principles, related features, network impact, and engineering guidelines.

2 Overview

2.1 Introduction
When frequencies are insufficient on a network, frequencies are tightly reused in neighboring
cells. In such situations, severe co- and adjacent-channel interference occurs on the network
and cannot be eliminated even if the frequency hopping (FH) technology is applied. When the
number of calls on such a network exceeds a certain limit, mutual interference between calls
jeopardizes speech quality and the carrier-to-interference ratio (CIR) required by a call cannot
be achieved. As a result, call drops occur. This reduces network capacity even if there are idle
channels on the network in this scenario.
To alleviate network interference, increase network capacity, and improve frequency resource
usage efficiency, IBCA II is introduced. This feature provides the following functions:
l Estimates the CIR for a new call during channel allocation and the interference the new
call will cause to established calls. Based on the estimation results, the BSC allocates the
optimal channel to carry the new call. This channel must meet the new call's requirement
for CIR and minimize impact on the network.
l Decreases the initial transmit power of the new call and the transmit power of the
interference source.

2.2 Benefits
IBCA II provides the following benefits:
l Network capacity increases by up to 20 percents without jeopardizing KPIs related to
speech quality, TCH call drop rate, and handover success rate.
l For networks of the same capacity, the Um receive quality (RxQual 6 and 7) increases by
up to 30 percents, the mean opinion score (MOS) increases by up to 0.2 points, and the
TCH call drop rate decreases by up to 20 percents. In addition, other circuit switched
(CS) KPIs do not deteriorate, although packet switched (PS) KPIs deteriorate slightly.

2.3 Specifications
l The BSC supports a maximum of 24 IBCA II interfering neighboring cells. The
neighboring cell type is specified by the NCELLTYPE(BSC6910,BSC6900) parameter.

l When inter-BSC IBCA II is enabled, the BSC supports a maximum of 16 adjacent BSCs.
An IBCA II cell has the following restrictions on mobile allocation (MA) group and mobile
allocation index offset (MAIO) configurations:
l A maximum of three MA groups can be configured, and the number of frequencies in
each MA group must be the same.
l A maximum of 24 MAIOs can be configured.
l Only one MA group can be configured for IBCA II cells using the same timeslot on the
same frequency band.
l A maximum of 24 MA groups can be configured for all IBCA II interfering neighboring
cells of an IBCA II cell. The principles for calculating the number of MA groups are as
follows:
– For a GSM900 or GSM850 cell, only the number of MA groups configured for
IBCA II interfering neighboring cells working on the 900 or 850 MHz frequency
band is included.
– For a DCS1800 or PCS1900 cell, only the number of MA groups configured for
IBCA II interfering neighboring cells working on the 1800 or 1900 MHz frequency
band is included.
– If the MA groups for IBCA II neighboring cells are the same, the number of MA
groups is calculated as one.
Table 2-1 describes the specifications of TRXs, SCTP links, and service board processing
capabilities in typical configuration scenarios.

For the BSC6900, the MCP in the following description indicates the XPUa/XPUb board with
LGCAPPTYPE(BSC6900,BSC6910) set to MCP. In this situation, mixed insertion of XPUa and XPUb
boards is not allowed. For the BSC6910, the MCP in the following description indicates the EGPUa/

TRXs
l BSC6900: IBCA II can be enabled on a maximum of 3072 TRXs. When inter-BSC
IBCA II is enabled, the BSC6900 supports a maximum of 1200 TRXs in external IBCA
II interfering neighboring cells.
Table 2-2 lists the number of required MCPs in different TRX configurations.

l BSC6910: IBCA II can be enabled on a maximum of 6000 TRXs. When the inter-BSC
IBCA II is enabled, the number of TRXs in the external IBCA neighboring cells cannot
exceed 3000.
Table 2-3 lists the number of required MCPs in different TRX configurations.

When inter-BSC IBCA II is enabled, SCTP links need to be planned.

Assume that IBCA II is enabled on both BSCs 1 and 2. Use the following method to calculate
the number of SCTP links for IBCA II.

