build the “new Marawi” within the 250-hectare “Ground
Zero,” the former main battle area in the five-month siege

The proposal of Bagong Marawi Consortium, com-
posed of five Chinese and four local firms and led by
China State Construction Engineering Corp. Ltd. “was
already selected and negotiation for the terms of reference,

Normin Comelec ready for

barangay polls next month

guniang Kabataan elec-
tions set on May 14, the
Commission on Elec-
tion-10 said they are ready
to facilitate the local polls
as they are just waiting for
the poll materials to arrive
from Manila.
I n a n i n t e r v i e w,
Comelec-10 Regional Di-
rector Renato Magbutay
said they are now on “full
throttle” for the local elec-
tions.
He said the commission
has been gearing up for the
Barangay and SK elections
since 2016, which will be
conducted manually.
Magbutay said they
are just waiting for the
election materials, partic-
ularly ballots and election
returns, which are expected
to be shipped to the region
sometime this month.
According to the
data obtained from the
Comelec based on the
results of the 2016 elec-
tions, Northern Mindanao
has about 2,541,331 reg-
istered voters and 4,341
clusters of voting pre-
cincts. In that same year,
2,108,036 voters cast
their ballots, or a voters’
turnout of 82.95 percent.
In the same data set,
Comelec put the number
of total registered voters
nationwide at 54,363,844,
with actual voters of
44,549,848, or a turnout
of 81.95 percent.
During the latest
Comelec command con-
ference conducted early
this week, Magbutay said
his office is still waiting
for the Armed Forces of
the Philippines and the
Philippine National Police
to submit to the election
body with the list of areas
of concerns in the region.
Northern Mindanao has
its share of threats such as
the presence of Communist
guerrillas in the provinces
of Bukidnon and Misamis
Oriental where the New
People’s Army fighters
operate and engage the
military in skirmishes, es-
pecially in those provinces’
mountainous areas.
As of this writing, the
AFP and PNP have not yet
furnished the media their
list of areas of concerns
or election hotspots in the
region.
Magbutay said “the
threat will always be
there,” that is why they
are relying on the security
forces to provide them the
list so the Comelec will
know where the police and
military will intensify their

Command (Westmincom),
has achieved significant
accomplishments in its
campaign against the Abu
Sayyaf Group.
Lt. Gen. Carlito Galvez
Jr., Westmincom chief,
announced that troops,
through intensified opera-
tions, have neutralized 84
ASG members as of April
1, this year.
Galvez said in a press
conference that of the to-
tal neutralized bandits, 60
ASG members have surren-
dered, 13 were arrested, and
11 others were killed in the
military offensives.
Galvez said the 11 ASG
members were killed in
eight firefights initiated by
the troops from January 1
until April 1, this year.
He said among the 60
ASG members who sur-
rendered included Basi-
lan-based ASG leader Nur-
has-san Jamiri and his 13
followers
Jamiri’s group surren-
dered on March 28 to gov-
ernment troops in Barangay
Seronggon in Muhammad
Adjul in Basilan province.
They turned over 10
high-power firearms consist-
ing of seven M-16 Armalite
rifles, an M4 Carbiine rifle,
an M653 “Baby Armalite”
rifle, and an M-14 rifle.
“There were no de-
mands, but there were
concessions,” Galvez said
citing everything is being
evaluated and studied in

Malaybalay taps volunteers vs forest fires
MALAYBALAY City —
The local government unit
here plans to engage more
community volunteers as it
seeks to boost its prepared-
ness against destructive
forest fires, which are com-
mon throughout Bukidnon
province during the summer
season.
Maria Maida Apostol,
city local government pper-
ations officer, said local
residents in communities
prone to forest or bush fires
remain the most reliable
“front liners” in suppressing
conflagrations.
Apostol said the city has
started tapping community
volunteers to help village
officials implement prepared-
ness and mitigation measures
during forest fires.
The local government
gathered some 250 com-
munity fire volunteers from
14 organizations and 10
villages in the city during
the Wild Fire Prevention and
Suppression Forum held last
week, she said.
She said the city is look-
ing to increase further the
number of community vol-
unteers, who will be trained
in mitigation and prepared-
ness to complement the
capabilities of the local fire
brigade.

underscored the role of fire
volunteers to the city’s Wild
Fire Emergency Manage-
ment program.
Palma noted that BFP
personnel can only respond

heightened awareness and
in sharing fire prevention
practices to other residents.

