NAGA CITY – Thought-provoking
teasers coming from nine (9) contend-
ing high schools in the Bicol Region were
viewed during the presentation of entries
for the 4th Peñafrancia Short Film Fes-
tival (PSFF) and launching of Inang Pe-
ñafrancia mobile app held yesterday at the
SM Activity Center, here.
No less than the Archbishop of Caceres,
Most Rev. Rolando Octavus J. Tria Tirona
OCD, D.D. graced the event with the event’s
most supportive partner through the years,
the city government of Naga through Mayor
John G. Bongat.
Archbishop Tirona lauded the initiative as
a way to counteract the proliferation of fake
news that continues to stain the moral fibers
of legitimate information.
“We are here to inform and counteract fake
news. It’s a call for discernment because cor-
rect information plays a significant role in our
formation, and every formation should inspire
us to grow. This also pushes us to get involve
because all of us must be stakeholders.”
Unlike the past PSFF’s events where pro-
fessional filmmakers were enjoined, this
year’s contenders are high school students
coming from various public and private sec-
ondary schools in the region. This is also the
first time that the Caceres Commission on
Communications (CCCom) partnered with the
Department of Education (DepEd) to further
boost the information drive to propagate the
youth’s devotion to Inang Peñafrancia.

DOST offers scholarship
for indigent students
NAGA CITY – Poor but talented students can
now avail of the scholarship being offered by the
Department of Science and Technology (DOST)
particularly for incoming first year college, 3rd year
college students enrolled in Science and Technology
(S&T) Priority Courses, and incoming first year high
school students.
DOST take pride in producing graduates that will
pursue its vision of creating professionals who will
“direct, lead and coordinate the country’s scientific and
technological efforts geared towards maximum economic
and social benefits for the people.”
Incoming first year college who are interested to avail
of this opportunity should be a natural born Filipino
citizen, poor, talented but deserving student who belongs
to a family whose socio-economic status does not exceed
the set values of certain indicators.
He or she should also be a member of the top 5% of
the Non-STEM strand, senior HS graduating class or
member of the STEM strand, senior HS graduating class,
resident of the municipality for the last 4 years, of good
moral character and in good health and qualifier of the
2018 S&T Scholarship Examination.
STEM stands for Science, Technology, Engineering
and Mathematics Education Program, formerly
Engineering and Science Education Program or ESEP. It
is a science and mathematics-oriented curriculum devised
for high schools in the Philippines.
Deadline of submission is on August 25.
Poor but deserving incoming and 3rd year college
student can also avail of this opportunity. They should be
regular Filipino citizen. Incoming 3rd year in an identified
priority S&T course for SY 2017-2018 should have a
general weighted average of at least 83% or its equivalent
in his/her first and second years in college, resident of the
municipality for the last 4 years, of good moral character
and in good health and qualifier of the 2017 Junior Level
Science Scholarships (JLSS) Examination.
Deadline for filing is on September 22, 2017. Forms
may be downloaded at www.dost.sei.gov.ph.
For those incoming first year high school who are
willing to study at the Philippine Science High School,
they should submit 2 copies of the fully accomplished
application form, 2 1x1 ID pictures, non- refundable test
fee of 100 if the student is from a private school but free
for public school students and certified true copy of report
card for SY 2016-2017.
If final grade in science and or math is below 85,
submit a certification or proof that the child belongs to
the upper 10% of the batch
Deadline of filing for PSHS is September 1, 2017.

The scholarship offerings are in consonance with
Republic Act No. 7687, also known as the “Science and
Technology Scholarship Act of 1994” which provides
scholarships to talented and deserving students whose

engineering, other applied sciences, and science and

MISSED TARGETS: Revenue

the BIR and BOC both missed their
combined collection goal of P173.9B

their total collections in July improved
by 14% year-on-year (P148.6B in July
2016). Government must generate
more taxes to fund “Build Build Build

The DOF said that BIR’s July
collection included the P3.44B initial
tax settlement paid by home-grown
cigarette-manufacturer Mighty Corp.
Excluding said payment, the BIR was
short by 25% against its target. In
the first seven-months of 2017 - BIR’s
total revenues reached P987.79B
- below the P1.039T target by
4.9%, but stronger by 9.3% than the
P903.58B collection same period last
year. BOC reported that it generated
only P34.82B in revenues last month.
BOC is currently buffeted by a scandal
involving imported drugs!

Jesus, not only from calamities but all

Bordado reports achievements in State of the District Address

of the District Address last
Saturday, Aug. 12, at the
Eurotel Convention Center
here.
Before a well-attended
gathering of local officials
and civil society leaders in
his district, Bordado present-
ed a summary of his accom-
plishments for July 2016 to
July 2017.
For his legislative work,
Bordado had a perfect at-
tendance during sessions in
Congress where he was pres-
ent 97 times in 97 session
days. He also authored and
co-authored 93 Bills, made
five manifestations on the
floor, focusing on the restora-
tion of the budget cuts to 34
state universities and colleg-

lihood and job opportuni-
ties in conjunction with the
Department of Labor and
Employment, Technical, Ed-
ucational and Skills Develop-
ment Administration, Bureau
of Fisheries and Aquatic Re-

