EDITORIAL
People Power
at 32
For Filipinos, 32 is the number associated
with the mentally ill.
Whatever is the root of this association, is
unclear.
As the non-violent uprising which toppled the
Marcos dictatorship marks its 32nd year, there
are sectors who want to reverse and revise
history by reinstalling the same people who
were ousted by the self-same mass movement
now called “people power revolution.”
With due respect to the mentally ill, this
move is a showing of a cerebral breakdown
and deterioration.
While these retrograde and recidivist minds
dismiss that February 1986 event as a coup
d’etat, which initially by some indicators could
be seen as such, it cannot also be denied
that it showed us a very important lesson in
democracy.
That the ‘demo’ in the word ‘democracy’
refers to the people and that democracy’s
power really rest on them.
1986 was an assertion of that power, that it
emanates from them. That while they elect their
representatives, this is with an unwritten social
contract that these representatives will be to
serve the people. Absent that commitment, the
people also have the power to remove them.
That was what Marcos, for all his erudition
and vaunted intelligence, forgot from Hobbes,
Locke and Rosseau.
The current move of the Duterte government
to shift to a federal form of government maybe
assumed to be inspired with good intentions.
Distribute power from “imperial Manila” to
the margins of the country, according to the
President in 2014.
That is good but not enough as it is clear
that the same dynastic families now sitting as
elected representatives in our legislature are
out to water down the President’s intention.
The ruling political parties, which have ceased
to be guided by principles but by interests,
are also out there to change clothes and color
each time a new leader rises.
So unless a self-executing provision be
included in the planned Constitution, we see
no reason to amend the present Constitution.
The Local Government Code has already
the preparatory provision which can evenly
distribute power from the center to the margins.
Only that the ruling oligarchs, the so-called “fat
dynasties” in the legislature have not passed
the enabling laws to concretize that.
That will be crazy, for as iriguenos are wont
to say: “Agta maloko?”

Tax Reform for Acceleration and Inclu-
sion (TRAIN) Law – the Dept. of Finance
is recommending new legislations.
Foremost are the new proposals to re-
form the Corporate Income Tax System,
highlighted by the lowering of the cor-
porate income tax rate in comparison
with our neighbors. The intended result
is to broaden the tax base by modern-
izing investment tax incentives to ensure
fairness, plus leakages and improve our
competitive position.
PHL corporate income tax rate is
highest in the region (at 30%), but col-
lection efficiency is also one of the low-
est. We have so much in our investment
incentive system which are not time-
bound as provided by various special
laws. Yet investments are not at par with
our ASEAN neighbors. DOF is hardly in-
volved in the tax incentives formulation
and grants. We need a comprehensive
strategy and holistic approach to create
stable sources of revenus to benefit the
whole country. The proposed corporate
I/T limit is up to 25% starting Year 2020.

maining incentive could be granted to
volume production and fixed invest-
ments support, similar to the CARS
Program. Instead of one brand and
one model per participant for each
slot, there shall be 4 platform suppli-
ers and 4 truck body builders to be se-
lected among the qualified applicants.

ist for literature in 2006,
Lumbera is both a poet and
a scholar. As a poet, he in-
troduced to Tagalog litera-
ture what is now known as
Bagay poetry, a landmark
aesthetic tendency that has
helped to change the ver-
nacular poetic tradition. He
is the author of the follow-
ing works: Likhang Dila,
Likhang Diwa (poems in
Filipino and English), 1993;
Balaybay, Mga Tulang
