On or about the dates alleged below, in the District of Oregon, defendant BUD O'NEIL
BURKLEO did knowingly and willfully communicate and cause to be communicated a false
distress message to the United States Coast Guard, and caused the United States Coast Guard to

On or about December 21, 2016, in the District of Oregon, defendant BUD O'NEIL
BURKLEO, in a matter within the jurisdiction of the United States Department of Homeland
Security, Coast Guard Investigative Service, a federal law enforcement agency, knowingly and
willfully made a false statement to Special Agent B.T., knowing that the statement was false and
material to the Special Agent B.T.'s investigation into false distress messages communicated to
the Coast Guard from April to November, 2016. Specifically, defendant BUD O'NEIL
BURKLEO falsely stated that he had not communicated false distress messages when he knew
then and there that he had made the aforementioned false distress messages that were under
