATION. This

allows people to act and make decision on an informed basis. Computer-based

information retrieval operates through the use of software information services

for an institution. An information services or management services provides a

way to electronically access, retrieve and transmit the information.

Automation which means a control system that manages the process in

industrial workplace. It reduces human errors and processing time, thus it can

boost productivity and results into high quality of product produce. In an

information system, computerization is concerned about interrelating different

but interdependent transactions. This can result in a system with well-

integrated processes that can perform much faster and more accurate than a

manual system.(David M. & Lesley B.,2013)

“The great thing about a computer is that no matter how much you stuff

into it, it doesn’t get bigger or heavier” said Bill Gates, and it’s a big help to

every business and departments that handles massive amount of files.

The National Archives of Australia (NAA) has developed Australian

Records Management System, an extensive range of detailed and practical

standards, guidelines and policies to assist Australian public sector

organizations to implement strategies to make and keep full and

accurate record. The NAA committed to this course of action in response to

evidence of widespread poor record keeping in the Australian Government, the

result of changes to work practices in the public sector including the spread of

electronic business systems and the devolution of managerial responsibility.

The UK Debt Management Office implemented a record management

program that would help their organization bring records under greater control.

Record management within the organization has increased in importance in

line with growth in numbers of staff and expansion of functions carried out.

The Web-based Integrated Stall Rental Management System of Dan Mark

Bagsican (2013), which he defines as an online management system, provides a

fast, reliable and easy way of handling market stall rental transactions such as

automated billing, reliable recording of stall lease holders, stalls, sections,

payment and fast retrieval of records. This system is used by Economic

enterprise and Development Management Office of the City as a pilot

organization.

The problem in manual market stall system of Balaoan, La Union is that

it is difficult in transacting records and records are mismanaged in the storage.

With that scenario, the researchers constructed a system entitled Web-Based

Management System for The Market Stall of Balaoan, La Union. This system

will benefit the Managers, renting owners and the collectors.

Conceptual Framework

In Republic Act No.8792 June 14, 2000 (An act providing for the

recognition and use of electronic commercial and non-commercial transactions

and documents, penalties for unlawful use thereof, and for other

purposes)Section 2. Declaration of Policy, this state that the state recognizes the

vital role of information and communications technology (ICT) in nation-

building; the need to create an information-friendly environment which

supports and ensures the availability, diversity and affordability of ICT

products and services, the primary responsibility of the private sector in

contributing investment and services in telecommunication and information

technology; the need to develop, with appropriate training programs and

institutional age, a labor force skilled in the use of ICT and a population

capable of operating and utilizing electronic appliances and computers; its

obligation to facilitate the transfer and promotion of technology; to ensure

network security, connectivity and neutrality of technology for the national

benefit; and the need to marshal, organize and deploy national information

infrastructures, comprising in both telecommunication network and strategic

information services, including their interconnection to the global information

networks, with the necessary and appropriate legal, financial, diplomatic and

technical framework, systems and facilities.

In Republic Act No. 9470 May 21, 2007 (An act to strengthen the system

of management and administration of archival records, establishing for the

purpose the national archives of the Philippines, and for other purposes) also

called National Archives of the Philippines Act of 2007". This states that the

state shall give utmost priority for the safeguard, protection and preservation of

its public documents and records, not only as fundamental instruments for

efficient and effective governance but also as essential tools for the preservation

of the country's history and cultural memory. Towards this end, all public

records with enduring value, held by government offices, including, but not

limited to, all branches of government, constitutional offices, local government

units, state universities and colleges, Philippine embassies, consulates and

other Philippine offices abroad shall be transferred to a permanent government

repository for proper management, control and regulation of record disposition.

This Act shall cover archival and records management programs and activities

in all branches of government, whether national or local.

In National Archives and Record Service (NARS) of the Philippines is also

a great tool in the study where in it strengthen the system of management and

administration of records establishing for the purpose the documents

recording. In obedience with this law, the study gives utmost priority for the

safeguard, protection and preservation of its public documents and record

management of the Market Stall as an essential tool for efficient and effective

authority. Towards this, all Market Stall records with enduring value, held by

Municipal administrators and the treasurer transfers to a permanent

government repository for proper management, control and regulation of record

disposition. Hence, it will be easy to implement the study if records were

effectively managed. This can eventually solve the digital division between a

client and administrators. Furthermore, records management may play an

important role in supporting Market Stall Management. This is because it

needs to be accounted for and it should also be rendered in compliance with

policies and procedures.

