Engineering Management
The adva nces of science and technology have created a new profession – engineering
management. It is regarded as the art and science of planning, organizing, allocating
resources, directing and controlling activities that have a technological component. It
envelops the realms of product/service/process development and manufacturing, systems
engineering and development, and project management. In a business enterprise, it
includes generally the management of technology, business operations, and human
resources.

The purposes of EMCIT M certification are to initiate, establish, maintain and administer
the professional credentialing program – EMCIT M Certification, and to promote and
support engineering management professionals and the engineering management
profession. EMCIT M Certification seeks to:
• A source of the best practices and high standards, methodology, and global
consistency in engineering management;
• Quality control of engineering managers across units & divisions within the
organization;
• A convenient and relatively reliable way in evaluating and identifying the
competence and strength of client, competitors, and engineering management
team;
• A cost effective way of validating and enhancing the continued competence of
your engineering management team;
• A profe ssional career path for engineers, scientists, and other technologists.

Candidates applying for EMCFTM or EMCPT M designation must meet the qualification
requirements, pass the examination, and agree to abide by the Code of Engineering
Management Ethics and Professional Conduct.
The EMCF TM
If you are an early career engineer, scientist, or other technologist, and desire to make
engineering management as a career path, then the EMCFTM credential is right for you.
The EMCP TM
If you enjoy the prestige of being the best in engineering management, then you’ll
appreciate the professional advantages derived from attaining the EMCPT M status.
There is one examination for each level of EMCIT M certification. One does not need to
hold the EMCF Certification before applying for the EMCP Certification.

Through tutorials in test item construction, validation and cross validation of the
submitted test items, psychometric methods, and statistical analysis of the relevant data,
the EMCIT M Certification has developed sets of examinations that are both content valid
and legally defensible. Therefore, based on individuals’ performance on the
examination, all candidates can be set apart. Those who pass the EMCIT M examinations
are recognized to have the necessary knowledge, experience, and skills in successfully
performing engineering management tasks or duties, and hence competent in this
profession.
The development of the EMCIT M examinations involves Job/Practice Analysis, test item
writing and validation, cross validation, and psychometric and statistical data analysis.
The purposes of the development process are to guarantee the validity and up to date of
the content, the linkage between test items and task skills categorized in EMC-BOK
domains, fairness between candidates of different cultures, consistency and
comparability of the examinations among different formats, locations, and time.
The ASME Continuing Education Institute (CEI) undertook the Job/Practice Analysis in
July 2003. First it convened a panel of thirteen engineering experts to develop a series of
domains categorizing knowledge, tasks and skills for competent engineering managers.
And then it surveyed about 10,000 engineers both at home and abroad regarding the
frequency of usage, importance or criticality of the tasks and skills in engineering
management. It concluded that there is a comprehensive, objective “body of knowledge”
on engineering management, and that a content valid, legally defensible assessment
examination can be constructed for certification.
The Examination Committee, including Subject Matter Expert (SMEs), was established
to construct and validate the test items based on the EMC-BOK, and followed by a
separate, independent group of SMEs to cross-validate the final test item bank to
guarantee the validity, editorial clarity, correct mark of level of difficulty, and proper
source of reference for each test item bank.

After a minimum number of candidates have taken the tests, statistical analyses are
performed to establish the relevant difficulty level of each item, its reliability and
correlation with other items in each domain and the total test scores so as to guarantee
the fairness and comparability between relevant examinations.
The EMCIT M certification offers two types of examinations, namely the EMCPTM
certification examination and the EMCFT M certification examination. While the
EMCFT M examination emphasizes the fundamental aspects of engineering management,
the EMCPT M examination leans toward the empirical knowledge, skills of engineering
management.
Each exam is comprised of 150 multiple-choice questions. Although both exams share
the same EMC-BOK, the guidelines representing difficulty and knowledge area are
different for each type of test. (See Table: 1 for details)

The allotted time to complete is three (3) hours for each type of examination.
Passing Scores
The passing scores for both the EMCFTM and the EMCPT M examinations are 70%
correct on overall questions with no less than 50% correct answers in any one domain.

The cut point represents the minimum application level of the knowledge and task skills
needed for competent engineering management. While the representation of knowledge
and task skills as well as the difficulty level may be modified among different
examinations, the cut point will remain the same on every EMCIT M Certification
examination.
All candidates are encouraged to register online. The EMCIT M Certification Online
Registration Form can be found at www.engineeringcertification.org. Candidates can fill
out the form by following the instructions on each page.
Unfinished form can be saved by pressing the “Save – Complete Later” button at the
bottom of the page, and be retrieved later by using applicant’s email address and
password created by applicant.
The applicant, after reviewing and verifying all the information on the form, can press
the “Submit” button to summit the registration form. A summary page listing the
essential application information will be generated upon the submission. Candidate
should print out this page or save it in a file.
Online applicants will receive an auto-generated e- mail within 24 hours. However, this
only confirms successful transmission, and should not be construed as confirmation of
eligibility. Candidates who do not receive this auto-generated message should contact
EMCIT M Certification Center immediately at emci@asme.org because it may indicate
that the application was not successfully transmitted.

