1. INTRODUCTION

1.1 Purpose and Scope of the FASTI Executive Programme Management Plan
The purpose of this document is to provide stakeholders with a high level description of the
programme strategy, work programme and deliverables needed to implement FASTI. The
document is targeted at decision makers of Air Navigation Service Providers, Airspace
Users, Industry and ATC Regulators and other FASTI stakeholders. A full programme
management plan will de produced for internal Agency use based on this initial document
and the expected feedback from stakeholders.

1.2 FASTI Objective, Purpose and Scope

1.2.1 Objective
The objective of the programme is to co-ordinate the implementation
and deployment of controller tools and system support, as required,
across ECAC by 2012 in a harmonised way

The programme also derives from the following ECIP Objectives:

• ATC03 - Implement automated ground to ground co-ordination

• ATC12 - Provide automated support for conflict detection

1.2.2 Purpose
The programme aims to:
• Increase sector capacity, improve flight efficiency and maintain safety to meet forecast
airspace user demand.

• Provide implementation support to ANSP’s, ATC Regulators and Industry in order to


harmonise and expedite the deployment of controller automated system support.

• Establish appropriate controller system support capabilities, common performance levels


across the European ATM Network and ATC procedures

• Act as an enabler for future implementation of automated support to ATC currently under
development

1.2.3 Scope
The Programme will include the following controller tools and system support within its
scope:
o Medium Term Conflict Detection (MTCD)

o Monitoring Aids (MONA)

o System Supported Co-ordination (SYSCO)

The application of the FASTI scope will be in en-route and extended TMA airspace.

1.2.4 Key Enablers


Trajectory Prediction (TP) is outside the scope of the programme but identified as a key
enabler being a core function of the Flight Data Processing System (FDPS). The programme
will however specify TP performance requirements e.g. availability, integrity and continuity
and the relationship between functioning of a tool and the various concepts of use will be
described as part of the programme guidance material. Human Machine Interface (HMI) that
enables easy access to flight data and the input of ATC clearances by controllers, thus
permitting trajectory update, is also a key enabler for the functioning of future tools. HMI
requirements and implementation guidance, associated with the programme scope, will also
feature as part of the programme deliverables.

1.3 Benefits
The programme will provide the following benefits:

• Capacity
Seen as the principle benefit where increased sector capacity and overall ATM
network capacity will be achieved through a reduction of controller workload per
aircraft. Sector capacity gains of up to 15% are expected.

• Safety
Seen as an additional safety barrier where early conflict detection, more decision
support and less tactical interventions will add to safety

• Cost Efficiency
Quality of service to airspace users will be improved. ANSP cost avoidance will be
facilitated through limiting the need to increase the number of extra sectors,
controllers and associated infrastructure

1.4 Strategic Context


The FASTI Programme satisfies the requirements given in the ATC Domain Strategy
document for the appropriate Operational Improvements (OI).1
EUROCONTROL’s Directorate of ATM Programmes (DAP) Sector Productivity (SPR)
programmes are aimed at improving sector productivity to ensure available capacity meets
forecast airspace user demand. The Mode S, LINK2000+ and CASCADE programmes
address communication and surveillance. FASTI will complement these programmes by
addressing other operational improvements related to controller tasks and sector operations
notably conflict detection, planning, co-ordination and monitoring through automated support.
The scope of the programme will enable deployment of future control concepts and tools
currently under development e.g. Multi-sector Planning (MSP).

1.4.1 FASTI Relationship with the ATM Master Plan and SESAME
The programme is consistent with the objectives of the SES initiative and will address the
need for operational improvements and interoperability in the short term. It will contribute to
the first phase of the SESAME Implementation Phase enabling changes expected from
2010 by progressing the validation and specification work, and facilitating early
deployments. It will take into account the findings of the SESAME Definition phase and
progressively be aligned to the European ATM Master Plan. Within its own scope the
programme will determine the need for defining Single Sky Implementing Rules and
Community Specifications relating to capacity enhancing tools. The programme will also

consider the need for future stakeholder incentives where the availability of additional funding
may speed up the deployment of FASTI capability.

1.5 Overview of the Document


The document contains the following chapters:

Chapter 2: Implementation Strategy


Explains how the programme intends to achieve its objectives. This includes the
implementation strategy, stakeholder roles, relationships and criteria for success.

Chapter 3: ANSP’s and the Programme


Describes the segmentation of ANSP’s into three groups and proposes appropriate
working relationships to achieve FASTI aims and objective.

Chapter 4: Programme Lifecycle and Timescale


Describes programme phases and timescales

Chapter 5: Programme Structure and Workpackages


Provides an overview of the overall structure and the workpackages in the
programme.

Chapter 6: Working Arrangements


Describes the decision process, stakeholder working arrangements, organisation and

Provides the list of the main deliverables produced in each programme phase and the
expected outcome for each phase.