1. For BSC 1, calculate the number of external IBCA II neighboring cells configured for
BSC 2 and then calculate the number of TRXs in these cells. The calculated number of
TRXs in these cells is A.
2. For BSC 2, calculate the number of external IBCA II neighboring cells configured for
BSC 1 and then calculate the number of TRXs in these cells. The calculated number of
TRXs in these cells is B.
The number of SCTP links is a roundup value and calculated using the following
formula:

MAX(A,B)/300. For example, for the BSC6900, 1200 external IBCA II neighboring

Processing Capabilities of Service Boards


After IBCA II is enabled, the processing capabilities of service boards decrease. The
following provides the processing capabilities of service boards after IBCA II is enabled.
l Main control XPUa: 200 TRXs
l Non-main control XPUa: 260 TRXs
l XPUb: 480 TRXs
l EGPUa/EGPUb/EXPUa/EXPUb: 750 TRXs

3 Technical Description

3.1 Overview
The IBCA II algorithm is enabled when the IBCAALLOWED(BSC6900,BSC6910)
parameter is set to YES(Yes) and the IBCAIIAllowed(BSC6900,BSC6910) parameter is set to
ON(On).
The IBCA II feature enables the BSC to evaluate network interference and then allocate the
optimal channel to an MS in the following procedures:
l TCH-to-PDCH or TCH-to-SDCCH conversion: In this procedure, the IBCA II algorithm
ensures that the PDCH or SDCCH converted from a TCH does not cause any
unacceptable effect on network quality. Therefore, network interference is minimized.
l Channel allocation during an assignment or handover: In this procedure, the IBCA II
algorithm ensures that the channel allocated to a new call has the best signal quality and
minimal impact on the network. In addition, if speech quality is poor or a call is on the
verge of being dropped after it is successfully set up, this algorithm helps decrease the
transmit power of the interference source in a timely manner and minimizes the
interference on the call, thereby improving speech quality and preventing call drops.
In this way, the network interference is reduced.
Figure 3-1 shows the implementation of the IBCA II algorithm for these procedures.

The IBCA II algorithm consists of the following procedures:

l Calculating the path losses


The BSC calculates the path loss between an MS and its serving cell and the path loss
between the MS and an interfering neighboring cell. For details, see 3.2 Calculating the
Path Losses.
l Estimating CIRs
The BSC estimates the channel CIR based on the calculated path losses. For details, see
3.3 Estimating CIRs.
l Determining whether to perform a dynamic channel conversion
Based on the estimated CIRs, the BSC determines whether to perform a dynamic channel
conversion. If a PDCH or SDCCH converted from a TCH will cause any unacceptable
effect on network quality, the BSC does not perform a TCH-to-PDCH or TCH-to-
SDCCH conversion. For details, see 3.4 Determining Whether to Perform a Dynamic
Channel Conversion.
l Evaluating the channel priority

Based on the estimated CIRs, the BSC determines the channel priority to select the
optimal channel. For details, see 3.5 Evaluating Channel Priority.
l Selecting the optimal channel
Based on the channel priority, the BSC selects the optimal channel for the MS. For
details, see 3.6 Selecting an Optimal Channel.
l Identifying a call on the verge of being dropped and preventing call drops
If speech quality is poor or a call is on the verge of being dropped after being
successfully set up, the BSC performs the following functions:
– Searches for interference sources
– Calculates the interference level of each interference source
– Identifies one or multiple more strong interference sources
– Reduces the transmit power of the strongest interference source in a timely manner
For details, see 3.7 Identifying a Call on the Verge of Being Dropped and Preventing
Call Drops.

3.2 Calculating the Path Losses


Introduction
The BSC preferentially uses measurement reports (MRs) to calculate path losses. Upon
receiving an MR, the BSC interpolates and filters the measured values to obtain accurate
uplink/downlink receive level of the serving cell and downlink BCCH receive level of an
IBCA II interfering neighboring cell measured by an MS. The filter length is specified by the
IBCACALLINFOFILTERLEN(BSC6900,BSC6910) parameter. Based on the obtained MR
data, the BSC calculates the uplink/downlink path loss between an MS and its serving cell and
the downlink path loss between the MS and an IBCA II interfering neighboring cell.

NOTE

During an inter-BSC handover, the source BSC sends the measurement information about the serving
cell and its IBCA II interfering neighboring cell to the target BSC to improve the accuracy of
interference evaluation if both of the following conditions are met:
l IBCA II is enabled in the target cell.
l IBCAIIInterBscHoInfoSw(BSC6900,BSC6910) is set to ON(On) for the target cell.

Uplink/Downlink Path Loss Between an MS and Its Serving Cell


Uplink/downlink path loss between an MS and its serving cell = Uplink/downlink transmit
power of the serving cell – Uplink/downlink receive level of the serving cell measured by
the MS

l If the BSC cannot obtain the downlink receive level of the serving cell measured by an
MS because downlink MRs are lost, the BSC calculates the downlink path loss using the
following formula:
Downlink path loss between an MS and its serving cell = Uplink path loss between the
MS and its serving cell + Value of IBCADLPATHLOSSOFF(BSC6900,BSC6910)
l If the BSC cannot obtain the uplink/downlink receive level of the serving cell measured
by an MS because both uplink and downlink MRs are lost, the BSC uses the value of
IBCASCELLPATHLOSS(BSC6900,BSC6910) as the uplink/downlink path loss.

