Giisars, (pvesting in the right priorities, delivering measurstne results, empowering Giizens through greater fiscal transparency, accountability and participations and deepening and expansion of the Bottom-up Budgeting approach. As per the Office of the Executive Director's mandate, the PSHS System shall likewise incorporate the latest policy direction and emerging priorities, among others: 1. Geographical focus of the budget to the Poorest, lagging and climate vulnerable areas; 2. The two-Tier Budgeting Approach (2TBA) initially introduced in the Preparation of the FY 2016 budget proposal. It separates tha evaluation of agency ae mans for on-going/existing programsiprojecis under Tier * and for new proposals and the expansion of on-going/existing Programs/projects considered as Tier 2 implementation. 4. The adoption of the Performance Informed Budget (PIB) Structure and the tse of the Unified accounts Code Structure (UACS). The online submission of budget Proposals (OSBPs) which allows the encoding of agency budget proposals based on the enhanced UACS codes shall be continuce The general objective of the workshop is to come-up with a consolidated Tier 1 and Tier 2 PSHS System Budget Proposal for CY 2017.In connection to this, the OED provided the following specific objectives as Output of the workshop: A Holy Mass was celebrated at around 5:00 in the afternoon as a way of Mmanksaiving for the safe arrival ofthe delegates, Afi. the mass, the participants were Havied to a dinner followed by a simple programy prelude to the Fiestang Bayan for the Groundbreaking Ceremony which coinciced with the weekiong budget planning Workshop of the system. Chosen students performed dance numbers highlighting the talents of the scholars. The program ended at around 1a 00 in the evening Inte ened with their respective directors in order to finalice their budget proposal taking into consideration the suggestions during ths presentation. The Campus Directors went to an Executive Session with Dr. Larry L. Cabatic at the Kawayan Hall to discuss the Proposal of each campus. No. (043) 984-5528 NARRATIVE REPORT GROUND BREAKING CEREMONY Sampaga Batangas City Batangas Country Club and Resort March 10, 2016 The Philippine Science High School CALABARZON Region Campus was created by virtue of RA 9036 and Board of Trustees Resolution No. 2013-11-34 and its official operation started on July 1, 2015. The permanent site of the campus was donated by the LGU through Hon. Mayor Eddie B. Dimacuha. The temporary site, on the other hand, was the heritage building of Batangas National High School called the Bahay-Kaalaman Building, formerly Mabini Building The GAA for 2015 of the Calabarzon Campus included a capital outlay for infrastructure in the amount of Forty Three Million Eight Hundred Thousand Pesos (Php43, 800, 000.00) for the construction of Academic Building and Site Development Phase 1. In order to effectively implement the infrastructure projects of the campus, the members of the Bids and Awards Committee attended a training facilitated by NEDA Personnel and also travelled to PSHS-Caraga to witness the bidding process through their Special BAC headed by Dr. Rod De Lara. ‘The PSHS-CBZRC BAC, armed with all the learnings from the procurement training, decided to invite prospective bidders for the construction of Academic Building following the procedures in the Procurement Law on November, 2018 However, the said bidding failed. After the first failed bidding, the BAC tried again and was able to successfully award the contract as per BOT Approval to Berto Lucci Builders & Supply. In less than a year from its operation, the PSHS-CBZRC is able to finally implement its infrastructure project. The campus management was able to find a window for its ground breaking Ceremony in the system schedule when Calabarzon was chosen to host the system- wide budget planning workshop. The two event required a lot of work considering its very limited manpower, but would ultimately minimize the expenses like plane fare for guests and accommodation if held in different weeks. And due to the very limited time, the BAC decided to procure the accommodation for the said events through Negotiated Procurement and invited the two biggest hotels and resorts in the City that can accommodate the expected number of participants and guests to submit a Proposal. Hotel Pontefino and Batangas Country Club and Resort submitted theirProposal for evaluation and Batangas Country Club was awarded the contract for its lower bid. A lot of problems have been encountered while planning the Budget Planning and the Ground Breaking. Students are expected to participate but the issue on who will pay for the costume was raised as well as the transportation of the students from the dormitory to the campus to the site and to BCC. Thankfully, the PTA shouldered all the said expenses and even informed the school management that they too, would Perform in the Fiestang Bayan. Lei for the distinguished guests also posed a problem since nobody wanted to Provide the leis due to limited time. In the end, teachers and staff decided that they would make the leis. Garments were bought and logo of the PSHS in acrylic were ordered as accent. The move became an effective cost-cutting method. Another cost- Cutting strategy was the choice of Flavored Lambanog and Chocolate Tablea as souvenir instead of the usual Kapeng Barako. Flavored Lambanog from Quezon Province costs only P70.00 per bottle and being supported by DOST while the Chocolate Tablea costs only P100.00 for 10 pes in contrast to the P240.00 per % kilo of the Kapeng Barako. To show unity during the groundbreaking ceremony, all PSHS staff and teachers including guests from other regional campuses were given t-shirts with the theme of the event. Parents and guests who attended the event were also given t- shirts and other souvenirs to commemorate the momentous occasion. The ceremony started with @ motorcade from Batangas Country Club to BANAHIS then to Holy Trinity Parish for a Mass. After the mass, the motorcade continued to the permanent site in Sampaga. Usec Guevarra represented the DOST Secretary in the said event and all Regional Campus Directors and other guests were also present. More or less 300 guests were present in the permanent site and were given a simple snack of Clubhouse Sandwich and Water. A Field Demonstration featuring the traditional dance of Batangas, Subli, was performed by the 71 students. After the field demonstration, the Priest from Holy Trinity Parish blessed the place where the time capsule was to be buried. Afterwards, the said time capsule containing the blue print of the whole site was buried to be opened after 100 years. The memento was also signed by the Local Government Unit as the Donor of the land and DOST Usec. Guevarra as representative for the Donee. After the burying of the time capsule, guests went back to Batangas Country Club for lunch. Again, more or less 300 guests were present in BCC to witness the prepared program of PSHS-CBZRC. Students, teachers and faculty as well as parents performed in front of 300 guests. The program ended at around 4:00 in the afternoon Indeed, the PSHS CBZRC family has ignited the gift of fire and pledged to continue striving for Patriotism, Integrity, Service, Academic Excellence and Youth Leadership!
