The purpose of this Work Instruction is to describe the HSE Training Program for SIKB employees and
subcontractors
The implementation method of HSE Training Program in the yard includes a combination of lectures,
interactive video demonstrations, audio-visual materials, open discussions, workshop sessions, and
practical hands-on skills training.
These methods will serve to empower each employee to fulfill their fundamental duty on the SIKB
operations to know how to, want to, and be able to perform and conduct their work in a safe and
environmentally responsible manner.
The HSE Training Program is designed to fully support the stated goals of:
Pursuing zero incidents;
Systematically identifying and managing all forms of HSE risks inherent in work;
Meeting or exceeding the requirements of relevant HSE Legislation/ Regulation, Client
requirements and Other requirements;
Minimizing emissions and waste generation;
Using materials and energy efficiently;
Managing HSE matters as any other critical business activity;
Continuously measuring and improving HSE performance;
Promoting a culture in which all employees and Vendor/ Subcontractor share the commitment to
HSE excellence and take individual ownership for HSE performance.
Subcontractor/Vendor shall ensure that all personnel who work in SIKB areas are competence and
experience. Subcontractor/ Vendor prior assign their personnel to work in SIKB areas must provide
necessary training documents as required by the SIKB HSE Manager for the evidence that their
personnel have meet this SIKB HSE Training Program

4. RESPONSIBILITIES
Collaboration with HSE Training Center Coordinator to analyses the training requirement of personnel
or job position based on the competency requirement
Approve the HSE training plan/ matrix, program and training material.
Review periodically the HSE training plan/ matrix
Perform Regular Audit
The Training Planner will be required to maintain professional competency in their instructional skills and
knowledge of the applicable subject matter by participating in professional development programs and
by successfully completed HSE Training Center Coordinator and annual refresher course and annual
review by the HSE Manager.

The annual review conducted by the HSE Manager will include observations of an instructor’s delivery, a
review of those observations with the trainer, and an analysis of Instructor and class evaluation forms
completed by the students during the previous year.
5. DESCRIPTION OF ACTIVITIES
This SIKB HSE Training Program is based on the corporate model for HSE training program execution.
Following this approach we ensure that all employees will receive the knowledge, skills, abilities, and
attitudes necessary to protect themselves and others in the workplace, in a timely and consistent
manner.
5.1 COMMITMENT
The SIKB Top Management believes that effective training programs are not only an invaluable
investment in SIKB human capital, but also a critical function, which helps to achieve the business
objectives of SIKB. SIKB Top Management will support the implementation of HSE Training Program
that shall be implemented for all employees.
To ensure the successful of HSE Training Program, the SIKB shall provide:
Effective knowledge transfer of industry best practices;
A method to increase the safe behavior of the employees;
The organizational capability to manage the HSE training processes;
The necessary infrastructure, including fixed and mobile training facilities, materials and
evaluation tools;
Multi-lingual enabled training programs;
Trained and competent local trainers;
Culturally sensitive training materials;
Programs specifically tailored to the needs of the entire workforce on the SIKB;
Training in compliance with local regulation/ legislation;
Effective mechanisms for evaluating individual’s proficiencies;
Key Performance Indicators (KPI) to measure the success of training efforts.

TRAINING PASSPORT
The HSE Manager based on the Training Analysis will approve the competence requirement for each
job position in the department. The Training will be evaluated based on the risk associated with the job
position as contained in the SIKB Hazard Management Register (Refer to Doc. No. MAN-SIKB-HSE-
003-E), and regulatory requirement as documented in the SIKB HSE Legislation Register and Other
Requirement Review (Doc. No.GP-SIKB-HSE-001-E), or the client specific requirement in the
contractual documents. Functional skills and specialist health, safety and environmental skills have been
identified by HSE Manager and the Training Center Coordinator in determining Training Need.
All Yard/ Project Personnel and Subcontractor Personnel shall include HSE Training Programs, covering
the Training Need of all personnel in a specific job position, as specified in this document. To achieve
this end, specific training requirements must be identified for each job position within a department or
project team. The optimum method of documenting may vary depending upon the number of the job
position within each department or project team, but typically a simple matrix would be appreciated.
Such a matrix would list job position along one axis, and HSE Training course along the other axis, and
the cells within the matrix would indicate the required training course.
Subcontractor Personnel
SIKB HSE Manager and or Project HSE Manager/ Leader shall use this document to develop specific
HSE Training requirement of each Project, to be detailed stated in Subcontractor’s HSE Plan.
Subcontractor Staff
Contractor personnel, who may attend training conducted by SIKB Training Centre, shall be approved
by their management team.