BCCH receive level of an IBCA II interfering neighboring cell is lost:
– If the downlink BCCH receive level of the same IBCA II interfering neighboring
cell is not included in N consecutive MRs, the BSC uses the value of
IBCANCELLPATHLOSSESTIMATE(BSC6900,BSC6910) as the downlink
BCCH receive level of an IBCA II interfering neighboring cell measured by the
MS.
– If the downlink BCCH receive level of different IBCA II interfering neighboring
cells is not included in N consecutive MRs, the BSC calculates the downlink BCCH
receive level of an IBCA II interfering neighboring cell measured by the MS using
the following formula:

The value N is specified by the

neighboring cell measured by the MS because downlink MRs do not contain the
downlink BCCH receive level of any IBCA II interfering neighboring cell, the BSC
calculates the downlink path loss using the following formula:

3.3 Estimating CIRs

3.3.1 Searching for Interference Sources


Wanted signals for a call are interfering signals for other calls. On a live network, a variety of
interference sources can cause varying levels of interference. Rather than measuring all
interfering signals, however, the BSC determines the interference source scope before
estimating the channel CIRs.
In neighboring cells for which the NCELLTYPE(BSC6900,BSC6910) parameter is set to
IBCANCELL(IBCA Neighboring Cell) or HANDOVERANDIBCANCELL(Handover
and IBCA Neighboring Cell), the BSC searches for the calls that cause interference to a new
call and selects N established calls that cause the strongest interference to the new call. The
BSC then uses these calls to estimate the channel CIRs. The value N is specified by the
IBCAMAXINTFSRCNUM(BSC6900,BSC6910) parameter.
During the TCH-to-PDCH conversion or searching for interference source for a call on the
verge of being dropped, the converted PDCH is considered as an interference source for

established calls. In this situation, the BSC minimizes interference by decreasing the
downlink transmit power of the PDCH. The downlink transmit power of the PDCH is
calculated using the following formula: Downlink transmit power of the PDCH = Maximum
transmit power of the PDCH – IBCAIIPSDLIntfOffset(BSC6900,BSC6910)

Calls are distributed on different CPUs on the BSC, but interference is evaluated by the
XPUa, XPUb, EGPUa, EGPUb, EXPUa, or EXPUb board. Therefore, the BSC needs to
report the call information in an IBCA neighboring cell group on each CPU to the XPUa,
XPUb, EGPUa, EGPUb, EXPUa, or EXPUb at an interval specified by
IBCAINBSCINFORPTPRD(BSC6900,BSC6910). If the IBCA II neighboring cell group
includes an external neighboring cell, the BSC needs to report the information about the calls
in the serving cell to the BSC controlling the external neighboring cell over the inter-BSC
communication links at an interval specified by the
IBCAOUTBSCINFORPTPRD(BSC6900,BSC6910) parameter. If
IBCAOutBSCMsgSndCtrlSw(BSC6900,BSC6910) is set to ON(On), the call information
and cell configuration information reported to the BSC does not contain unnecessary IEs,
thereby reducing the number of messages sent between BSCs and load on the CPU.

l XPUa and XPUb are installed on the BSC6900.

3.3.2 Estimating Channel CIRs


After IBCA II is enabled, the MAIOs can be dynamically allocated. Therefore, the BSC must
traverse all available channels and MAIOs to calculate CIRs. In this section, an available
channel and MAIO are defined as a candidate channel.

Estimating channel CIRs consists of:

l Calculating CIRs of different candidate channels for a new call to access


l Calculating the decrease in CIRs for established calls if a new call accesses the network
over different candidate channels

Figure 3-2 shows the procedure for evaluating the CIRs based on the MRs and path losses.
The value n indicates the number of candidate channels that can be allocated.

Calculating CIRs for a New Call


When a new call accesses the network, the BSC traverses all the candidate channels and
calculates their CIRs for subsequent channel allocation.

The formulas for calculating CIRs for a new call are as follows:

l CIR = Wanted signal level – Interfering signal level


l Valid signal level = Transmit power – Path loss

l Interfering signal level = Transmit power of the interference source – Path loss

The following uses how to calculate downlink CIR for a new call as an example. Figure 3-3
shows the downlink interference on a new call.