2. IMPLEMENTATION STRATEGY

2.1 Overall Strategy


The programme strategy for implementation will be based on two approaches, top down and
bottom up. Both of these approaches will act at the same time (see figure 1). FASTI is
applicable to ECAC States where traffic levels and complexity range from low to high. The
implementation of FASTI is expected to take place in en-route and extended TMA airspace
managed by Area Control Centre’s (ACC’s) where full surveillance is available.

2.2 Top Down Approach


The top down approach will ensure that the programme is performance driven. During the
pre-implementation phase of FASTI targets levels of performance will be identified and
agreed with stakeholders in order that real improvements can be achieved, and eventually
measured. Examples where performance targets may be set are as follows:

• Sector capacity – declare expected increases


• Lower ANSP cost – limit the need for re-sectorisation -
• Improved service to users
• Safety – identify number incidents that could have been prevented by FASTI
capability
• Efficiency – use operational staff in different ways

The overall effect of individual ANSP implementations will also have to be assessed across
the background of the ATM Network. In the majority of cases it will be important for adjacent
ACC’s to have similar performance levels, following FASTI implementation, to avoid the
interface becoming the bottleneck. The harmonisation of procedures and operational
practices at these interfaces will be essential to achieve full benefit from the implementation
of controller tools and system support.

2.3 Bottom up Approach


The bottom up approach will fulfil the need for “filling the gaps” which has been identified
during the consultation phase of the programme. There is a need to address this missing
work to ensure successful pan-European FASTI implementation. Examples of existing
“gaps” are as follows:

• Concepts of use for ATC tools and system support


• Safety requirements
• Operational requirements
• Performance requirements for tools and enablers
• New ATC procedures and practices
• Resolution of human factors issues
• Training and transition planning
• Business case

FASTI will act as a focal point for the re-use of existing expertise in order to produce
guidance material and highlight best practice for use by the wider European ATM community.

2.4 Stakeholder Roles


The key stakeholders of the FASTI Programme are ANSP’s and their controllers, airspace
users, Industry - ATC system manufacturers, ATC Regulators and the European
Commission - Single European Sky (SES) team. The role of each key stakeholder is
explained below.

2.4.1 Airspace Users


Airspace users with their requirements for access to the airspace, predictability of operation
and demands for lower operating costs will drive the performance aspects of the programme
and its implementation strategy. They will verify benefits achieved following implementation
by ANSP’s.

2.4.2 ANSP’s
The implementation of FASTI capability by ANSP’s is essential to the success of the
programme. In order to facilitate this process FASTI will assist ANSP’s by helping to reduce
risk and potentially lower costs through co-ordination, the sharing of best practice, co-
operation, collaboration and harmonisation. ANSP’s will be able to demonstrate to their
customers, the airspace users, that they are striving to achieve early benefits and satisfy
user requirements through participation in FASTI.

2.4.3 ATC Regulators


ATC Regulators will provide the operational approval for new systems and operations. Early
involvement in FASTI will permit an understanding of the technical, operational and safety
requirements associated with such implementation. This will lead to reduced risk and
potential costs savings during the final approval process.

2.4.4 Industry
Industry has a key role to play by providing their lessons learnt from current implementations.
They will be directly involved by upgrading, developing and delivering ATC systems to
ANSP’s that meet the aims and objective of the programme.

2.4.5 SES
The European Commission and its Single European Sky (SES) team have an important role
in finally determining the need for regulation associated with the programme and potentially
providing incentives to expedite the deployment of FASTI capability across its Member
States. FASTI will secure the baseline for SESAME and will form an important foundation for
the implementation of future automated support to ATC in common with SES objectives.

2.5 Potential Criteria for Success

The following indicators represent the potential criteria for the successful delivery of
programme benefits:
• Increase sector capacity, improved flow rates and consequent delay reduction across
the Network

• Increased flexibility, changes in operational practices and changes in conditions


specified in Letters of Agreement (LOA’s) between ATSU’s. Reduction in planning
separation minima and the lifting of ATC imposed constraints.

• Cost savings through the automation of routine tasks, flexible staffing, demand
matching and limiting the need to add extra sectors. Cost savings associated with
system definition, specification, system development, testing, optimisation, final
implementation and controller training.

• Improved quality of service to airspace users in the form of optimum profiles, less ATC
interventions in flight and the allocation of user preferred routes

3. ANSP’S AND THE PROGRAMME

The programme will co-ordinate the implementation conducted by ANSP’s and Industry,
providing implementation support where appropriate. During the programme consultation
phase it has been identified, in the context of FASTI, that participating ANSP’s can be
divided into the following three groups (see figure 2):

• Pioneers

• Developers

• Newcomers

3.1.1 Pioneers

The Pioneers are those ANSP’s that have either:

(i) Implemented some elements of FASTI which are in operational daily use
or
(ii) Procured new ATC systems which have included some elements of FASTI but
which are not being fully exploited operationally

3.1.2 Developers

The Developers are those ANSP’s who have conducted R&D and validation of elements
of FASTI, over a number of years and who are now engaged in pre-implementation
activities.

