a low grade and maintained
that parental bullying has no
place in the university.
“The ADDU is a Safe
Zone not only for its stu-
dents, but also for its teach-
ers who ought to be able to
teach and give out grades
accordingly, free from in-
timidation and threats from
parents or any related per-
sons or personalities,” Tab-
ora said in a statement.
But Tabora denied an
earlier report that a gun was
used in the incident after they
reviewed the security footage
and conducted interviews.
Schools are regarded as safe
zones of peace, prohibiting
weapons inside the campus-
es, he said.
“Social media posts and
articles recently magnified
an incident involving a par-
ent and his companions and
bodyguards, on the one hand,
and our college teachers
and administrators, on the
other hand, pertaining to a
student’s grade, without any
regard for the confusion, fear,
and anger the social media
posts may have generated in
the ADDU Community and
in the public in general,” he
added.
He said it is imperative
for an educational institution
and its community to be
more vigilant in ascertaining
and disseminating only what
is true and rejecting what is
false or misleading.
Tabora maintained that
even without a weapon, the
remarks of the parent, who
is a lawyer and a public
official, were reprehensi-
ble and intimidating that
ADDU takes seriously
about.
He said the parent appeared
in the school accompanied
with relatives and bodyguards,
“brandishing statements like
‘we are a family of lawyers and
killers!’ or ‘we can take down
the school.”
“The incident, however,
was nonetheless reprehen-
sible insofar as statements
were made that were clearly
intended to intimidate. These
statements have legal conse-
quences the parties affected
are currently looking into,”
he said.
The school president did
not mention the name of the
public official, “who is ex-
pected to be an exemplar for
the rest of society, and whose
public office is not to be
regarded as license to strong-
arm teachers into doing what
the public servant demands.”

project would utilize the
media - especially digital
platforms - to disseminate
information about the city’s
ordinances, resolutions, ex-
ecutive orders and other
national laws being imple-
mented locally.
“iObey” is expected to
inculcate discipline among
Cotabateños and visitors of
the city, Vice Mayor Duma-
ma added.
“In this digital age, social
media will be vital to the
success of the iObey cam-
paign,” Dumama said.
He added: “We have
initiated ‘iObey’ because as
the saying goes, ignorance
of the law excuses no one. I
want my fellow Cotabateños
to be more educated and stay
well-informed.”
Aside from utilizing the
media, the local government
will also involve the city’s
37 villages for the project to
reach the grassroots level,
Dumama said.
For her part, Mayor
Frances Cynthia Gui-
ani-Sayadi said she fully
supports the inititiative
as it “will not only have a
positive effect on the peace
and order situation of the
city, but will also be of
help in addressing several

— Health officials in South
Cotabato province have
raised the alarm over the
rising number of local
teenagers who have been
infected with the Human
Immunodeficiency Virus
(HIV), some of whom are
even in the late stages of
Acquired Immune Defi-
ciency Syndrome (AIDS).
A total of eight high
school students in the prov-
ince have tested positive
for the deadly disease this
year alone, based on the
screening and confirmatory
tests facilitated by the In-
tegrated Provincial Health
Office (IPHO).
John Codilla, IPHO’s
HIV/AIDS program co-
ordinator, said these cases
were among the 40 new in-
fections that were detected
in the province’s 10 towns
and lone city since January.
“Victims are getting
younger and there are in-
dications that the infection
could have happened very
early,” Codilla said.
He cited the latest case
involving a 17-year-old
out-of-school youth who
was already in stage four
of AIDS when the victim
was tested. At such stage
of infection, Codilla said

a massive campaign against
stray dogs that normally

campaign and free test-
ing services to local high

already trained the school
nurses to conduct orientations
on the students, especially on
HIV testing, he said.
“This way, the students
are already prepared by the
time we visit the schools,”
he said.

awareness and response
from parents about the
program have been posi-

But then, the embarrassing side of
it also showed itself to me. Entering a
large Japanese department store, I was
shocked to see that there was only one

when it has become less conducive for
one reason or another. Unreasonable
extra charges are a way to steal that buck
from your back-pocket.
On the other hand, if the barkada/
family decides to give it a go, it would
be wiser to reconfirm for yourself the ac-
commodation arrangements made with
the partner hotel. It is not an uncommon
experience in an arranged tour where the
client is forced to stay in a less hospital
accommodation just because, according-
ly, certain glitches occurred in the book-
ing and no other place seems available
since the rest are all fully booked. This
is surely a good start to ruin what began
as a good plan.
Upon arriving at the destination,
should you wish to rent a vehicle,
ascertain with the provider if they
provide roadside assistance just in case
something goes wrong with the vehicle
unit they are renting out; and be sure to
obtain their contact numbers. Worst case
scenario, you might just find yourself
stuck in a dusty highway, and end up
paying expenses for your ride’s quick
repair. What a mess that would be.