In this example, A is a new call and B is an established call. There is interference between
calls A and B, and call B causes downlink interference to call A. The downlink CIR for call A
is calculated using the following formula: Then...

Downlink CIR for call A = (Transmit power of cell A – Downlink path loss between MS A
and its serving cell) – (Transmit power of cell B – Downlink path loss between MS A and
cell B)

When the network has high requirements for speech quality and the network congestion rate
is not high, set IBCASOFTBLKSWITCH(BSC6900,BSC6910) to YES(Yes) and set the soft
blocking threshold for a new call. If the CIR for an established call is less than the specified
soft blocking threshold, the BSC considers the speech quality on the established call
unacceptable. As a result, the BSC does not allocate the channel occupied by the established
call to the new call. The soft block thresholds of different services are specified by the
following parameters:

When the network has no strict requirements for speech quality and the network congestion
rate is high, set IBCASOFTBLKSWITCH(BSC6900,BSC6910) to NO(No). After that, the
BSC allocates the channel occupied by the established call to the new call even if the CIR for
the established call is less than the specified soft blocking threshold.

Calculating the Decrease in CIRs for Established Calls


After a new call accesses the network, the BSC traverses all the candidate channels and
calculates the decrease in the CIR for each established call for subsequent channel allocation.

The BSC evaluates the decrease in CIRs for established calls. The new call may cause
interference to the established calls on the same timeslot. If the interference is strong, the
receive quality of the established call decreases, thereby jeopardizing speech quality of the
established calls.

Calculating the decrease in CIRs for the established calls consists of calculating the CIRs for
the established calls

l CIRs for the established calls before a new call accesses the network
l CIRs for the established calls after a new call accesses the network

The calculation method is similar to that for calculating CIRs for a new call.

When the network has high requirements for speech quality and the network congestion rate
is not high, set IBCASOFTBLKSWITCH(BSC6900,BSC6910) to YES(Yes) and set the soft
blocking threshold for an established call. If the CIR for the established call is less than the
specified soft blocking threshold after a new call accesses the network, the BSC considers the
speech quality on the established call unacceptable. As a result, the BSC does not allocate the
channel occupied by the established call to the new call.

3.4 Determining Whether to Perform a Dynamic Channel


Conversion
l TCH-to-PDCH conversion
When the IBCAPDDYNTRENHANCE(BSC6900,BSC6910) parameter is set to
OFF(Off), PS services can be carried only on the BCCH TRX.
When the IBCAPDDYNTRENHANCE(BSC6900,BSC6910) parameter is set to
ON(On):
– If the IBCATGTCIRMAIOFIXED(BSC6900,BSC6910) parameter is set to 255 for
a TRX, dynamic PDCH conversion is not allowed on the TRX.
– If the IBCATGTCIRMAIOFIXED(BSC6900,BSC6910) parameter is set to a value
other than 255 for a TRX, dynamic PDCH conversion is allowed on the TRX and
only the MAIO configured for the TRX can be used.
In this scenario, the BSC estimates the interference that the PDCH to be converted
from a TCH causes to the established calls. If the CIR for an established call is less
than the specified soft blocking threshold, the BSC rejects the conversion request
and imposes a penalty status on the TCH to be converted to the PDCH by
prohibiting channel conversion within the period specified by the
IBCAPDCHDYNTRANTMR(BSC6900,BSC6910) parameter. This prevents
frequent conversions on a TCH within a short period. When the
IBCAPDCHDYNTRANTMR(BSC6900,BSC6910) parameter is set to 0, the BSC
allows dynamic PDCH conversion. In this situation, the BSC does not impose a
penalty status on the TCH and the soft blocking function for the dynamic PDCH
conversion does not take effect.
l TCH-to-SDCCH conversion
During a dynamic TCH-to-SDCCH conversion, the BSC estimates the interference that
the SDCCH causes to established calls. If the CIR for an established call is less than the
specified soft blocking threshold, the BSC considers the speech quality on the
established call unacceptable, and therefore does not allow the TCH-to-SDCCH
conversion.

