2.

OBJECTIVES OF THE ASSIGNMENT

The objectives of this National Skills Audit of 2018 shall be to:

i. Identify the current skills, skills gaps, anticipated skills shortages,


redundancies, skills surpluses, future skills and emerging skills
trends that Zimbabwe has and requires for industrialisation and
modernisation.

ii. Establish the relationship between job related competencies and


qualifications.

iii. Ascertain the causes of skills shortages by sector and by


occupational category.

iv. Identify recent and anticipated sectoral technological changes


against their implications on skills development.

v. Determine skills available in the Diaspora that can be harnessed for


Zimbabwe’s industrialisation and modernisation.

vi. Establish a skills database to assist stakeholders to determine skills


availability for major investments projects

Generate and submit an empirical skills audit report

3. SCOPE OF SERVICES

The Consultancy firm shall lead the implementation process of the National
Skills Audit 2018. Thus:

i. Collect and make use of available information and apply sound


technical practices and methods in carrying out the assignment.

ii. Work in close consultation with Ministry Implementation committee
and agree on all proposals.

iii. Produce a detailed analysis of the proposedmethodologyand improve


where possible to endeavor the assignment.

iv. Read and assess all existing literature related to the National Skills
Audit of 2018.

v. Supervise in coordination with the NSA Implementation committee the


following processes: skills studies for the sector in the country;assess
the existing skills;determine the skills required by the sector in order
to perform effectively their missions and responsibilities; analyze and
determine the skills gaps within the sector;suggest the skills
development plan to address the gaps.

vi. Draft a comprehensive report indicating the required skills to move the
industry development agenda, the skills available, the gaps identified
and the skills development plan. This report should be subjected to a
validation workshop by stakeholders.

The successful service provider is required to demonstrate skills and


experience in the following areas through the provision of detailed curriculum
vitae of team members and reference sites:

 Demonstrable ability to conduct large scale skills audit.

 An understanding of Human Resource Management, Planning and


Development in the public and private sector.

 An understanding of public sector related legislative and accountability
framework.

 Ability to develop tools and instruments for large scale skills audits

 Ability to facilitate, compile and present research reports.

 Practical capacity building and mentoring within the public and private
sector.

4. KEY DELIVERABLES

i. Preliminary Draft of NSA implementation plan document;

ii. Mid Process Analysis Report and

iii. Final Draft of empirical NSA report and skills development plan
document.

12. QUALIFICATIONS:

The required qualifications for a Consultant to be engaged in this assignment


will be as follows:-

12.1 Minimum of a Masters Degree in algorithms, quantitative finance,


population services, resource survey methodologies, statistics,
engineering or equivalent.

12.2 Minimum 10 years’ experience in public and or private sector


development in skills surveys, population services, either as
policymaker, advisor, or in private business.

12.3 Experience in and knowledge of carrying out national survey


mechanisms in an industrializing economy, including experience in the
design, facilitation, and operation of national skills audit
frameworks.

12.4 Experience and knowledge in private sector development and/or


business in Africa.

12.5 Experience and knowledge in higher and tertiary education sector in


both regional and international practice.

12.6 Strong organizational and interpersonal relationship skills.
