The Supreme Court of Canada held that the situs of receipt of unemployment insurance benefits
cannot be determined by general conflict of laws principles for determining the situs of a debt. Simply
applying the "residence of the debtor" test would be inappropriate in this context. The court must
consider the purpose of the unemployment insurance legislation and where the benefits are intended to
be received.
