The guidance movement was unknown in the Philippines until 1925. In 1932, Dr. Sinforoso Padilla established the first psychological clinic at the University of the Philippines to handle discipline, emotional, academic, and vocational problems. Counseling tests were conducted in Bilibid prison in 1934 and Welfareville in 1939. In 1939-1940, deans of boys and girls were appointed in four Manila public high schools to serve as student advisers and attendance officers focused on student behavior and conduct. The first Guidance Institute was held in 1945 with US army psychologists as resource speakers. Congress proposed establishing guidance programs in all secondary schools in 1951, which began being implemented in 1952. The Philippine Association of Guidance Counselors was organized in 1953
