1 PURPOSE
1.1 Provide instructions and guidance to the Mechanical, Rigger, Signalman, Crane
Operator, Transport Operator and peoples involved in the lifting process, installation
and the mobilization of Gas Turbine Compressor Package conducted safely, with no
accidents/incidents to workers, equipment damaged and not disrupt the production
process (Loss Production Opportunity – LPO).
1.2 If the conditions are not met, then the people involved in the process of the installation
have the rights to stop the work.
1.3 This Document coverage all equipment 23 SAE 100/200/300/400/500 installation, such
as:
 Compressor Skid (Single body, 1st stage combined with 2nd stage) - 23CAE-
100/200/300/400/500
 Gas Turbine DriverSkid - 23CDT-100/200/300/400/500
 Inlet & Exhaust Duct (include silencer, damper, filter, louver etc.),
 Lube Oil Cooler package (include structure and platform) - 23HAL-

3 HSE REQUIREMENT
All personnel involved in the lifting process installation and the mobilization of Gas Turbine
Compressor package must meet minimum relating to Health Safety and Environment – HSE
as -follows:
3.1 Was declared fit to work in the area of COPI refers to the medical Check up (MCU) that
have been verified by the COPI medical team
3.2 Has the training on:
 HSE Induction and orientation, PPE, and i Care
 Permit To Work – PTW Level – 1 for all workers.
 Permit To Work – PTW Level – 2 for Work Leader.

 Complete all required safety training modules as per COPI HSE plan (e.g
confined space entry and rescue, working at height, and etc)
3.3 MTS (man power tracking system) card shall be valid
3.4 Confined space certificate shall be valid for personnel who will enter in to inside of vessel

4 DEFINITION
4.1 Telescopic Crane
A mobile crane with the necessary equipment to travel at speed on public roads, and on
rough terrain at the job site using all-wheel and crab steering. Ability of Truck-mounted
Cranes and the maneuverability of Rough Terrain Cranes.

4.2 Multi Axle


Multi Axle shall be used while construction phase, for transferring heavy equipment to near
the laydown area. Generally, multiaxle has maximum load capacity up to 111 ton.

4.3 Lifting Gear


Lifting gear is the auxiliary equipment which connects the object to be lift. Such as a wire
sling, spreader beam, chain block/hoist, lever block, shackle, master rims and others.

Use of lifting gear must meet suitably requirements to the weight of the load to be lift and
the lifting pol referring to the lifting plan and to ensure lifting gear is still suitable and safe in
the appointment process, each of lifting gear must have:

Identity Number

 Figure safe working limit (Working Load Limit – WLL or safe Working Limit –
SWL)
 Color Coding or last of date inspection and valid.
 All rigging gear must be certified with updated certificates.
4.4 Crane Operator
Crane operator is someone who is in charge of operating the crane with the standard
competent and have operating permit (must have Migas certificate). Crane operator only
accepts orders form signal man in the process heavy lifting.

4.5 Signal Man


Signal man is a person who charges of giving the cue or command to the crane operator in
the lifting process. Signal man wear a special vest to distinguish it from other team
members.

4.6 Rigger
Rigger is a person who is in charge to tie and install lifting gear to the equipment be lifted.
Rigger must have Migas certificate.

5 GENERAL SAFETY AND QUALITY REQUIREMENT


Safety will be the first consideration and the highest priority, some items installation.
5.1 Ensure Permit To Work (PTW) completed with Job Safety Analysis (JSA) and all supporting
documents (e.g lifting plan) has been released before start to work.
5.2 Time of work follow permit to work.
5.3 Perform pre job safety meeting before doing activities.
5.4 Personal protective equipment to be used, and conduct inspection prior use.
 Gloves
 Safety helmet + Chin Strap
 Full Body Harness double lanyard
 Safety Glass
 Safety Shoes
 Ear plugs / muff
 Dust masker
 Coveralls
 Reflective vest

5.5 Fire prevention


 Ensuring that flammable and/or combustible materials have been cleared from
working area according safety procedure.
 Protect other equipments with fire blanket.
 Fire extinguisher shall be prepared near at working area.
5.6 Electrical work
 Ensure all electrical tools already inspected by safety and tagged.
 Ensure all electrical hand tools cabling are well managed and tagged.
 Prior to using any electrical tools, visually examine attached cable with the
plug and any extension cord for crack and damaged.
 Prior to plugging in any electrical tools, make that the tools in off position.
 Ensure dedicated temporary electrical source for installation activity is tagged
and inspected.
 All electrical accessories will be installed following vendor installation manual
and vendor’s supervision direction.
 Use proper ladder when required
5.7 Working at heights
 Onsite working at height awarenes for rescue training to be given to all
personnel who will be working at height.
 Adequate Access and egress including safe access are provided at any
working platform

 Install scaffolding for access welding for working at height.