Candidates can also apply fo r the EMCIT M certification examinations by mail. The
EMCIT M Certification Examination Application form, Engineering Practices Verification
Form, or Engineering Management Experience Verification Form can be found at the
back the EMCIT M Certification Handbook, or be downloaded at:

Candidates will be informed the receipt of the application either by email or by mail. In
case an email address is provided, the applicant shall receive an email from the EMCIT M
Certification Center, confirming the receipt of the application. Under no circumstances,
shall this notification be construed as the Authorization Letter to Test.
1. Check the application carefully to ensure that all required information (e-mail
address, fees, contact information) is accurate, complete;
2. Sign and date the application;
3. Include all applicable forms (i.e., supporting documentation, special
accommodation if necessary);
4. Include proper payment in U.S. currency and make payable to ASME, ensure
names and home telephone numbers (including area codes) appear on checks or
money orders or all credit card information is complete and accurate;
5. Affix sufficient postage to the envelope to ensure delivery; and

6. Send the completed application packet and fees by some form of traceable mail
such as UPS, FedEx, Certified Mail, or Fax in the application.
Supporting Documents
Applicant who successfully registered online needs only to send in, by fax or mail, the
proof of graduation (an official transcript or a copy of the diploma) within 5 working
days of application.
There is one experience verification form for each level of EMCIT M of examination.
Verification Form is used to properly document and report applicant’s engineering
practice and/or engineering management experience. For mail in applicants, it can be
downloaded at www.engineeringcertification.org, or be fo und in the EMCIT M
Certification Handbook. Candidates who apply by mail must complete, sign, and mail it
with the EMCFTM or EMCPTM Certification Examination Application to the
Certification Center of ASME.
Application Fees
Taking the EMCIT M certification examination involves two categories of required fees:
application fee and examination fee. The member fee applies to members from ASME,
ASCE, AIChE, and AIME. The non- member fee refers to the fees paid by applicants
who are not member of the above- mentioned societies. For all applicants, the application
fee is non-refundable. For candidates who re-take the same exam, the application fee is
waived and examination fee will be reduced. Examination fee can be refunded if a
candidate is found ineligible for the certification or if a candidate decides to withdraw

from the examination within the validity period of the authorization letter to take the test.
(See table –2 for details)
Discounts for corporate and individual are available for both the EMCIT M Examinations
and preparatory courses for the examinations. For the detail information on discounts,

Payment Methods
Total payment is due at the time when candidate files the certification examination
application. Application without payment will not be considered for eligibility. Please do
not send in cash. Candidates who apply online can pay by VISA, MasterCard, American
Express, or Diner Club card. Bank Transfer user can call 1-800-THE-ASME for more
information.
Candidates who apply by mail can also pay by money order, certified/cashier's check,
personal check, or company check made payable to ASME. Please do not send in cash.
Candidates' name and telephone number (including area code) must appear on all
payments made by money order, certified/cashier's check or company check.
If fees for more than one candidate are paid by a single check or money order, a list of
all candidates' names and telephone numbers (including area codes) must be included
with the check and the application materials. Checks and money orders received without
proper candidate identification may be returned to the sender unprocessed.

All examination applications will be processed within 10-14 working days of EMCIT M
Certification Center’s receipt. A decision, such as eligible, ineligible, or incomplete
submission, will be made on each application based on whether the applicant meets the
qualification requirements of each level of certification, or supplies all the supporting
documents.
A letter confirming a candidate’s eligibility for the examination will be sent to eligible
candidates within 3-5 business days after the completion of eligibility assessment by
EMCIT M Qualification Review Committee. In case of incomplete submission, candidate
will also be informed of the deficiency by phone, email, or mail.
Ineligible Candidates
Application will be deemed ineligible if the applicant fails to meet the eligibility
requirements. Under such circumstances, a letter of ineligibility notification will be sent
by mail, fax, or e- mail, depending on the preferred method identified for receipt of
information, and the examination fee will be refunded.
All candidates will receive a unique EMCITM ID number in their confirmation e- mail or
mail, and the Authorization Letter to Test. This ID number will become your unique ID
number for any future EMCITM certification examination as well as re-certification.

