awarded to students for mobility tracks. The mobility conditions comprise among others:

(2) Students who have already obtained an Erasmus Mundus Joint Master Degrees (EMJMD)
scholarship or are former Erasmus Mundus Master/Doctoral Course scholarship holders are not
eligible for an additional scholarship under the EMMC. Students benefiting from an EMMC
scholarship cannot benefit from another EU grant while pursuing their EMMC studies

3.2 STUDENT SCHOLARSHIPS

The maximum number of students proposed for a scholarship under the main list corresponds to:
­ Partner Country students: 8
­ Programme Country students: 2
The students in the main list will be ranked in order of merit and have to respect the geographical
balance criterion of no more than three students of the same nationality.

Additional scholarships for Partner Country students may be awarded to nationals from specific
geographical regions who fulfil the Partner Country criteria defined below (residency & 12­month
rule). As an applicant you do NOT have to specify which additional Window you are applying for (if
you are a resident from the below mentioned countries). The allocation is done by EACEA based
on the ranking of all students from all EMMC programmes and on the availability of additional
sholarships.

For the 2017 intake, fourteen geographical windows are open to on­going EMMCs. 4CITIES can
apply for a maximum of one scholarship in each of the fourteen geographical windows. The
budget foreseen by EACEA for the geographical windows will result in the award of five additional
geographical window scholarships on average per course in 2017. Provided this is an average,
courses may receive more or less scholarships. Priority will be given to the following countries:

ENI East (Region 2): Armenia, Azerbaijan, Belarus, Georgia, Moldova, Territory of Ukraine as
recognised by international law (ENI =European Neighbourhood Instrument)
ENI South (Region 3): Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria,
Tunisia 
Asia (Region 6)*: Afghanistan, Bangladesh, Bhutan, Cambodia, DPR Korea, Indonesia, Laos,
Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand,
Vietnam 
*For Asia at least 65% of the students must come from Least Developed Countries (Afghanistan,
Bangladesh, Bhutan, Cambodia, Laos, Myanmar, Nepal), and the remaining students should
come from the rest of the region, with the exception of China and India. 
Central Asia (Region 7)**: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan 
**For Central Asia if there are sufficient eligible candidates, at least 65% of the students must
come from Low or Lower Middle Income Countries (Kyrgyzstan, Tajikistan, Uzbekistan) and the
remaining students should come from the rest of the region. 
Latin America (Region 8)***: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba,

***For Latin America at least 25% of the students must come from Lower Middle Income Countries
(Bolivia, El Salvador, Guatemala, Honduras, Nicaragua and Paraguay), a maximum of 35 % of
students from Brazil and Mexico together, and 40% should come from the remaining countries
(Argentina, Chile, Colombia, Costa Rica, Cuba, Ecuador, Panama, Peru, Uruguay, Venezuela).

The distribution of these additional scholarships among the EMMC consortia in 2017 will be done
comparing the ranking position of the eligible students put in the Partner country reserve lists of all
the participating EMMCs. Should the ranking be the same and a cut be necessary, the following
criteria will be applied:

1. Priority will be given to less­represented nationalities;
2. If also the above criterion will not be enough, priority will be given to consortia with less
number of scholarships.

3.3 DEFINITION OF PARTNER AND PROGRAMME COUNTRY STUDENTS

PARTNER COUNTRY STUDENTS: students whose nationality is one of the Erasmus+ Partner
Countries, i.e. non­EU countries with exception of Turkey, FYROM, Norway, Lichtenstein and
Iceland AND who fullfil the residency & 12­month rule: who are not residents nor have carried
out their main activity (studies, training or work) for more than a total of 12 months over the last five
years in a Programme Country. The five­year reference period for this 12­month rule is calculated
backwards as from the submission deadline.

Students with a Partner Country nationality who do not fulfil the Partner Country criteria defined
above (residency + 12­month rule) count as Programme Country Students

The 12­month residency rule will not be applied to Partner country candidates who for various
reasons and under various circumstances have sought refuge and received a refugee status in a
Programme Country.

PROGRAMME COUNTRY STUDENTS: Students whose nationality is one of the Erasmus+
Programme Countries (EU 28) count as PROGRAMME COUNTRY STUDENTS

ATTENTION: Turkey, the former Yugoslav Republic of Macedonia (FYROM), Iceland,
Liechtenstein and Norway entered the Erasmus+ Programme as "Programme Countries".
Applicants who are nationals of these countries will be considered as Programme Country
Students. This means that applicants from these countries have to apply as Programme Country
Students (not as Partner Country Students) and will receive the corresponding scholarships.

Double Nationality: Students with a double nationality must specify the nationality under which
they submit their scholarship application. This means you can freely choose the nationality under
which you want to apply.