 When the welding work is performed at a high or narrow place with an unstable
posture, a meeting for coordination of preventing fire, electric shock, falling of
welders, etc. must be held among the supervisors and workers concerned
prior to starting the work.
 Using body harness with double lanyard.
 Conduct “STOP” all work activity at height if rain weather.
 Ensure that man baskets are inspected and certified with updated certificates
prior to using.
 Ensure that man lifts (sky/aerial lifts) are inspected and certified with updated
certificates prior to using. Only train personnel are allowed to operate
equipment.
5.8 Rigging
 Ensure all crane components are inspected and certified.
 Check all crane certificates are adequate and current until completion of the
work.
 Ensure all crane have been performed daily checklist
 Detail crane pad design to be used for the lifts including bearing capacity
minimum requirement and compaction test results comparing with study and
calculation from civil engineering.
 Clear area of unauthorized workers / persons.
 Ensure all lifts are covered by approved rigging / lifting plan.
 Ensure all rigging equipment is certified with updated and valid certificates.
 Ensure spreader bar bolted connection is torque & inspected prior to use.
 Conduct field assesment to ensure ground stability.
5.9 House keeping
 All work areas shall be kept clean on an ongoing basis or at a minimum daily
 Containers for scrap metal shall be provide and utilized.
 No job is complete until tools have been cleaned and properly stored, scrap
and waste material disposed of, and the equipment and work locations is in
good orderly condition.

8 ERECTION WORK
8.1 Preparation Work
Installation of packages shall follow Solar Turbine Installation Guidance

8.1.1 Crane Positioning


Ground/soil preparation: Make sure that area Crane is proper and crane mate or plate has
to be placed under crane position. Use other crane or equipment to install or place plate or
crane mate for area crane. The crane capacity is 220 ton. Perform assessment prior to
installation to ensure all obstructions have been removed. Set outrigger pad on the position
and check the levelling of the outriggers and their base.

8.1.2 Equipment Positioning


8.1.2.1. Equipment are transported by Multiaxle & Prime Mover from lay down area to the lifting
point. Unboxing of package will be done prior transporation. In this case, GTC package
will be placed on foundation, GTC package must be covered and protected with
temporary shelter and terpaulin.

8.1.2.2. Unboxing Package


Open box for GTC will planed on Laydown or on ground, this must consider elevation
between SPMT, dimension of GTC, and ground elevation. Opening the box shall follow
vendor document ie Package Lift Kit 23 SAE 100/200/300/400/500.

8.1.2.3. The position of equipment shall be accorded to rigging plan

8.2.4. Package Protection


Due to GTC shelter will be installed later, the GTC package needs to be protected in order
to prevent the package from damage caused by falling material during shelter installation.
Prepare scaffolding frame to protect the package. The illustration is shown in.

8.2.5. Setting Anchor Bolt and Sole Plate with Skid


8.2.5.1. When the installation of temporary shelter has finished, setting anchor bolt and sole
plate with skid (Centering and Levelling) using Hydraulic Jacks.
8.2.5.2. Jack down the skid on the sole plate and the skid shall be centered.
8.2.5.3. Centering of skid shall be done by using hydraulic jack supported under the trunnions
(bollards) to push the skid on the center position.

8.2.6. Joint interface of Turbine and Compressor

8.2.7. Pre alignment checking requirement shall follow Solar turbines MID

8.2.8. First Pouring of Epoxy Grouting


8.2.8.1. Ensure the Anchor box is clean and dry.
8.2.8.2. Protect the sleeve by using seal on the top of sleeve so there is no epoxy poured into
sleeve.
8.2.8.3. After the position of anchor bolt and sleeve is fixed, perform first pouring of epoxy
grout. For illustration see (Fig. 10). Read the instruction on the package of epoxy
product before mixing and pouring. Follow the instruction to grout the anchor bolt.
The instruction is specified in 8.2.6.4.
8.2.8.4. Epoxy grouting material is Philadelphia CHOCKFAST Red. The following documents
are specification of CHOCKFAST Red and design criteria of associated anchor bolt
and foundation concrete.