Rebuilding Marawi
without the Maranaos?
EXCEPT for Manila during the World
War, no Philippine city has experienced
Street Talk destruction and displace-
ment of people as
Marawi has. And no
other city, not even at
the height of Marcos’s
iron rule, has suffered
such horrendous
devastation and death
as has Marawi under
Martial Law.

hear and read about
the rehabilitation of the proud Islamic
City are from outsiders—mainly nation-
al government-designated personalities
and task forces, including the military.
The local officials seem to be playing a
peripheral role, if any.
Worse, the Maranao citizenry are
largely restricted from the scene. Not
even their civil societies and other in-
stitutions seem to have a role. That’s no
way to rebuild, rehabilitate, or restore a
cultural site. On top of that, we’re told,

ONE of the gaps construed between
the Task Force Bangon Marawi - Gov-
ernment and the Internally Displaced
Persons (IDPs) is sending wrong infor-
mation, false hope, and false expectation
to the IDPs.. I think the government
in general, should think that no matter
how good the intention that they want to
implement in the post-Marawi rehabili-
tation for the welfare of the hopeless and
frustrated IDPs in Ground Zero, most of
the IDPs feel that they are betrayed in
the past 10 months.
1. On the first week of June 2017, the
government claimed that big portion of
Marawi was cleared from the militants
and they assured the public to protect the
areas outside the battleground. Did the
government protect the IDP properties
from the looters? Until now, the govern-
ment refuses to discuss the issue in the
formal public hearing.
2. During the CSO visit in the pro-
vincial capitol last June 12, 2017, the
government assured the public “IDPs’
that only small portion in Marawi has
been destroyed and sooner or later,
the IDPs can return to their respective
homes. Did the promise of the govern-
ment happen?
Is the Church above the law?
WE are a good copycat of the United
States that even the law on separation of
Knock, Knock Church and State as
written in our Consti-
tution is almost similar
to that of America’s.
The First Amend-
ment of the US
Constitution states that
“Congress shall make
no law respecting as
establishment of reli-

The 1987 Constitution of the Philip-
pines declares in Article III, Section 5
that “No law shall be made respecting
an establishment of religion or prohibit-
ing thereof.
Neither the law of the Church nor the
Republic of the Philippines on the sep-
aration of Church and State is absolute.

suddenly, that a China-PH Consortium
will undertake the rehabilitation.
The Maranaos can’t be too happy
about this development. It’s their city
and they’re not treated as the principals?
Marawi is not an ordinary city. The
people have a culture, art, and architec-
ture that antedate Spanish-and-American
influences. The task of rehabilitating
it and resettling its displaced people
requires delicacy and sensitivity. A
gargantuan undertaking, it requires un-
derstanding of the people’s sensibilities,
customs, religion, and standards. Total
collaboration among all the sectors and
institutions in all of its 24 barangays is
called for.
But from all appearances, the of-
ficials in charge view the task in very
simplistic terms—as if it were just an
engineering and construction effort.
The Local Government Code (R.A.
7160) is very clear about the role of
local officials and their constituents in
developing and administering a city or

3. In July 2017, the IDPs initiatives
to demand and return the IDPs in their
respective place called “kambalingan”
and the government responded that no
less than the honorable Defense Secre-
tary had a meeting and dialogue with
the stakeholders in Marawi to address
the issue. At the end, they promised to
let the IDPs return as soon as Ground
Zero became free from terror or from the
militant group. After October 16 where
Marawi was officially liberated from the
militant group, how many months of suf-
ferings and agony had been experienced
by the IDPs from MAA waiting for their
return after the liberation of Marawi?
4. During the time of former Chair-
man Yano of Task Force Bangon Mara-
wi, he told the IDPs many times that the
government is committed to address the
reparation and compensation to the dam-
age of properties in the war zone areas
during the rehabilitation period because
the government launched the war against
the terrorist and they also knew the con-
sequences to the affected people on the
action made by them. After his term as
TFBM chairman, the government again
through the new TFBM leadership says
that the government could not address

people and as explained by the Church
have been unclear on what they want.
And because of this ambiguity, both par-
ties find ways to go around the law make
their violation a matter that is subject to
one’s own interpretation. As it is today,
the government is at a losing end. Or, so
it seems.
Anything the Church does, be it in
business or property ownership is tax
free. It may be the most stupid law,
thanks to the influence of the Church
over its believers, but in a land where
more than 80 percent are Catholic, one
just can’t simply ignore the influence
of the Church over its flock. Politicians
need votes to stay in power. A good
relationship with the Church may not
guarantee their support, but to antago-
nize the Church is simply suicide. Or, so
they say and think.