Andrew Kramer (2013) said that The Securities and Exchange

Commission and the Government Accountability Office published extensive

reports on the municipal securities market. Both provided recommendations

aimed at increasing the frequency, granularity and consistency of issuer

disclosures. The SEC’s report also focused on market structure and industry

options for enhancing pre-and post-trade transparency and promoting fair

access to price information for municipal securities, as the SEC, FINRA and

other regulators continue to advance mandates for fair pricing and “best

execution.” While these reports offered ways to improve the timeliness,

consistency and comparability of municipal disclosures, those potential

benefits will need to be balanced against higher costs that municipal issuers

may incur in complying with more frequent and granular disclosures as well as

the strain on already limited resources that such changes could pose for both

regulators and municipal issuers.

Moreover, records management is the heart of good public management

since government services are dependent on access to information. This is

because every single activity in government service requires accountability and

transparency for proper governance. The State Records New South Wales

(2014) emphasizes that records are used to prove “what happened, why and by

whom”. Records serve as a tool for easy accountability and are necessary to

meet legal, financial and accountability requirements. In Market Stall

Management System all the transactions performed during interaction between

clients and the Admin need proper management for proper future

accountability and also to meet legal, financial and administrative

requirements. This implies that a successful management system needs

maximum support from proper record keeping.

Problem Definition

The researcher proposed Web-Based Management System for The Market

Stall of Municipality of Balaoan, La Union to solve the existing problems

concerning the manual procedures about renting market stalls. These

problems are as follows:

1. Slow transaction process in filing information.

Paying bills on market stalls of owners are hassle and waste of time.

The papers are written manually and it is not accurate and clear.

2. Mismanage storage of records.

Records sometimes are mismanaged. It is not safe and secured. It can

be trash, crumpled and lost.

3. Difficulty in finding documents from file storage.

If the owner wants to see, review, clarify or complain about his

records on the stall he is renting, the manager find this record

manually.

4. Complaints are often.

Owners often quarrel and complain on their collector because of high

taxes they need to pay in managing the stalls. They need information

and clarification of data to justify these payments.

Objectives of the Study

The main goal of the study is to develop a Web-Based Management

System for The Market Stall of the Municipality of Balaoan, La Union and also

to automate records in order to produce efficient and accurate reports and

proper programmed file management about market stalls. The specific goals

that will help realize the proposed study:

1. To make an automated system to easily find the records so that it is

accurate, complete, accessible and usable.

2. To secure and safe renting owners market stall record and to easily

updates their records.

3. To lessen the burden of time in accessing documents and save time in

just few minutes of searching.

4. Provides backup database of all record which will then give appropriate

and clear description of stall payments.

Project Description

The proposed Web-Based Management System for The Market Stall of

the Municipality of Balaoan, La Union can be used to store records of market

stalls, specifically rented or available stalls with its renting fees, description,

location and other basic information about the stall; personal records owners

with the stall they owned; and the record on the user who are accessing the

system. The proposed system can generate records as the market usually done.

The information stored can be edited if there are changes to be done and saves

the changes being done. It can also delete information that is no longer needed

to keep. The system can access by the administrators who can edit, view, delete

and update records and the client who can register, rent a stall and view his

stall details and profile records.

Limitation of the Study

The study only deals with the information the treasurer keeps about the

market stall. This includes all the essential information of all the market such

as market information, stall owner’s information, the size of the stalls, the type

product being sold. The system will not include family background of the stall

owners, their customers and supplier, stall rent collector, and employees.

Every product that the owner is selling is also not included. For the stall

details, the only basic information are managed, it will not include the

materials used in building the stall, and the architect.

DATA GATHERING METHOD

Research Design

Descriptive type of research is used by the proponent in their study to

attain data, to observe, describe and document aspects of a situation as it

naturally occurs. This involves the collection of data that provides an account

of individuals, groups or situations. The instruments they used to obtain data

include questionnaires, interviews document analysis and observation. The

researchers aimed at casting light on current issues or through a process

of data collection that enables them to describe the situation more completely.