3.4 FINANCIAL AMOUNT OF THE EMMC SCHOLARSHIPS

The EMMC student scholarships contribute to:
(1) Participation Cost
(2) Subsistence Cost
(3) Travel and Installation Cost

(1) Contribution to participation costs
Participation costs must be understood as any compulsory administrative/operational cost related
to the participation of the student in the EMMC (e.g. library, laboratory, tuition, social security and
insurance costs, etc...). The contribution to the participation cost is:
­ 9000 Euro/year per Partner Country Scholarship holder
­ 4500 Euro/year per Programme Country Scholarship holder

The 4CITIES participation fee of 4.500 €/year for EU students and 9.000 €/year for non­EU
students are included in the Erasmus Mundus scholarships. This means that the contribution will
cover the full participation cost in 4CITIES.

Non­EU students who are considered Program Country Students (Turkey, FYROM, Lichtenstein,
Iceland and Norway) will receive a waiver to cover for the difference between their scholarship
(4.500 Euro/year contribution in participating cost) and the actual Participation Fee (9.000
Euro/year for non­EU students). 

(2) Contribution to subsistence costs
The contribution to subsistence costs will be 1000 Euro/month for the entire duration of the EMMC
study programme (24 months maximum), for both Programme and Partner Country scholarships
holders.

Contributions to subsistence costs will be interrupted for the periods (study /research /placement
/thesis preparation) spent in the country of residence of the EMMC Scholarship holder. In the case
of 4CITIES this means that residents from Belgium, Austria, Denmark and Spain will get no
contribution to their subsistence costs during the semester that they are spending in their
home country.

Attention: the 4CITIES course entails a compulsary public thesis defense in Brussels (Belgium) in
month 25 which is not covered by this scholarship.

(3) Contribution to the travel and installation costs
The contribution to the travel costs takes into account the residence (not the nationality!) of the
scholarship holder:
­ 1000 Euro/year per scholarship holder resident of a Programme Country for travel costs
­ 2000 Euro/year for travel costs + 1000 Euro for installation costs (only 1x) for scholarship
holder resident of a Partner country whose location is situated at less than 4000 km from the
EMMC coordinating HEI (Brussels)
­ 3000 Euro/year for travel costs + 1000 Euro for installation costs (only 1x) for scholarship
holder resident of a Partner country whose location is situated at 4000 km or more from the EMMC
coordinating HEI (Brussels)

A contribution toinstallation costs is offered only to students residents of a Partner Country. It is an
incentive to help covering the additional costs related to the issuing of visas, residence permits,
etc. as well as the temporary accommodation needs upon arrival in the first Programme Country
hosting HEI.

A unit cost per academic year applies to students resident of a Programme Country to calculate
the contribution in their travel cost. A unit cost per academic year + a distance band of 4.000 km
applies to any student resident of a Partner Country (including students with a Programme
Country nationality!) to calculate the contribution in travel cost.

travel distances from your city of residence to the city of the coordinating institution, and to decide
the distance band (unit cost) applicable to your scholarship.

Note that the place of residence should be proved on the basis of the provision of a residence
certificate issued within 12 months before the submission deadline. See section 4.Manual for
more information on the documents required. 

Applying for the scholarship is within this same application for this master programme and
does NOT require a seperate one. Within this online application module you can tick the box
of requesting a scholarship or not.

3.5 STUDENT CANDIDATES FOR AN EMMC SCHOLARSHIP

­ Only candidates who have applied to and have been accepted by an EMMC consortium in
accordance with its specific students' application and selection criteria, are eligible for a
scholarship.
­ Students can apply for an Erasmus Mundus scholarship to the Erasmus Mundus Action 1 joint
programme (EMMC) of their choice but the number of applications must be limited to maximum
three different joint programmes (EMMC and EMJD together)
­ Each project may give rise to the award of only one EU grant to any student for the same joint
course over the length of the course concerned.
­ In order to make the programme more attractive for third­country nationals, the amount of Partner
Country Scholarships will be higher than the Programme Country Scholarships
­ Students fulfilling the eligibility criteria for both Partner and Programme Country ­ e.g. students
with a double nationality ­ must select the Category of their choice. As a result, they are entitled to
apply only to one of the two categories of scholarship at a time.
­ Scholarship candidates must have already obtained a first higher education degree or

demonstrate a recognised equivalent level of learning according to national legislation and
practices.
­ Individuals who have already benefited from an EMMC scholarship are not eligible for a second
scholarship in order to follow the same or another EMMC.
­ Students benefiting from an EMMC scholarship cannot benefit from another EU grant while
pursuing their Erasmus Mundus masters studies.
­ EMMC students scholarships are awarded exclusively for a full­time enrolment in one of the
course editions.

EMMC students holding an Erasmus Mundus scholarship must:
­ Commit themselves to participate in the masters programme in accordance with the terms
defined by the consortium in the Student Agreement. Failure to do so could lead to the
cancellation of the scholarship Selection: Without prejudice to high academic standards, in order
to ensure geographical diversity among students/scholars, EMMC consortia shall respect the
following basic criteria when selecting students/scholars for an Erasmus Mundus scholarship:
­ No more than three of the students selected for an EMMC scholarship should have the same
nationality (EACEA EMMC regulation)