118 years ago
MARCH 30 was the 118th anniversary
of the coming of the American forces to
Cagayan de Misamis (Cagayan de Oro),
the capital town of Misamis Province.
On that fateful day, the Past Speaks
lookout unit headed
by Clemente Chaves
that was stationed
in Buntola Hill (the
area where High
Ridge restaurant
is located) saw the
arrival of big Amer-
ican warships that A. Paulita Roa
started to unload
hundreds of American soldiers at the
mouth of the Cagayan River. Chaves
then ordered their lone canon to be fired
for this was the signal to the townspeo-
ple that the enemy has arrived.
These well-armed soldiers in their
khaki and dark blue uniforms then
marched along Del Mar St. (Apolinar
Velez St.) as frightened Kagay-an-
ons watched helplessly. A big group
of American officers headed by Gen.
Bates, Col. Goodwin, commander of the
Regiment No. 40 of the US Volunteers,
and Maj. James F. Case rode in fast mo-
tor launches and landed at the back of
the Casa Real (City Hall). They went up
the building and immediately relieved
Provincial President Jose Roa y Casas
and other officials of their duties. But
they told Municipal President Toribio
Chaves and Cipriano Vamenta, the chief
of police, to stay until further notice.
American soldiers were then stationed
in every street of the town. All the big
houses around the plaza (Gaston Park),
including the convent of San Agustin
Church, were converted as barracks for
these soldiers.
It was also at this time when hun-
dreds of Kagay-anons and Misamisnons
went up the Gango Plateau to join the
armed group headed by a young lawyer
and school master, Nicolas Capistra-
no. The group was known as the Liber
Troop or Liberation Army. Months be-
fore the American invasion, volunteers
underwent military training at the plaza
and it was agreed upon that in the event
that the Americans will come, they will
form a resistance army to fight them in
order to secure their freedom. Among
the volunteers were women from Lapas-
an headed by Arcadia Valenzuela. Many
wives of the soldiers headed by Cecilia
Capistrano also went up to Gango with
their children and never left their hus-
bands during the duration of the war.
April 7 will mark the 118th anni-
versary of the Battle of Cagayan de
Misamis. A week after the Americans
came and occupied the town, Capistrano
and his men staged what was to be a
surprise attack on the American soldiers
sleeping in the houses around the plaza.
They waited just outside the town for
the church bells to ring for the early
dawn mass at the San Agustin Church.
When the bells rang, immediately the
men sprang into action. Capistrano and
his officers on horseback, stood in front
of today’s water tower (Cagayan de Oro
City Museum) and silently directed the
men through hand signals relayed to
other officers who were with the ma-
cheteros and the artillery.
According to foremost Kagay-anon
historian, Filomeno M. Bautista, the first
in line were the macheteros carrying the
ladders to scale the houses. The artil-
lery men were next in line. All of them
moved silently. Suddenly, the stillness
of the early dawn was shattered by the
piercing war cries of the Bukidnon
warriors who killed the American guards
that were assigned to the quarters of

