Under NHM (NRHM & NUHM) many schemes are being implemented
with Contractual/outsourcing staff. Certain posts are filled up on contract basis
or through outsourcing, as the I\IHM Programmes are time bound. All
appointments are purely on temporary basis and for the project period only,
this has been already instructed to all the programme implementing State and
District Institutions. Moreover in the byelaws of State & District Health Society,
vide G.0.1 st cited, it has been ordered that the terms of appointment of the staff
of the society shall be regulated in terms of the quidelines that may be provided
by the State Government. Accordingly the Terms and conditions to the
contractual/ Outsourcing staff has been prescribed and communicated to the
districts. But it is observed that districts are not followed properly. Hence the
Terms and conditions to the contractual/ Outsourcing staff appointed under NHM
are again informed as follows:

1. The posts are filled up on contract basis for a period of 11 months only.

2. They should work for 6 days for a week from 10.00 AM to 5.45 PM.
(Office staff) or 8.00 AM to 5.00 PM (Hospital Staff) accordingly.

3. They are eligible for 10 days leave for the contract period of 11 months.

4. The leave exceed more than 10 days will be treated as loss of pay.

5. They are not eligible for any other kind of leave like Compensatory
leave, Earned Leave etc.

6. They are eligible to avail Government Holidays. If Govt. Holiday falls


on Saturday, it can be availed, otherwise Saturday will be working day
to them.

7. Based on the performance further contract period will be


entertained after one day break (i.e One working day) for
Contractual staff with due approval of E.C. after 11 months
contract period.

8. In respect of the outsourcing staff, if the performance of the


individual is not satisfied by the higher official, it may be
informed to the Outsourcing agency and obtain substitute for
the post.
The performance of the individual should be analysed before 2 months of
their closure of contract period. Performance analysis would be as follows:

i. Regular Attendance
ii. work performance of the individual
iii. General discipline of the individual

9. For Employees drawing salary less than Rs. 15,000/- per month
EPF is mandatory, employer contribution will be funded by NHM.

10. For those Employees who are drawing salary more than
Rs.15,000/- are not eligible for PF deduction. They should not
be brought under the purview of PF.

The above terms and conditions are applicable to all the contractual staff
working under all I\IHM Programmes including vertical programmes.

The receipt of the circular may be acknowledged.