Television Literacy for Children

These days, no child of whatever age, including 3 or 4 years
old, does not watch television. It is said that this “boob tube” is
the easiest form of entertainment. In the first place, one need
not go out of the house to watch television . Watching television
is free. One can watch tv in the comfort of his own home and he
can be in his most comfortable position. One can also watch it
as he eats his meal or munches his favorite junk food and drinks
his favorite junk drink. Any time of the day, one can watch TV
without let up.
There are many good and wonderful things that television can
offer. Everything seems to be on TV. One can be updated with
the latest happening whether in the domestic front or overseas.
One can be entertained during times of stress or fatigue or when
one seems to be out of touch with dear friends and relatives.
One can learn how to dance and sing and even strike a fortune,
Or may be spotted to become a great big star, One can learn
so much about life..
However, since TV is most in-reach for children, it is possible
that children especially the very young ones may not be viewing
the right programs. Many small kids are left by their parents in front
of the TV set and are left watching programs they like but which
might not be suited to them. Most likely the parents are busy, Dad
at work in his office and or Mom is in the kitchen cooking. And
the young children are on their own, even choosing the program
that interest them aware that the program is not suited to them.
This is where children should be guided to make them
television literate. Television literacy can begin at an early age.
At home, they can guided by their parents with them watching
programs with their children. This even more so defined in
school when teachers encourage their pupils to watch their
recommended programs and later in school, these assigned

What is bullying?
Bullying is when a person who has more power is mean
to someone else over and over again. The power could be
something like physical strength or popularity. It is hurting others
like hitting, kicking, pinching and slapping. It can also be an
intimidation, obstructing, or making somebody feel scared. It also
includes exclusion, shunning, or deliberately ignoning somebody.
Removing, stealing or damaging clothes or possessions are
some of the examples of b ullying. In some cases, bullying can
also be in the form of verbal abuse like teasing, insults, sarcasm,
name calling, spreading rumors, lies and gossips. There are
various kinds of bullying and majority of these happen in our
school without us knowing it.
What to do if being bullied?
1. If you have been bullied, you can get help. Talk to a parent
or guardian, teacher or another adult you trust.
2. Divert your attention by getting involved in extra-curricular
activities and keeping physically active.
3. If things get worse, seek the help of the School Child
Protection Committtee to shed light and further investigate the
case.
4. It’s never too late to start anew. Make friends with them

pambansang pgkakaunawaan at tulay sa magandang ugnayan
bilang isang mamamayan ng bansang Pilipinas at matatag na
Pilipino ng ating sariling bayan. Gamitin natin ang sariling wika.
at iIgalang din natin ito para sa mga susunod na henerasyon.
Gamitin natin ito at ipagmalaki saan man tayo makarating.
Laging pakatandaan na ang wika ay siyang sumisimbolo sa
ating pagka Pilipino.
Ang pagbabago ay kailanman hindi maiiwasan subalit
ang ating wika ay mananatiling isang mahalagang bagay na
magpapatatag sa atin marami man ang pagbabagong maganap.
Mapapansin natin sa ating kapaligiran na bawat araw ay
,araming pagbabagong naganap. Kahit sa ating mga sarili.
Walang masama sa pagbabago at hindi rin ito magdudulot ng
masamang resulta bagkus ay nagbibigay ito ng maganda. Ang
paggamit ng sariling wika ay nagbibigay sa ating nga isang
“national identity” na nagpapakilala sa ating pagiging mga
mamammayan ng isang bansa na may sariling wika na ating
ipinagmamalaki.
Ugaliin nating gamitin ang ating wika sa mga magandang
adhikain at huwag natin itong sbusuhin. Sa paglipas mga
panahon maraming pagbabagong nagaganap. Sa ating wika
maraming ng pagbago gaya ng paggagdag ng mga salitang
hango wikang Ingles, mga paggbabgo na nagpapakita ng
kaunlaran sa ating bayan. Kaya gamitin natin ang ating wika
sa tamang paraan at mahalin ito. Ang ating wika ay siyang
sumisimbolo ng ating pagiging maunlad na bayan na sumasabay
sa pag unlad sa mga bayan na kinikilala na sa buong mundo
na may sariling pagkakalilinlan.
Ngayong buwan ng Agosto ipinagdiriwang ng ating bansa
ang Linggo ng Wika na nagpapahiwatig sa buong mundo na
tayo ay Pilipino na may sariling wika na ating ipinamamalaki.

partnership between teachers and parents but the greater
responsibility lies in the parents since television programs are
watched at homes and this is where the parents can best be

municipalities by putting up Tech4Ed Centers which
will cater different forms of technology segments for
Job Portal, Market Place, Special Content, eLearning
on Demand, Farming Technologies, Government
Services, Quality Health Information and Disaster
Management. This Tech4Ed Centers will be a great
avenue for all the constituents especially the learners
for they can use the eLearning on Demand for their
educational needs. They can acccess different learning
portals and other learning resources with just few clicks.
Also, Tech4Ed centers are open to all regardless of
what you know about the digital know-how because
there will be Center Managers that will assist them

the red-tide alert," Villanueva
