The List of participants is furnished at Annexure-I. It was noted that there was no participation from AP, Telangana & Puducherry in the Meeting. Shri S R Bhat, Member Secretary, SRPC welcomed the participants to the Meeting. He stated that need for dedicated Study Group of SLDCs had been highlighted in the SRPCITCCIOCC forums. Need had also been felt for having quality node-wise data from the constituents which was necessary for optimal utilization of transmission assets The Procedure for Relieving Congestion in Real Time Operation mandated SLDC to assess the TTC / TRM /ATC on its inter-state transmission corridor considering meshed intra-state corridor for exchange (import/export) of power with ISTS. In addition, SLDCs are to designate Main and Alternate Officers as Reliability Coordinator(s). The need for having dedicated system group in each ultlty and Load Despatch Centres for Operation Planning had also been discussed in MoP Meeting held on 41" March 2014 to discuss. ‘Task Force Report on Power Systems Analysis under contingency. He added that the Network model had been prepared by SRLDC and put up in the SR Power Systems Group for validation, The issue needed to be focused for identifying Measures with the objective of optimum utilization of the corridors. Deliberations in the Meeting: Network Modeling * It was agreed that the transmission network shall be modeled down to 230/220 kV with loads lumped at 230/220 kV in accordance with the Provisions of Procedure for Relieving Congestion. Record Notes of the Meeting of Study Group of SLDCs held on « Generating units connected at 132 kV and above (normally above 50 MW) would be modeled along with the associated sub systems including the loads. « SLDCs needed to furnish balanced PSSE Case for the above model i.e. loads at 230/220 kV and generation at 132 kV clearly indicating MW, MVAR etc. * On account of truncation of model, there would be a few cases of generators not modeled forming part of state demand though, details of which are needed to be furnished separately. « Impact of wind generation needed to be captured appropriately for applicable petiod of TTC/ATC computation. Details may be furnished separately. Captive generators and their load to be given by the respective control area like Jindal, Vizag steel plant etc SRLDC would publish the assumptions along with the PSSE Case. Balanced case means sum of a) Internal generation b) ISGS Share allocation Record Notes of the Meeting of Study Group of SLDCs held on 20.10.2014 ©) LTA & MTOAs d) State losses e) Intra state STOA only The above should match with the Load given in the node wise data Frequency of Data Transfer * Revised balanced PSSE Case would be furnished for the next three months along with the 5" month PSSE Case as a rolling plan. * Major changes in network/load generation balance having impact on ATC/TTC computation are also to be communicated. + Itwas also agreed that TTC/ATC computations would be carried out for the upcoming week since assessment of load generation balance would be closer in real time. SLDCs would furnish the details for the N+1 week by 12 hours of Wednesday to enable SRLDC to work out the ATC/TTC within next three days. * SLDCs to furnish details by 8 AM each day for day ahead computation of ATCITTC. * Any changes in network (addition/deletion) along with parameters to be intimated to SRLDC separately. in excel format) * SRLDC pointed out that ISGS outages and scaling would be taken care by ‘SRLDC. One Time Validation of the Model * It was agreed that SRLDC would reconfigure the model as per the above and host it in web group. Constituents to validate and update the model by 5" of November 2014 along with Node wise data for March 2018. * SRLDC also explained the procedure for nomenclature of Bus Number. (Annexure Il) Study Group Status at SLDCs * Appreciation of KSEB was placed on record since it had formed separate Study Group for SLDC.._ ( Annexure III) TANTRANSCO informed that a separate group with Executive Engineer and ADE had been formed for System Study for SLDC. © KPTCL informed that a group consisting of EE (PS), EE (Grid), AEE (PS) and AEE (Grid) already existed and this group would be carrying out study for SLDC also. KSEB stated that the LTA allocation issued by CTU on 22" September 2014 had been put in abeyance. 100 MW allocation to KSEB from PTC Balco was also not operational from 01*' October 2014 since the generator was not ready to schedule power. They therefore requested that the S1 — S2 corridor be released for advance STOA transactions for 15 days or till a final decision is taken by CERC. SRLDC clarified that the available margin was already being released to Power Exchange. Member Secretary, SRPC thanked the participants for their interaction. He fequested the constituents to furnish the details and interact with SRLDC to ensure optimal utilization of the transmission assets.