Bringing back
a lost glory

in Miami, Florida collapsed a few
days ago, the world news tell us. It left

occurred a few days
after the structure
was completed and
used by pedestrians.
The lead engineer
had warned a few

days earlier before said
collapse of “some cracks in the bridge”
but these were taken for granted.
Watching that horrible news, I said to
a friend, Dennis, a mechanical engineer:
“The engineers in that project barely
passed the ‘Strength of Materials’ sub-
ject in engineering.”
He looked at me and said with a
smile: “They did not use ‘Republic Ce-
ment.’” That’s the plant here where he is
working with.
“Right,” I said. The point is, cement
is used all over the world, be it in Flori-
da or elsewhere. And there are plenty of
these factories, and other industries in
this city.
I don’t know if the friendships here
are golden, but this sure is “the industri-
al city of the south.” Many don’t agree
with this anymore, now preferring to
say, “The industrial city... nga nasawot.”
Hahaha.
But this is no laughing matter really,
come to think of it. There are still
industries here like cement and others
But many had disappeared, too, includ-
ing its crown jewel, the National Steel
Corp., which is now a shell, or a ghost
of a not-so-distant past -- meaning, it’s
there, but no longer there and you know
what I mean, like the snail that has left
its house.
These things came into mind as this
writer listened to the “talkers” who are
members of the so-called NSC Tech-
nical Working Group. Hearing them
talk with so much passion, I can almost
see the once proud plant rising again.
Somehow, the movie “Babangon ako at
dudurugin kita” came to life. No, it’s not
that on second thought. As its transla-
tion is not good like, “I will rise up and
pulverize you.” Rather it is, “I will rise
up and make this city great again.” The
latter is glorification while the former is
vengeance.
That is supposedly not to be ours as
in “Vengeance is not ours.” Now from
where did I pick that up?
It was said and joked around that the
employees of the plant during its heyday
were patrons of diners, restos, bars and
similar establishments which experiened
good business. And when their NSC
clients ran out of money, they just threw
around their jackets and well, the “fun”
continues because they saw good collat-
eral in them.
Not to be outdone, the wives plotted
to have their erring hubbies “punished.”
There were “accidents” then for the er-
rant men which left their bitter halves no
longer bitter but becoming millionaires
overnight. We don’t have to explain why
this was so. One can go, figure that out.
Anyway, those were only loose talk.
The NSC then boasted of around 4,000
employees coming from this city and
elsewhere in the country.
Gone are the days and Engr. Bert
Oller and Atty. Voltaire Rovira, mem-
bers of technical group, could only talk
about it with nostalgia. Making them

Covering Jabidah Massacre commemoration circa 1988

ILIGAN City – Thirty years ago,
when I was a newbie “prom-
di” journalist, I got invited to
cover the commemoration of the
Jabidah Massacre, that story of
Moro fighters secretly trained,
then massacred, on Corregidor
Island in the Philippine govern-
ment’s covert attempt to retake
Sabah.
The Moro National Liber-
ation Front (MNLF) also con-
siders March 18 as its founding
day.
At that time, I was already
comfortably crisscrossing both
Lanao provinces, sometimes
alone, in search of news. I was
young, just a few years off col-
lege, and single. I was with the
Media Mindanao News Service
(MMNS) at that time, an alter-
native news agency, but also
doing “tabo” (journalists’ lingo
when one contributes stories to
other agencies for extra income)
for Manila Standard and Agence
France-Presse.
The commemoration, I was
told, would be somewhere up in
the mountains of Lanao del Sur.

The loan agreement, signed on
March 16, 2018, involves the aid
amounting to 104.53 billion yen,
which is the first of three to four-