Application Audit
To maintain the integrity and to ensure the adherence to the minimum eligibility
requirement, EMCITM Certification Center reserves the right to audit all candidates’
applications for both EMCFTM and the EMCPTM certification examinations. Therefore, all
candidates must agree, either through a check box on the EMCITM Certification

Candidates who fail the audit will receive a letter outlining where the deficiencies were
and may be disqualified to take the examination or have their certification revoked. In
such cases, candidates will have the opportunity to appeal. However, the decision based
on the outcome of an appeal is final.
Address Changes
Both Authorization Letter to Test and score report are mailed to candidates' home
addresses. Therefore, EMCITM Certification Center should be notified immediately of
mailing address changes. Candidates can do so by email to: emci@asme.org, or by fax
at: (212) 591-7143.
Name Changes
To correct minor errors in your name (e.g., incorrect middle initial, missing hyphen) as
printed on your confirmation notice or Authorization Letter to Test, e- mail the
correction(s) to: emci@asme.org before the test date. For security reasons, other kinds of
name changes cannot be made online after the application has been submitted.
To change your name due to a legal name change, candidates must submit notarized
documentation to EMCITM Certification Center. Please do not send original, as these
documents will not be returned.
Extensions
The Authorization Letter to Test is valid for 3 months. Candidates who have not taken
the EMCIT M certification examination within the eligibility period may request an
extension or refund. An extension can be obtained by submitting a written extension
request prior to the eligibility expiration date. The request must include the reason for
the extension, and that all appointments with the examination contractor have been
cancelled. If the above conditions are met, a one-time three-month extension will be
given at no additional cost to the candidate. Candidates who allow their initial three-
month eligibility period to lapse and request an extension will be charged a reactivatio n

fee for U.S.$30.00. Extensions will not be granted once the candidate’s eligibility period
has lapsed for more than a year. Such candidates will have to pay the full certification
fee again if they plan to take the certification examination in future.
Refund Policy
EMCITM Certification Center recognizes that medical or personal emergencies may arise
when candidates are unable to reschedule the exam by 12:00 (ET) two business days
before their exam appointment. In such case, candidates must submit written
notification, including official medical documentation, to the EMCITM Certification
Center of ASME. The examination may be rescheduled. This information must be
submitted no later than 72 hours after the scheduled examination date. All letters will be

reviewed on a case-by-case basis. Request received after this time limit will not be
reviewed.
A personal emergency may include an unplanned event that arises within 48 hours of the
scheduled exam that prevents the candidate from taking the examination. Personal
emergencies may apply directly to the candidate or one of the candidate's immediate
family members (spouse, child or parent). Inability to take the exam due to work- load or
work conflicts are not considered personal emergencies.
Candidates will be notified by e- mail of the outcome of the request. If the refund request
is approved, candidates will be refunded 50 percent of their examination fee. However,
the USD75.00 application fee is nonrefundable.
The official test results (including the actual score and functional area breakdown) will
be mailed to candidates’ home addresses within one month after the examination
administration. In addition to a score report, candidates who have passed the exam will
also receive an official certificate and lapel pin displaying the designation earned.
Under no circumstances will scores or pass/fail information be released over the phone,
Internet, or by fax.
Candidates who have not received an official score report/certificate within six weeks of
the examination or who receive a damaged score report and/or certificate should notify
EMCITM Certification Center in writing, following the procedures outlined in
"Duplicate/Replacement Score Reports" in this handbook. A duplicate score report and
certificate (if applicable) will be issued at no cost. EMCITM Certification Center reserves
the right to request that candidate return the damaged certificate before a replacement
may be issued.
Candidates with questions about their test results should direct them in writing to
EMCITM Certification Center. Because of the need to maintain test security, examination
questions will not be released to candidates.

If you legally change your name, lose your score report/certificate or want another
certificate for personal reasons, you may request a replacement or duplicate score
report/certificate in writing from EMCIT M Certification Center.
Formal name changes require appropriate legal documentation, such as a notarized copy
of a marriage certificate or divorce decree. Such requests must include a U.S.$20
duplicate score report/certificate processing fee.
Candidates may request that EMCIT M Certification Center review their electronic
examination file within three months of the examination date. Requests received after
that time will not be honored.
To submit a request, candidate can send in a written request by mail or fax to EMCIT M
Certification Center. There is a U.S.$50 fee to have EMCIT M Certification Center hand
scored (review) your electronic examination file.
While some individuals may take the examination without taking any preparatory
courses, the overwhelming majority become involved in some form of examination
preparation. Because the examinations measure the mastery of the application of the
EMCIT M body of knowledge, the best preparation is to understand the scope and
contents of this “Body of Knowledge“ (EMC-BOK) (the test specifications) as well as
the representation of each domain in the construction of the EMCIT M certification
examinations.
The Continuing Education Institute – CEI, the Global Authorized Education Provider of
EMCIT M Certification has created preparatory materials and courses for the
examinations. CEI has also authorized many local Authorized Education Providers

Individuals holding the EMCFTM designation are encouraged to apply for EMCPTM
examination before the end of the three year period; however, in order to maintain the
credential, they must also acquire 45 PDUs as needed for the re-certification.
