RENEWABLE ENERGY IN KYRGYZ REPUBLIC

 Hydro energy
 Potential of small and medium-sized
watercourses
 Solar energy
 Potential is 4,64 billions kWh
 Annual duration of sunshine is 2100-
2900 hours
 Wind energy
 Potential of wind energy with wind
speeds from 4 to 5 m/s
 Annual potential 2 billions kWh
RENEWABLE ENERGY IN KYRGYZ REPUBLIC

 Geothermal resources:
 Promising direction is the use of the
thermal mass of the land for heating or air
conditioning using modern heat pumps.
 Biodegradable waste:
 270 million m3 of biogas;
 35,000 rural families (5%) with biogas for
heating and cooking food;
 150 thousand rural families (20% of the
rural population) with biogas only for
cooking.
HYDRO ENERGY IN KYRGYZ REPUBLIC

 Hydro power resources:

 268 rivers;
 97 major canals;
 18 reservoirs;
 Annual potential 143 billion kWh;
 Used only 10%;
 9 large power plants with an installed power of
3,746 MW including:
 7 hydroelectric plants with an installed power of 3
030 MW;
 2 combined heat and power (CHP) plants with an
installed power of 716 MW
HYDRO ENERGY IN KYRGYZ REPUBLIC
 7. Alamedin HPP 6 - 6.4 MW (Chui Region);
 Hydropower potential of small rivers and
watercourses:  8. Alamedin Small HPP - 0.4 MW (Chui Region);
 5-8 billion kWh per year;  9. Bystrovka HPP - 8.7 MW (Chui Region)
 Used less then 1%.  10. Kalininskaya HPP - 1.4 MW (Chui Region);

 Currently, 16 small hydropower plants are operating  11. Issyk-Ata power plant - 1.4 MW (Chui Region);

 1. Lebedinovka HPP - 7.6 MW (Chui Region);  12. Naimanskaya HPP - 0.6 MW (Osh Region);

 2. Alamedin HPP 1 - 2.2 MW (Chui Region);  13. Maryam HPP - 0.5 MW (Chui Region);

 3. Alamedin HPP 2 - 2.5 MW (Chui Region);  14. KSK HPP - 1 MW (Osh Region)

 4. Alamedin HPP 3 - 2.14 MW (Chui Region);  15. Mini hydro power station "Kyrgyz Ata" - 0.2 MW
(Osh Region)
 5. Alamedin HPP 4 - 2.14 MW (Chui Region);
 16. “Tegirmenty HPS” small HPP – 3.0 MW (Chui
 6. Alamedin HPP 5 - 6.4 MW (Chui Region); Region)

 Now the construction of small HPP (0,54 MW) on the Beles River, Batken Region by the LLC “Ibragimova” is in process
REGULATORY AND LEGAL FRAMEWORK

 A tender for the construction of power plants,

except for large electric power production
facilities and sections of the backbone electrical
network;
 Interdepartmental tender commission for the
tender and the approval of tender conditions for
the right to build small hydroelectric power
stations;
 Model contract for the supply of electricity
generated by a generating company using
renewable energy sources of an electricity
supplying organization;
PREFERENCES

 The Law of Kyrgyz Republic “On Renewable Energy Sources” gives to RES subjects the next preferences:
 - the right to a guaranteed connection to the energy networks of installations using renewable energy sources;
 - the right to a guaranteed acquisition by the distribution electric power companies of all the generated energy;
 - are exempted from customs duties when importing and exporting equipment, plants and components for RES;
 - the validity period of a fixed tariff for a period of up to 8 years from the date of commissioning of an installation using
renewable energy sources;
 - abolition of licensing of activities related to the use of renewable energy sources;
 - fixed tariffs for energy in the amount of the maximum tariff set by the republic, with the use of increasing coefficients,
differentiated depending on the type of renewable energy sources.
PREFERENCES

 The coefficients to the maximum tariff for electricity for the end user for each type of renewable energy souces
for the payback period are set in the following amounts:
 - for installations using water energy, the coefficient is 2.1 or 4.71 KGS;
 - for installations using solar energy, the coefficient is 6.0 or 13.44 KGS;
 - for plants using biomass energy, the coefficient is 2.75 or 6.16 KGS;
 - for installations using wind energy, the coefficient is 2.5 or 5.60 KGS;
 - for installations using ground energy, the coefficient is 3.35 or 7.51 KGS.

 For information tariff for the end user is 2.24 KGS.