community. There is sup-
posed to be a City Develop-
ment Council with all sectors
and Non-Government Or-
ganizations as members. Its
main task is to prepare and
oversee the city’s Comprehen-
sive Development Plan and
Annual Investment Plan. The
same goes for the Barangay
Development Council of each
community.
Both Councils are the
agencies mandated to handle
development planning, living
arrangements, and implemen-
tation—regardless of circum-
stances. All others serve as
support agencies and resource
suppliers where or if needed.
This system affirms the pri-
macy of the people in respect
of their sovereign status, as the
source and beneficiary of all
government authority.
But nothing has been men-
tioned of these bodies, not of
the city’s, nor of the baran-
gays’. Have their roles and
jurisdictions been coopted by
the higher-ups? Are they sim-
ply sidelined in the scheme of
things? Collateral damage in a
regime of Martial Law?
It certainly appears like
the proposed rehab designs,
plans, and site relocations are
merely being dictated. There
is no sign that local officials
and agencies play a significant
role. None of the barangay
governments, the basic units
with their constituents, are
mentioned. And none of their
special bodies and functional
committees seem involved.
Even so basic a task as
convening the Barangay As-
sembly of these communities
has not been done. These are
their legislative governing
bodies composed of all the
voting-age citizens. Are the
Maranao communities being
taken for granted and belit-
tled? It sure looks that way.
Martial Law!
Yet they too have resident
professionals and institutions
who can generate and vet
plans, programs, or stan-
dards in accordance with
their community’s customs,
practices, style, or content.
The non-mention of their role
and involvement may be an
oversight; if indeed merely an
oversight or poor appreciation
of the need for public infor-
mation and public relations,
it would be bad enough.
But if it reflects policy
and intent, then there’s a lot
to answer for. It is very wrong
for the Maranaos to be mar-
ginalized with respect to what
purportedly are being planned
for them. And so is it wrong
for their duly elected officials
and institutions to be swept
aside as higher-ups and ex-
ternal bodies take over and
presume to do what’s good
for them.
It indicates that the Im-
perial Manila Syndrome, or
maybe an Imperial Davao
Syndrome, has taken hold
in today’s political climate.
How else can one interpret
the cavalier treatment of the
governments of Marawi City
and its component barangays?
Have they been reduced to
second-class status, their con-
stituents marginalized?
This thoughtless practice,
if not rectified, robs the local
governments and their con-
stituencies of their primary
responsibility and role in
managing and developing
their own jurisdictions.
A serious setback for local
autonomy, it presages what
collateral damage Martial
Law in Mindanao or else-
where can inflict.

the reparation for the victims
unless provided by law. The
NEDA plan never mentions
the reparation. Is the gov-
ernment happy to give false
hope and expectation to the
IDPs especially that they are
emotionally affected due to
the situation?
5. On Oct. 16 onward, the
justification of the govern-
ment to prevent the IDPs to
enter in Ground Zero might
be right due to the unfounded
IED, but for more than five
months is too much. The vis-
itors or people from Manila
can easily visit Ground Zero
in Marawi but the IDPs them-
selves have no chance to visit
their respective homes except
for various permit and so on.
Did this kind of process not
violate the IDP constitutional
rights both International Hu-
manitarian Law “principle of
forced displacement and the
right to return” and the sover-
eign right of the IDPs to return
in their respective houses after
the war? Worst, most of the
properties of the IDPs have
been looted and until now, no
further explanation of who
will be accountable for these
incidents. Can you blame the
IDPs to call for their return in
their respective homes even
without rehabilitation?
6. The government
through the Office of Civ-
il Defense conducted the
post-conflict and needs as-
sessment including the dam-
age properties in MAA. The
results shown that 100% of
the houses are destroyed.
However, the data did not
articulate and explain the clear
methodology and mechan-
ics on how they derive the
accurate assessment. When
they were asked how they
assessed the properties inside
the houses, no response from
them. Therefore, I presumed
that the government plan to
flatten Marawi is consistent
as revealed by Chairman of
TFBM during his interview
in ABS-CBN. Can flatten-
ing Marawi address the IDP
grievances? Or is flattening
Marawi a consensus decision
by the TFBM together with
other leaders?
7. The comprehensive
plan made by the Neda to
be presented to the President
for signing is assumed “bot-
toms ups” approach because
it was attended by elected
local leaders and other stake-
holders from MAA accord-
ingly. The representation of
the Barangay Chairman and
council will never represent
the general public or IDP”
in general. The destroyed
properties are not only pub-
lic facilities but also private
properties. Therefore, the
consultation should include
all community stakeholders.
If the plan is IDP-centered
and based on the needs of the
IDPs from Ground Zero, can
you tell the general IDP’s if
the plan has been addressed
the IDP clamor including
returning to Marawi perma-
nently without deadline and
restriction, reparation to the
IDP damage properties, loot-
ing, restoration of madrasah
and masjid, creation of third
party to assess and monitor
the whereabouts of the fund-
ing sources given to various
agencies, temporary shelters
must anchor to the Meranao
sensitivity and clear criteria
of beneficiaries, clear support
for livelihood and subsidies to
both home-based and evacua-
tion sites, 10 meters instead of
50 meters for the no bill zone,
clear compensation to the
private properties that will be
affected to the development
plan like road widening, cash
assistance instead of relief
assistance and many more.
Henceforth, if the explanation
of the TFBM and the LGU
(local government unit) is
somehow different from the
outline written in the com-
prehensive plan from Neda,
therefore it needs to clarify
before any rehabilitation in
Marawi is started.
8. The psyche of the Mer-
anao is still opposing the
extension of military camp
within the heart of Marawi
since it violates the protocol
that military camp must be
confined outside the city be-
cause whatever happens for
security instability, the people
inside the city will not be
directly affected. Most of the
people believe that installation
of many camps inside Marawi
city will never guarantee the
peace stability inside Marawi
like in Jolo where extrem-
ism is very high despite the
presence of various military
camps. On the other hand, it
also contradicts the normal-
ization process between the
MILF and the government
if Bangsamoro Basic Law is
passed. Thus, the IDPs oppose
the installation of military
camp because it never under-
goes public consultation with
the stakeholders and worst,
the landowners are asked by
the government to sell their
land in the situation that the
people are attracted to money
than their principle because
of the situation. The IDPs feel
that the government is mone-
tizing their dignity. The pres-
ent Campo Ranao in Marawi
must be upgraded with full
facilities with additional per-
sonnel to ensure the safety of
the public as well increase the
number of Philippine National
Police (PNP) personnel in
Marawi as a mobile force to
prevent any eventualities in
the future instead of putting up
more camps within the heart
of the city.
The government through
the TFBM faced tremendous
problems and challenges in
the execution of their plan
and program to rehabilitate
Marawi. Marawi is complex
in nature because the govern-
ment often undermines the
sensitivity among Meranao.
The situation in Marawi is be-
yond rehabilitation. The pro-
nouncement for the perma-
nent relocation has threatened
many IDPs because Meranao
is like other indigenous people
in the country where their reli-
gion, faith, culture, norms and
way of life is attached to their
land. If they will be evicted
and transferred to other areas,
their way of life and identity
will also be transformed and
challenged.
Thus, false expectation,
false hope, and misinforma-
tion amidst the IDP situation
will always aggravate the
situation. The TFBM and
the LGUs should revisit the
psychology and sensitivity
of the Meranao to bridge the
gap transcended within them-
selves. Henceforth, the call
for the immediate return of
the IDPs in the Ground Zero
is one way to show unselfish
support to the government.
Therefore, the call to return
is not a privilege but a right.