Course Assessment
Each course specification describes how nominees will be assessed against the minimum competency
standards as specified by the training coordinator. The assessment will be undertaken by the course
instructor following course attendance. Nominees that successfully meet the post training assessment
will be considered competent on those particular HSE competencies. Nominees who fail the post-
training assessment will be considered to have not satisfied the training requirement, and as such, shall
be deemed ‘not yet competent’ and will be reschedule for another round of training. On attendance of
any HSE training course, all nominees must complete a HSE Training Course Feedback (FORM-SIKB-
HSE-152-E) which also assess or evaluate the training on several criteria including but not limited to:
Duration of the training
Course content,
Quality of training materials, and
Meeting of training objectives.
The data gathered is submitted to the HSE Training Centre for analysis and documentation.
Training Planner will summarize all trainings into Monthly HSE Training Report (Doc. No. FORM-COR-
HSE-095-E) and submit to SIKB HSE Statistic in Monthly Basis.
For each identified training requirement, details should be kept on when the required course had been
completed, if and when it would need refreshing, and if the training was outstanding, when it was
planned to be completed. Keeping such details in the form of a Training Passport and database would
also facilitate reporting of compliance with training requirements.
Currently in use is the HSE Passport for its staff. This is updated each time an individual successfully
passes another approved HSE training course. The objective of the HSE Training Passport is to ensure
that a training Record is maintained even if an individual is transferred. The HSE Passport would
facilitate an audit of compliance with HSE training requirements, more information of Safety Passport
can be found on Attachment 8.3
The Training Department shall be responsible for operation and maintenance of the training facilities.
The layout and space requirements of the training rooms are individually based on the number of
trainees, type of program, course content, the number of pieces of equipment for which training is
required, and the method of instruction. Each room will be laid out by experienced members of the
administrative group in advance, with consideration of these factors.
Seating to accommodate participants, based on training load (not to exceed trainee to instructor
ratio of 30:1);
Training tool kits containing training equipment and materials (i.e. fall protection harnesses, PPE,
tools, etc.);
Overhead projector;
Computer;
Projection screen;
White boards;
Easels;
Storage room;
Administrative area for processing, files and records;
Reference materials library;
Shop area and outdoor training area for work place simulations;
HSE Refresher training at least shall be given after 2 years since training conducted.
Course Validity
In order to ensure that personnel are continually trained to meet the required competence level, all
internal training will be valid for a period of two year after which refresher training will be conducted.
Assessment of Trainers
On an annual basis, the training coordinator shall assess all trainers base on the following criteria:
Personal development plan achieved
Effectiveness of communication
Knowledge of subject matter
Number of persons trained.
Task and target completed.
The evaluation phase is an ongoing activity, which completes the cycle described by the SIKB HSE
training model. Evaluations take the form of participant course evaluations, formal assessments of the
training process, field behavior observations, and feedback from the key performance indicators. The
feedback obtained through these numerous mechanisms will be analyzed by the SIKB HSE Training

Coordinator and reviewed with the SIKB HSE Manager. Recommendations for improvement will be
approved by the SIKB HSE Manager and implemented by the responsible parties.
This HSE Training Plan will be periodically reviewed and revised by the SIKB HSE Manager to ensure
that the training goals for the SIKB are fully achieved.
6. RECORDS
Unless otherwise specified (i.e. Contractual Requirements) the Training Report shall be maintained for a
minimum period of Five (5) years following the requirements defined in “Control of Records” (Doc. No.
WI-SIKB-QHSE-003).
