The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):

Charge Description: On or about February 11, 2018 - February 12, 2018, in the County of Dakota,
Minnesota, CHRISTINE TERESA JEWLE SMITH, did being a parent, legal guardian, or caretaker, willfully
deprive a child of necessary food, clothing, shelter, health care, or supervision appropriate to the child's
age, when the parent, guardian, or caretaker is reasonably able to make the necessary provisions and the
deprivation harms or is likely to substantially harm the child's physical, mental, or emotional health.

STATEMENT OF PROBABLE CAUSE 3/23/2018 03:20:57 PM

On February 12, 2018, at approximately 12:35am, the Lakeville Police Department responded to a welfare call
near Kenwood Trail in Lakeville, Dakota County.  When law enforcement arrived they found an adult female lying on a
snow-covered sidewalk.   The woman was later identified as CHRISTINE TERESA JEWLE SMITH, dob: 01/16/1992,
hereinafter referred to as the Defendant.     The Defendant appeared intoxicated and was unable to comprehend basic
questions.  Medics were dispatched as the Defendant was unable to care for herself and there was a question of whether
she had sustained injuries from falling to the ground.     While waiting for the medics, the Defendant consented to a
preliminary breath test which registered a result of .288.    The Defendant was transported to the hospital for further
evaluation.

At approximately 1:30am, hospital staff contacted law enforcement after the Defendant stated that her two young

children, ages 4 and 7, were home alone.   After gaining access to the Defendant’s apartment, law enforcement found the
two children asleep in a bedroom.  The children’s grandfather was contacted and he agreed to watch the children. 

Law enforcement determined that the children were left alone for approximately four hours between 10pm and
2am after speaking to the older child and the children’s grandfather.    Upon the grandfather’s arrival, he informed law
enforcement that he had dropped the children off at the Defendant’s apartment around 9:40pm the night prior.   The seven
year old child stated that after they were dropped off by their grandfather, the Defendant left and told him that she would
be home in ten minutes.   

On February 13, 2018, law enforcement spoke to the Defendant who admitted that she had left the children
around 10pm because she wanted some hot wings from Green Mill.     While waiting for the hot wings, the Defendant
admitted to consuming a couple whisky shots and blacking out.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

X SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear on April 16, 2018 at 9:00 AM before the
above-named court at 1560 W Highway 55 Dakota County Judicial Center, Hastings, MN 55033 to answer this
complaint.

IF YOU FAIL TO APPEAR in response to this SUMMONS, a WARRANT FOR YOUR ARREST shall be issued.

WARRANT
To the Sheriff of the above-named county; or other person authorized to execute this warrant: I order, in the name of the State
of Minnesota, that the Defendant be apprehended and arrested without delay and brought promptly before the court (if in
session), and if not, before a Judge or Judicial Officer of such court without unnecessary delay, and in any event not later than
36 hours after the arrest or as soon as such Judge or Judicial Officer is available to be dealt with according to law.