to rally behind those who
rebelled against the dictato-
rial regime of the Marcoses.
It’s so intoxicating that the
Church found it hard to shed
it off and opted to partake
of it. And the influence of
the Church continues until
today.
In a recent controversy
between homeowners of
the Golden Glow Village,
the Church invoked the
doctrine of separation of
Church and State after vi-
olating certain government
laws.
Pueblo de Oro donated a
piece of land for the purpose
of putting up a church. A
church may be good for a
growing community and no
problem would have arose
from it if it stuck to its origi-
nal plan and purpose, but St.
Francis of Xavier Church
went farther by building
a columbarium inside this
huge church without con-
sulting residents.
Thus, sometime in Au-
gust 2016, the Golden Glow
Village Home Owners As-
sociation submitted their
resolution to the Housing
and Land Use Regulatory
Board, interposing their
vehement opposition to the
operation and establishment
of the columbarium.
There were exchanges of
letter and personal commu-
nications between parties,
including HLURB. The
side of the Church made an
ardent appeal to the home-
owners, only to cloud its
sincerity by issuing state-
ment calling the homeown-
ers “ignorant and selfish.”
It certainly does not speak
well of the Church.
On Aug. 24, 2018,
HLURB responded to the

homeowners by saying,
“that no application for
a Development Permit,
Certificate of Registration
and License to Sell for a
columbarium project was
submitted to our office as
of this date.”
Even ordinary folk have
to get permits for fencing.
What more for a project
like columbarium! What is
the Church trying to tell us?
That they are above the law?
On Dec. 6, 2017,
HLURB wrote a letter to
Archbishop Antonio Ledes-
ma, citing the following vi-
olations after evaluation and
verification by their office:
1. failure to a secure
development permit;
2. selling without a de-
velopment permit;
3. selling without license
to sell;
4. selling without Certif-
icate of Registration.
As such, the Church was
issued a Cease and Desist
Order without delay.
Apparently, the Church
ignored the letter of HLURB
dated Nov. 21, 2018, citing
certain guidelines as man-
dated by the law of the
State. It has continued with
haste to finish the project.