Description develops creative exploration, and serves to an organization of the

findings in order to fit them with explanations, and then validate those

explanations.

The proponents also used developmental research in designing,

developing, and evaluating the processes and program of the study which will

then meets standards of effectiveness and consistency. Developmental research

is used because it involves situations in which the product-development

process is analyzed and described, and the final product is evaluated.

Data Gathering Method

Primary Source of Data

Interview

Interviewing is always considered in building every study a worth one

and the valuable method to collect data. The researchers use this method to be

sure on the information they gather. Last July 27, 2016, the researchers

interviewed the respondent of Municipality of Balaoan who handles the

Balaoan market to gather relevant information about the market, its

transaction, processes or procedures, recording, and problems encountered in

managing the Market. Interviewing is a very good guide to come up with a true

and complete documentation of the study.

Documentary Analysis

Another method that the proponents used is the Documentary Analysis

wherein they get some sample files from the respondent, The document like the

Sample Contract and Stall Owner’s Ledger and use it in developing the system.

Survey Checklist

The researchers made a checklist for them to know the basic information

using technologies by the company. Survey checklist was used as a guide to

formulate the system.

Secondary Source of Data

Internet

The proponents used the easiest way in finding sources, the internet to

develop the study and to help them to have more useful ideas about the study.

Unpublished Materials

The researchers used some thesis sample from graduated student of the

school to give them guide in making a good system projects.

Reference books

References books are books from the libraries which helped the

researchers to formulate their study. It was used to helps the researchers

conserve resources.

Software Development Model Using Agile Model

The proponents used agile software development (ASD) in their software

application development for the creation process which anticipates the need for

elasticity and realism into the delivery of the complete project. They used this

model because it focuses on keeping the code simple, testing often, and

delivering function. The phases of this model are Concept, Project Initiation,

Construction Iterations, Transition, Production and Project initiation.

Concept

The researcher used the Concept phase for pre-project aspects of

portfolio management. This process defines the business opportunity,

identifying a viable for the project, and assesses feasibility.

Project initiation

Project initiation was used in the study because project initiation

happened on the first week of the agile project by having initial support and

funding for the project; the team actively work with the project, modeling a

preliminary building for the system, setting up the environment for the project

and estimating the project.

Construction Iteration

During construction iterations the researchers incrementally deliver

high-quality working system which meets the changing needs of the

respondents.

Transition

Transition also known as the “end game”, the researchers used the

transition to release the solution into production. Not that for complex systems,

the end game may prove to have several iterations.

Production

The goal of this phase is to keep system useful and production after they

have been deployed to the user community. This process will differ from

organization and possibly even from system to system. The researcher’s goal is

to keep the system running and help users to use it.

Project initiation

Project initiation having the goal to remove the system release from

production, and occasionally even the complete system itself, the researcher

strives to complete this effort with minimal impact to business operations.

Level of Usability

The researchers used WAMMI (Web Analytics and Measurement

Inventory) in their system to measure and evaluate website user involvement to

help accomplish task based on visitor’s response using the twenty item-

questionnaires. WAMMI was used to benchmark website relativity to other

websites in an international standardized database. It also generates objective

data for management in an easy-to-read hypertext report, and interprets

quantitative and qualitative data to determine what to improve and how much

to invest; to improve their work; and to have a better output. WAMMI contains

five sub-scales, namely: Attractiveness, Controllability, Efficiency, Helpfulness

and Learnability. Attractiveness is the level that attracts users and finds the

site pleasant to use. Control is the level to which users feel ‘in-charge’, whether

the site links with them about what it is doing. The proponents control the

system to have clear and accurate output. Efficiency is the level of having

sufficient information, works at a reasonable speed and adaptable. The website

will have efficient information for user’s convenience; Helpfulness is the level to

which users feel that the site enables them to solve their problems with finding

information and navigating. The project was built to help the user ease work

and automate process in order for them to save time and effort; and lastly

Learnability, the level to which users feel they can get to use the site if they

come into it for the first time, and to help them feel they can learn to use other

facilities or access other information once they have started using it.
