Project Name: Ashshash: For men and women who have escaped trafficking

Project Implementation: currently phase1 (it will carried out in 3 phases (Phase1 & 2, Exit strategy))
Project Fund: 3 million CHF (Phase1) (Total 12 million CHF for 3 phases)
Project Location: Chittagong, Comilla, Cox’s Bazaar, Jessore, Khulna and Satkhira, with at least 2 districts
in each division
Target number of Beneficiary: 7000 or more
Main Phase/Phase1: The main phase of the project addresses 2 challenges in the system: (1) low level
of awareness about trafficking and services for those who have escaped trafficking, and (2) low capacity
of the national system to prevent and protect trafficking (or those who have escaped it).
Brief description of Outcomes and Outputs
The following outcomes and outputs are to be achieved when implementing the project. This is also
reflected in the Logical Framework Analysis (please see Annex 1). Furthermore, activities to be
carried out to achieve the targets of the LFA will have to be further detailed during the application
for tendering and in the preparatory period of the project.

Outcome 1: Men and women who have escaped trafficking use services for reintegration, for their
improved social and economic well-being.
Output 1.1: Communities (in trafficking prone areas) are aware about trafficking and irregular
migration
Focus :Prevention & Protection from Stigma (for successful reintegration)

Output 1.2: Men and women (and their families) who have escaped trafficking are counselled
psychosocially (at least 6500 beneficiaries receive psychosocial counseling, so that minimum of 5000
attend training of self/wage employment)

Output 1.3: At least 5’000 men and women who have escaped trafficking graduate from trainings
Output 1.4: At least 2’000 men and women who have escaped trafficking, receive health support
and 200 receive legal compensation
Outcome 2: Institutions are more accountable and effective in providing services to men and
women who have escaped trafficking
Output 2.1: Companies (public/private) provide support to men and women who have escaped
trafficking
Output 2.2: Public/private institutions (serving people who escaped trafficking) receive training for
psychosocial counselling (on the job only) and providing legal support
Output 2.3: Public/private sector further develop and use the referral system to increase their
effectiveness

Sustainability of its projects/interventions is of utmost importance to the SDC. As such, while this
project will provide delivery of certain essential services to men and women who have escaped
trafficking, it will also, try to further develop and strengthen the system, so that these interventions do
not wither away after the project ends. It must also be mentioned, that it takes at least mid – long term
(i.e. 5 to 10 years) for a complex initiative (such as this) to be sustainable.
It is expected that Phase I of Ashshash will build on the findings of the action research, and continue to
provide services to men and women who have escaped trafficking, while at the same time, forging
partnerships and strengthening institutions.

Central Project Management

The project will be managed by the implementing partner organization from Dhaka. The implementing
partner organization is responsible for the staffing and management of the project. Furthermore, it is
responsible for contracting adequate resources to ensure project implementation according to the
agreed project document and work plans. It is suggested that the project also include field officers who
are responsible for the district/divisional level coordination.

One of the major tasks of the implementing partner organization will be to seek appropriate partners (or
sub-contractors) to achieve the vision of the project. As such, coordination, networking and liaison with
the private and public sector, as well as with other projects will be crucial. The partner organization is
responsible for carrying out independent external financial audits of its sub-contractors, after
submission on financial statements and prior to making payments.

The central project management may include a maximum of 14 staff including all administrative staff. A
suggested organogram is provided below for reference:

The partner organization will play a facilitative role and to bring together different specialized
organizations, who will carry out the work at the field level. However, the partner organization will be
fully responsible to ensure quality of services delivered at the national and at the field level, even if they
are sub-contracted (including financial reviews and reporting) – as such there has to substantive
monitoring and support provided to the sub-contractors.

The partner organization will subcontract partners at different stages of the project for activities such
as i) selection of men and women beneficiaries who have escaped trafficking; ii) delivery of skills training
by Training Service Providers (TSPs); iii) delivery of entrepreneurship training; (iv) private sector
companies for contribution to the project, and others. Subcontractors will be selected through Swiss
Procurement Laws.