8.2.9. Sole Plate Levelling and Coplanar Check


8.2.9.1. Jack up the skid and support with wooden block to give more space for levelling and
second pouring of epoxy grout to anchor box.
8.2.9.2. Set the sole plate on the design elevation (Datum C).
8.2.9.3. Check and perform sole plate levelling according to PIL 181 and ES 9-414.
8.2.9.4. Check coplanar according to PIL 181 and ES 9-414.

8.2.10. Second Pouring of Epoxy Grouting


8.2.10.1. Ensure the Anchor box is clean and dry.
8.2.10.2. Protect the sleeve by using seal on the top of sleeve so there is no epoxy poured into
sleeve.
8.2.10.3. After the position of anchor bolt is fixed, perform second pouring of epoxy grout. For
illustration see (Fig. 11). Read the instruction on the package of epoxy product before
mixing and pouring. Follow the instruction to grout the sole plate. The instruction is
specified in 8.2.6.4.
8.2.10.4. Elevation of finish surface of epoxy grouting shall follow Civil Foundation.
8.2.10.5. Lowering down skid and check soft foot

8.2.11. Jack Down Skid Turbine and Compressor

8.2.12. Soft Foot Checking

8.2.13. Skid Levelling and Bolt Tightening


8.2.13.1. Set the skid on the design elevation (Datum D)
8.2.13.2. Take four points on top of the Compressor Skid and three points on Engine Skid,
ensure to be at the same level.
8.2.13.3. Level adjustment shall be done by using jacking bolt.
8.2.13.4. Level checking shall be done by using precision level.
8.2.13.5. Levelling shall accordance to Solar ES 9-414.
8.2.13.6. Torque values of anchor bolts shall follow Solar ES 9-54, and verify the base level
has been maintained.
8.2.13.7. Perform joint interface tightening first before tie down bolt tightening.

8.2.14. Alignment turbine to gearbox and compressor to gearbox shall follow requirement on
Solar turbines MID

8.2.16. Install Rain stack, Turbine Duct, Turbine exhaust and Exhaust Silencer (Parallel)
Verify orientation of emission sampling ports on rain stack before final installation to
ensure alignment with access platform. Install Scaffolding around Exhaust Silencer as
a people access to install Rain Stack.

8.2.17. Install Enclosure Air Inlet, Lube Oil Cooler (Parallel)


Install Scaffolding around equipment (GTC). This Scaffolding shall be used as an access
to install some equipment inside shelter. There are two hanger beam for lifting
equipment using chain block as lifting tool. Equipment are travelled and handled into
shelter by using hand lift.

8.2.19. Fill up Lube Oil


Fill up of lube oil will be performed during pre commissioning phase.

8.2.20. Piping Alignment


Pipe alignment will be performed by piping departement and supervised by Mech
Rotating Department. The requirement shall follow API 686 latest edition TPIM 1010 rev.
D. and latest MID.

8.2.21. Final Alignment


Make sure all related piping activities have been performed prior to conduct final
alignment. Requirement of final alignment shall follow MID, ID-N-SU-P-MEC01-B03-
00001 and TPIM 1010 rev. D.

8.2.22. Preservation Activity


Package protection and preservation shall be done before installation until release for
commissioning. These activities shall include, but not limited to storage limits, secure
area or barricade, protect equipment’s or materials from weather by water proof cover
material, preservation procedures. Motor driven bearing to be keeps on greased and
pump bearing keep on oily.

Safety concerned all rigging provided for the lifting activities shall be inspected, checked and correlated
against the individual certification for each item (original test certificate and periodic inspection/test)
Equipment shall be tested/checked as valid safety regulation. Gas Turbine Compressor Package must
inspect first before installing by equipment installer. Inspection must inspected by company and must
be documented with Quality Control Team. Measuring tools shall be periodically calibrated as valid
metrology regulation. Gas Turbine Compressor Package installer shall provide equipment and tools
but not limited to the following list.
