Citing a witness’ affidavit and signed documents submitted as


evidence, Justice Secretary Vitaliano Aguirre II said former Public
Works Secretary Rogelio Singson and former Budget Secretary
Florencio Abad may be liable in the scam for apparently approving
and requesting the release of payments of fake road right of way
claims.

Aguirre claimed that the scam, led by a syndicate operating since 2009,
has since processed more than 300 folders containing fake road right of
way claims, amounting to more or less P8.7 billion.

The affected families in GenSan have recently organized themselves as


the Coalition for Reform Against Fake Titles (CRAFT) and urged
authorities to go after the perpetrators of the land scam.

The land-titling scam is now being investigated by the Senate through


Resolution 856, filed on August 19 by Sen. Aquilino “Koko” Pimentel III.
The Senate Committee on Justice and Human Rights held a preliminary
hearing on October 1, followed by another on October 7. The committee
is pushing for the passage of the Land Administration Reform Act (Lara).

Abad, Singson and several key officials of the Department of Public


Works and Highways in Region 12 have been charged with plunder and
graft at the Ombudsman over their alleged involvement in the P7.8
billion illegal transactions on the Road Right of Way (RROW) just
compensation claims.

They were also accused of violating the Anti-Red Tape Act. The criminal
complaint was filed by Danilo Hassan of the Zerotolerance.org Inc., a
non-government organization (NGO) based in Manila.

A government witness yesterday, November 27, 2017, claimed that a


brother-in-law of former President Aquino III brokered the release of
funds in the P8.7 billion anomalous road scam involving spurious road
right-of-way (RoW) claims in General Santos City.

who identified Eldon Cruz, the spouse of Maria Elena "Ballsy" Aquino,
sister of the former president, as one of those who had influenced the
Department of Public Works and Highways (DPWH) and the Department
of Budget and Management (DBM) to release the payment for the
anomalies involving fake land titles in General Santos City.

The main witness of the Department of Justice (DoJ) in the so-called


‘RROW (road-right-of-way) Scam’ in General Santos City, Roberto ‘Bobot’
Catapang, Jr. “would have to prop up further his credibility to make his
accusations stick” as the Senate started yesterday its probe into the
scandal that is said to have cost taxpayers some P8.7 billion in the
previous administration.

“In fact, I would like to ask him, why (come out) only now,” said Sen.
Panfilo Lacson, referring to Catapang.

THE National Bureau of Investigation will continue its investigation of


the alleged P8.7-billion road-right-of way scam despite the denial of
former Public Works Secretary Rogelio Singson of his involvement in it,
an official said Tuesday.

Justice Secretary Vitaliano Aguirre II said his department will await the
outcome of the probe being conducted by the NBI to determine the
culpabilities of Singson, former Budget Secretary Florencio Abad and the
other people implicated by whistle-blower Roberto Catapang Jr. in the
right-of-way anomaly in General Santos City.
