Our Ref: PCC-14032018-1

Dear Colleagues,

I write with reference to the upcoming passage of the Assaults on Emergency Workers
(Offences) Bill through the House of Commons. This important initiative seeks to underline the
importance of protecting emergency workers from assault, and is a significant step in highlighting
our mutual stance on this matter. I hope the following goes someway to reassure you.

My colleague, Police and Crime Commissioner Lorne Green recently circulated a document
highlighting the alarming number of police officers who have been subject to assault whilst on
duty in Norfolk. This is not an isolated trend. In 2017, Dyfed-Powys Police recorded 187 assaults
against police officers, of which 48 were serious (Section 18, Section 47). This is unacceptable.
Officers do their utmost to deliver invaluable services to the public, day in day out no matter the
circumstances. It is not right that they are subject to abuse whilst performing their duties. It is our
duty as public officials to protect those who strive to keep us safe and free from harm.

It is of utmost importance that the action we take to protect our emergency workers is based on
sound evidence, is necessary and is proportionate. Increasing the penalty from 6 months to 12
months is not a sufficient deterrent, nor does it adequately indicate to the community the gravity
of the offence. A greater maximum sentence would be more appropriate, particularly in cases of
serious assault.

I stand in solidarity with colleagues and officers, and indeed all blue light and emergency workers
alike in supporting this Bill and hope that you endeavour to support this important piece of
legislation.

Yours sincerely,

Dafydd Llywelyn
Police and Crime Commissioner