3.1.3 Newcomers

The Newcomers are those ANSP’s who are either:

(i) Considering the implementation of FASTI capability in the procurement of a new


systems or system upgrade
or
(ii) Have not yet considered implementing FASTI capability

3.1.4 FASTI and the Pioneers

FASTI will capture those lesson learnt in current implementations for the benefit of the
European ATM community. Where requested by the ANSP, the programme will help to
identify where improvements can be made to achieve full potential of pioneer
implementations. This may be achieved in the following five steps:

• Establishing with the ANSP clear aims and objectives for the implementation of
FASTI capability
• Making an assessments from an operational, technical and business perspective of
the current implementation to determine the delta to achieve improvement

• Support ANPS’s in the validation of potential solutions through studies and


simulations
• Provide support to the ANSP and Industry to achieve successful upgrades in the
shortest possible timescale and at best cost.
• Investigate the need for incentives to expedite deployment of improvements

3.1.5 FASTI and the Developers


FASTI will aim to capture R&D and validation results conducted by ANSP’s and combine
them with previous results obtained by the EUROCONTROL Agency for the benefit of the
wider European ATM community. Expertise found amongst the Developers can be re-used
to solve outstanding implementation issues. The programme will support the Developers by
helping to promote their achievements, identify opportunities for co-funding implementation
activities of mutual benefit by forming partnerships and co-ordinate the exchange of
information and experience. FASTI support will also aim to minimise risk to planned
implementation plans and timescales.

3.1.6 FASTI and the Newcomers

The FASTI deliverables in the form of requirements and guidance material should
considerably enhance the chances of successful implementation by the Newcomers. They
will profit from all the lessons learnt from the Pioneers and Developers which will permit
expeditions deployment of FASTI capability at lower risk and cost across ECAC. For those
Newcomers that have not considered implementing FASTI capability support to CBA,
operational and technical advice will be provided by FASTI on a strategic basis. In some
cases a decision not to implement FASTI capability may be the outcome of an assessment
thus saving ANSP’s time and cost.

4. PROGRAMME LIFE CYCLE AND TIMESCALE

The FASTI programme applies the EATM business model in order to avoid redundancy of
activities and provide an increased transparency in the go/no-go decisions for the
Programme.

The Pre-implementation and Operations Validation phase ensures an extra reality check on
proposed solutions by undertaking simulations or trials to verify and refine implementation
issues, specifications, procedures and the preliminary Safety Case as well as enhance the
Business Case. It is also anticipated that during this phase there will be a small number of
early implementations that will include elements of the FASTI scope.

The Implementation and Operations Planning phase will involve finalising a co-ordinated
implementation plan for ECAC. Commitment for full implementation (i.e. agreed ECIP
objectives) is obtained in this step and LCIP objectives developed accordingly.

The Implementation Coordination phase is the last phase of a programme. In association


with EUROCONTROL’s SIS/BD FASTI will co-ordinate final implementation activities which
will lead to full pan-ECAC operations.

The start of each programme phase, in consultation with the major stakeholders, is subject to
a management go/no-go decision based on the deliverables produced in the previous phase.

In order to ensure that the timescales for pre-implementation and implementation are as
short as possible the programme will aim to take advantage of existing local stakeholder
initiatives through close co-ordination. A number of ANSP’s already plan to implement some
FASTI capability from 2008 onwards; full support will be given to these initiatives. Therefore
an initial implementation plan can already be created at the start of the programme to take
account of these implementations and those expected later in the lifecycle. The end of the
programme in 2012 represents the date where final implementation across ECAC will be
complete.

5. PROGRAMME STRUCTURE AND WORK PACKAGES

FASTI will be divided into seven work packages as shown in Figure 4. Under the leadership
of the Programme Manager a Work Package Leader will be nominated for each work
package and be responsible for corresponding deliverables.

5.1.1 Programme Management


The programme management work package will produce the Programme Management Plan,
Implementation Plan, achieve stakeholder commitment and initiate action to re-evaluate
current ECIP objectives.

5.1.2 Business Case


A CBA prepared by HELIOS Technology for the former ASA Programme is being finalised
with its first phase covering some of the FASTI scope. Initial results indicate benefit to
airspace users as the result of ANSP cost avoidance by the introduction of automated
support. The creation of a FASTI Business Case will be based on further development of
this CBA. A sensitivity analysis will permit the evaluation of the programme scope against
low, medium and high traffic and complexity environments to determine the respective
impact of FASTI implementation.

