I. Introduction

1.1 Background of the Study

President Rodrigo Duterte is one of the most vocal proponents for federalism in the

country, going around provinces and towns to listen to people's thoughts about a possible shift in

the Philippines' form of government. The reason why he is very determined about establishing a

federal government is because if the proposed Bangsamoro Basic Law isn't passed by congress,

the Moro Islamic Liberation Front (MILF) will decide to take up arms to express their

disappointment, and if war breaks out the battleground will be in Mindanao and Davao City in

particular (Politics.com.ph, 2015)

This made the researchers conduct a study about the advantage and disadvantage of

having a federalized government in the Philippines.

1.2 Statement of the Problem

After winning the 2016 Presidential election the Duterte’s administration campaign for

Federalism is still alive. Switching from unitary form of Governmet to a federalized government

is said to have a lot of advantage and is suited for the Philippines but until now it is contradicted

by many politicians, groups and parties. The general problem of this study is to answer what are

the advantages and disadvantages of having a federalized government in our country.

Specific problems of the study:

1. What are the advantages of having a federalized government?

2. What are the disadvantages of having a federalized government?

3. Are Filipinos in favor of having a federalized government?

III. Methodology

3.1 Subjects of the Study

The target population of this research defined to include a total number of 50

respondents. This includes the 10 faculty members of STI College Baliuag, 10 selected

government officials, 10 government employees, 10 senior high school students and 10

respondents from ages 18 to 35 years old because of their wide understanding about the research

problem being stated.

3.2 Description for Research Instrument / Instrument for Data Collection

The researchers created a questionnaire as one of the data collection instrument for this

study. The content of the instrument is ten (10) questions that states the possible effects of

having a federalized government.

The questionnaire has four (4) sections (A, B, C & D):

Section A: Informed consent, states that the answer will remain confidential and there are no

foreseeable threats in the future.

Section B: Personal data of the respondents

Section C: Ten (10) item questions

Section D: Signature of the respondent and the date it was answered.

This instrument is structured to be answered if it will be an advantage or disadvantage, why and

how, based on the respondent's idea and perspective.


3.3 Data Gathering Procedure

The researchers first asked for permission through the informed consent written on the

top of the questionnaire. The respondents can refuse to answer the personal data below the

informed consent section of the questionnaire. After gathering all the questionnaires, the

researchers will analyze the number of answers that answers each questions either its an

advantage or disadvantage. After analyzing the answers, the researchers will come up with the

conclusion of the advantage and disadvantage of having a federalized government in the

Philippines.