racks while other Amer-
icans from the windows
and some on the church
belfry, exchanged fire
with the artillery on the
ground. Apolinar Pabayo
fought inside the bar-
racks using his sword,
wounding many before
he himself was killed.
Clemente Chacon fought
courageously while stand-
ing on the ladder. He was
pushed and he fell on to
the ground, sustaining a
big gaping wound on his
head. When Capistrano
saw that they were losing
the fight, he ordered for
a retreat. He and his men
fled to the direction of
Camaman-an where the
Americans could not catch
them.
Almost a hundred bod-
ies of the men belong-
ing to the Liber Troop
lay around the plaza and
in some of the nearby
houses. Bautista wrote
that most of them were
young and they gave their
lives willingly so they
can continue to live in
freedom that they had
briefly enjoyed. It was
Toribio Chaves and some
Kagay-anons that gath-
ered up the dead and gave
them a decent burial.
On April 7, 2000, the
National Historical Com-
mission of the Philippines
or NHCP (formerly the
National Historical Insti-
tute) installed the presti-
gious national historical
marker at Gaston Park
on the centennial year of
the Battle of Cagayan de
Misamis. Unfortunately,
this marker was moved
by Mayor Oscar Moreno
without consultation with
NHCP to another area in
Gaston Park, facing the

City Tennis courts and is
devoid of any historical
meaning. The original site
of the marker faced the
Cagayan de Oro General
Hospital that once was
the building known as
the Club Popular. It was
at Club Popular where
most of the men from the
Liber Troop signed the
Pact of Resistance where
they vowed to fight and
defend their land to pre-
serve their freedom. Club
Popular later became an
American barracks that
was one of the scenes of
the bloodiest fighting of
this historic battle.
Almost a year later,
on April 6, 1901, Gen.
Nicolas Capistrano told
his men that after a series
of peace negotiations with
the Americans in Gusa, he
has accepted the terms of
peace. On the late after-
noon of April 6, 1901, the
general gathered his men
for the last time and made
a brief farewell speech:
“You have to leave im-
mediately for Sumilao so
as to be there before 8:00
o’clock tomorrow morn-
ing. We fought through
the war together for the
defense of our Fatherland.
As your chosen leader, I
have done the best I could
for you. God grant that
hereafter, our people will
enjoy greater freedom as
a result of the war. You
are now ready to return
to your loved ones and
live in peace and to work
for the best interest of our
country.”
On April 7, 1901, a
year after the Battle of
Cagayan de Misamis, the
men of the Liber Troop,
the local resistance army
headed by Gen. Nico-
las Capistrano, surren-
dered to the Americans at
around 9:00 o’clock in the
morning in the town plaza
of Sumilao , Bukidnon.
Some of the officers like
Maj. Justo Gaerlan were
exiled to Guam where he
died shortly afterwards.
Gen. William A. Kobbe
reported that the Sumilao
surrender under Capist-
rano’s command yielded
nine officers, 160 men,
187 rifles and 80 shot-
guns. According to Gen.
Arthur MacArthur, this
event “ended troubles in
Mindanao as far as Filipi-
nos were concerned.”
Not many of you know
that there is a Plaza de los
Heroes, the only Philip-
pine-American War me-
morial in Mindanao that is
located near the Pueblo de
Oro Development Corp.

Avenue. This was erected
with the help of Pueblo de
Oro Development Corp.
under the then general
manager, Rudy Menes,
and the National Histor-
ical Commission of the
Philippines in 2004. Being
a member of the Cagayan
de Oro Historical Com-
mission, I was tasked to
do the research and write
the battle accounts and
names of our heroes and
heroines of this historic
war. Do find time to visit
this memorial for it holds
a vital piece of our local
military history.

Still no justice for survivors of ‘Kidapawan massacre’

DAVAO City — Two years
have passed but justice
remained elusive for survi-
vors of the bloody dispersal
of protesting farmers who

the Kidapawan Massacre.
In a press conference on
Tuesday, Ebao Sulang, fa-

Sulang, lamented that not
one was held accountable
for his son’s death.

and a church compound, and
harassed farmers.

Philippines to join upper middle income economies by 2019: Neda
THE Philippines can join the
ranks of upper middle income
economies as early as end-2019
or two years ahead of target, the
National Economic and Devel-
opment Authority (NEDA) said
Tuesday. This is if the economy
manages to sustain its brisk ex-
pansion due to higher infrastruc-
ture spending and other growth
drivers.

De Leon said the hike of debt