DTI-10 targets 15 additional Negosyo Centers for Normin in 2018

NORTHERN Mindanao will
have 15 additional Negosyo
Centers (NCs) this year through
the Department of Trade and In-
dustry in Region 10 (DTI-10).,
officials said Thursday.
DTI Bukidnon is even set to
launch five (5) NCs, DTI- Lanao
del Norte targets four (4) NCs,
while both Misamis Occidental
and Misamis Oriental are to es-
tablish three (3) more NCs each
before 2018 ends.
There are already 805 NCs
nationwide. With only 28 NCs
maintained in the region in 2016,
DTI-10 managed to launch 26
NCs last year. Today, 54 operat-
ing NCs serve Micro, Small and
Medium Enterprises (MSMEs)
all over the region.
Republic Act No. 10644 or
the “Go Negosyo Act”, signed
into law by former President Be-
nigno S. Aquino III, pushed the
establishment and the continuous
development of the NCs. This
act seeks to create more employ-
ment opportunities by strength-
ening the capability and knowl-
edge of MSMEs. The services
under these centers are not limit-
ed to training provision. MSMEs
can get business registration as-
sistance, business information
and advocacy, business advisory,
and business evaluation. They
can also avail of services such as
technology transfers, marketing
assistance, among others.
Just recently, the Department
of Information and Communica-
tion Technology (DICT) and the
DTI inked an agreement that will
provide free internet and online
learning in selected Negosyo
Centers nationwide. To aide this
movement, NCs nationwide are
set to strengthen digital literacy
through e-commerce and web-
site development for MSMEs.
Aside from this, 43,189 clients
were assisted in 2017 through the
region’s 54 NCs. Through these
centers, a total of Php 41.8M
worth of micro loans were re-
leased to 98 MSMEs through
Financial Institutions (FIs) and
Government Financial Institu-
tions (GFIs). Meanwhile, 1,673
qualified clients were also able to
avail of the Pondo sa Pagbabago
at Pag-asenso (P3) micro financ-
ing through the Small Business
Corporation (SB Corp) in the
same year.
In the province of Bukidnon,
NCs maintained are in the cities
of Malaybalay and Valencia and
in the municipalities of Mara-
mag, Manolo Fortich, Don Car-
los, Talakag, Impasug-ong, Lan-
tapan, Malitbog, San Fernando,
Kalilangan and in Dangcagan; in
Camiguin, the operational NCs
are in Mambajao, Mahinog,
Catarman, Sagay, and Guinsili-
ban; meanwhile, in Lanao del
Norte, the NCs maintained are
in Iligan City, Tubod, MSU-

international shipping trans-
actions,” Lim said, adding

immigration, and quarantine

flocor’s Davao International
Container Terminal in Panabo
and Hijo International Port
Services of the Hijo Resourc-
es Corporation in Tagum City

system for Davao Region and
Mindanao shippers.”

SOME 250,000 Social Se-
curity System (SSS) mem-
bers are expected to avail
of the agency’s second
loan restructuring program
(LRP), which is projected
to bring in P1.2 billion in
the pension fund’s coffers.
In a briefing Thursday,
SSS President and Chief
Executive Officer (CEO)
Emmanuel Dooc said the
six-month loan condona-
tion program, which will
run from April 2 to Octo-
ber 1, 2018, will be con-
ducted to allow members in
disaster-hit areas pay their
loans.
Among those who are
qualified to avail of the
program are those living or
working in areas affected
by the siege in the cities
of Marawi and Zamboanga
and the eruption of Mayon
Volcano.
Under the second LRP,
member-borrowers will be
allowed to settle their un-
paid overdue loan principal
and interest in full or by in-
stallment.
“We encourage borrow-
ers to take advantage of
this opportunity,” Dooc
said, noting that the LPR
will be done to allow more
borrowers clean up their
obligations.
Citing SSS records,
Dooc said there are about
250,000 SSS members who
have past due account of at
least six months.
It also shows that em-
ployers’ delinquency
amounts to around PHP13
billion.
To date, SSS has about
36 million members but
only 15 million are active
members, Dooc said.
The SSS chief said there
are members who have been
clamoring for the extension
of the first LPR, which was
done for a year and ended
in April 27, 2017.
He, however, said they
cannot extend it without the
authority of Malacanang or

need to address the gap between
academe and industry stake-
holders in terms of research
utilization and to create an inno-
vation ecosystem for students to
become technopreneurs.
In a discussion in Talakayan
sa PIA on 6 March 2016 at
USTP, Cagayan de Oro City, Dr.
Ambrosio Cultura, vice chancel-
lor for research and innovation

technology business incubation
and technopreneurship program

BUDGET Secretary Benjamin Di-
okno said he is “pretty optimistic”
that the proposed national ID sys-
tem would be approved and passed
into law in the near term.
In a briefing Wednesday, Diokno
cited that the Senate last Monday
approved its version of the meas-
ure, authored by Senator Panfilo
Lacson.
The House of Representatives
approved its version of the bill in
September last year.
Diokno said he is hopeful that
lawmakers “will use the (Lenten)
break to resolve their differences”
on the proposed measure.
“I think there are no major dis-
agreements between the House
version and the Senate version. So
again, probably as soon as they
convene, they will just ratify (it),”
he said.
“In the meantime, we’re doing
all the work we can do to push the
national ID system. As you know,
there’s already a budget for that,
P2 billion, in the 2018 budget,” he
added.
Earlier, Diokno said the budget
was given to the Philippine Statis-
tics Authority as allocation for pro-
gram implementation within a year
once it is signed into law.
He said beneficiaries of the gov-
ernment’s cash transfer program
will be the initial beneficiaries of the
proposed national ID system.
The ID will carry information on
the holder’s demographic details,
such as name, sex, date of birth,
place of birth and address and will
reduce the need for at least 33 sec-
toral IDs currently being issued by
various government agencies.
Even foreigners who are resi-
dents of the Philippines will have
their own national ID under this