5.1.3 Awareness and Communication


There is a need to raise the general awareness of automated support to ATC amongst the
stakeholder community. This will be achieved by improving methods of communication
through workshops, seminars, demonstrations, simulations, trials, website, DVD and
newsletters.

5.1.4 Operational Implementation


Operational implementation will drive many aspects of the Programme. The pan-European
deployment of automated support to ATC and the consequent impact on controllers and flight
crew operations will be carefully considered. An ATC Manual will be created which will
contain guidance material for the following:
• Concepts of use – controller working methods, roles, responsibilities, sector team
composition
• Scenarios to demonstrate tools applicability against traffic density and complexity
• ATC procedures and practices
• Cross sector-boundary operations
• Cross centre-boundary operations
• Operational issues – MTCD and extended TMA sector operations, tools interaction
etc.
• Civil/military operations

The management of pre-implementation simulations, studies and trials will also be conducted
in this work package.

5.1.5 Safety and Regulatory Requirements


A FASTI Safety Assessment, which will derive safety requirements, will encompass the
scope of the programme and be targeted at the Safety Regulation Commission (SRC) review
and recognition. Both ANSP’s and ATC Regulators will use the Assessment and generic
Safety Case as reference for institutional safety assessments and operational approvals for
FASTI related tools and support. The need for regulation and the associated requirements in
the context of FASTI will also be determined to ensure expeditious deployment of FASTI
capability across Europe.

5.1.6 Human Factors


A Human Factors Case and subsequent lines of action to determine best practice for
training, upgrade paths, controller adoption and adaptation, fall back, failure, human
resources and liability issues will be developed.

5.1.7 ATS Systems


Current EATM Operational Requirements Documents for each tool will be re-scoped and
updated using relevant expertise and experience from ANSP’s and Industry. ATS system
implementation guidelines will cover topics essential to enable successful implementation
e.g. HMI principles, tools integration, trajectory prediction and interoperability.

A number of pre-operational systems have been identified as major contributors to a FASTI


ATC System Baseline Survey. The specifications of each system analysed will be merged
into the ATC Systems Baseline, identifying common, core capabilities, and variable
capabilities that depend on a particular variation of the operational concept. Where
considered useful, examples of implementations will be given to illustrate possible
approaches to achieving an operational requirement. This survey will also indicate the
maturity of the requirements and the remaining implementation issues to be solved.
Assistance to Pioneer ANSP’s, where required, will also be managed from this work
package.

6. WORKING ARRANGEMENTS

6.1 Decision Making and Organisational Structure

The FASTI Programme will fit into the existing consultation and decision making structure of
the Eurocontrol Agency.

Two types of decisions are relevant for the FASTI Programme:

1. Programme Phase Decisions: The decisions related to the closure of a programme


phase and the authorisation to start the following one.

2. Implementation Planning Decisions: The Decisions related to the FASTI ECIP


Objectives.

Programme Phase decisions are the responsibility of the EATM Directors. The FASTI
stakeholder consultation groups (i.e. the Steering Group and the Focus Groups) are advisory
groups to the FASTI Programme Manager and report to the EATM Directors through him.
These consultation groups must endorse the FASTI deliverables that will be used for the
go/no-go decision to start a new programme phase. The EATM Directors may consult the
ACG prior to authorising a change of programme phase. Current ECIP objectives relating to
FASTI will have to be re-evaluated beyond their current “tentative” status. This will lead to full
commitment in the implementation and ops planning phase. Letters of commitment from
relevant stakeholders will be used to complement the ECIP planning process.

6.2 Risk Management


Following the first PSG a programme risk assessment will be carried out by Agency staff and
stakeholder representatives which will be grouped into six major areas:

Pre-implementation and Validation Phase - Expected Outcome
ECIP objectives upgraded. All implementation guidance material and requirements will be
delivered. The majority of operational, technical and interoperability problems associated with
implementation will be solved. All information required for full stakeholder commitments will
be complete with a draft implementation plan prepared. Links to SES and SESAME will be
well established through the preparation of regulatory material and action on incentives to be
employed potentially during the Implementation and Ops Planning phase and beyond.

The Implementation and Ops Planning Phase of the programme with produce provisional
deliverables listed in Table 2 below.

Some pioneer implementations will be operational. Full commitment from stakeholders and
an agreed implementation plan covering ECAC, where required. Final Business case will be

delivered along with a generic safety assessment recognised by SRC. Final ATC Manual
including ATC procedures will be delivered from which implementation can be conducted.

Implementation and Co-ordination – Expected Outcome
ACC’s become fully operational. FASTI will co-ordinate through EUROCONTROL’s SIS BD
final implementation support, advice and ensure harmonised capabilities and performance
across the Network. Specific attention will be given to safety implementation case support
and the operational approval process conducted by ATC regulators.