3.5 Evaluating Channel Priority


The BSC calculates the CIR residual (CRES) value to determine the channel priority by
considering the CIRs for a new call and the decrease in CIRs for established calls. The smaller
the CRES value, the higher the channel priority. Based on the channel priority, the BSC
selects the optimal channel for a new call.
When the IBCAIIPriOptSwitch(BSC6900,BSC6910) parameter is set to ON(On), the BSC
calculates the CRES value based on the receive quality of the new call and the interference
the new call causes to the established calls. The IBCAIINewCallFactor(BSC6900,BSC6910)
parameter specifies the weight of the CIR for a new call in IBCA priority. In the actual
calculation, the BSC identifies the optimal channel based on the sum of the CIR for a new call
and the IBCAIINewCallCIROffset(BSC6900,BSC6910) parameter.
The CRES value is calculated based on the CRES value for a new call and the CRES value
for an established call.
l During the calculation of the CRES value for a new call, the BSC calculates the
minimum uplink and downlink CIRs for the new call based on the estimated uplink CIR
and IBCAIIULDemdOffsetThr(BSC6900,BSC6910). The
IBCAIIULDemdOffsetThr(BSC6900,BSC6910) parameter specifies the offset between
uplink and downlink IBCA demodulation performance.
l During the calculation of the CRES value for the established call, the BSC determines
whether to filter the receive quality in MRs based on the
IBCAIIEstFiltBadQualThr(BSC6900,BSC6910) parameter. If the receive quality is
greater than or equal to the value of this parameter, the receive quality on the channel is
poor, and therefore the filtering is not required.
NOTE

When the IBCAIIPriOptSwitch(BSC6900,BSC6910) parameter is set to OFF(Off), the BSC uses the
IBCA algorithm to evaluate the channel priority.

When the IntfBandEnhanceSw(BSC6900,BSC6910) parameter is set to ON(On), the BSC


changes the CRES value and evaluates the IBCA priority based on the interference level.
When the evaluated MAIO is the MAIO configured for the channel and the interference level
of the channel is greater than IBCAINTFPUNISHTHR(BSC6900,BSC6910), the BSC
lowers the IBCA priority for the channel. This avoids allocation of a new call to a channel
with strong interference because of inaccurate evaluation based on IBCA II. The sub
interference level is used instead of the interference level when the
IBCAIIIntfBndOptSwitch(BSC6900,BSC6910) parameter is set to ON(On).

3.6 Selecting an Optimal Channel


Based on the channel priority and the configured channel selection scheme, the BSC allocates
the optimal channel to a new call.
The IBCAMAIOUSMTD(BSC6900,BSC6910) parameter specifies the method for the BSC
to allocate a channel to a new call.
l If the IBCAMAIOUSMTD(BSC6900,BSC6910) parameter is set to 0(Max. optimized
MAIO), the BSC allocates a channel with the highest priority to the new call.
– The IBCACIRESTENHANCE(BSC6900,BSC6910) parameter specifies whether
to optimize evaluation during the assignment or handover procedure. When the

CRES values are the same, the BSC preferentially allocates a channel with a high
CIR for the new call.
– The BSC allocates a TCHH to the new call when all the following conditions are
met: The IBCAIIHRPriSwitch(BSC6900,BSC6910) parameter is set to ON(On).
The cell load is greater than or equal to
AMRHALFTOFULLHOTHRESH(BSC6900,BSC6910) or
NOAMRHALFTOFULLTHRESH(BSC6900,BSC6910). The CIR for a new call
corresponding to the optimal MAIO on the channel is greater than or equal to the
target CIR for a new call on the TCHH. This function does not take effect for VIP
subscribers.
l If the IBCAMAIOUSMTD(BSC6900,BSC6910) parameter is set to 1(Randomization
MAIO), the BSC selects a channel that meets the threshold specified by the
IBCATARGETCIRTHRSH(BSC6900,BSC6910) parameter from candidate channels
and allocates it to the new call.
l The IBCA II priority is considered in the quality weight. Therefore, it is recommended
that CHALLOCSTRATEGY(BSC6900,BSC6910) be set to QUALITY(Quality
preferred).
The BSC preferentially allocates the call that performs an incoming BSC handover or inter-
RAT handover to a channel on the BCCH TRX. The
IBCAFREEBCCHCHANTHRSHOLD(BSC6900,BSC6910) parameter specifies the
minimum number of idle TCHs on the BCCH TRX. If the network congestion rate is high, set
this parameter to 0.
When 1x1 frequency reuse pattern is used and radio frequency (RF) FH is enabled, if
IBCAIIMAIOOptSw(BSC6900,BSC6910) is set to ON(On), the BSC allocates different
MAIOs to calls on the same timeslot in the cells that serve the same BTS and belong to the
same MA group. This allocation prevents deterioration of quality or call drop rate caused by
co-channel interference on the BTS.

3.7 Identifying a Call on the Verge of Being Dropped and


Preventing Call Drops
Identifying a call on the verge of being dropped and preventing call drops takes effect when
the IBCAIIUserPCSwitch(BSC6900,BSC6910) parameter is set to ULSWITCH(UpLink
Switch), DLSWITCH(Downlink Switch), or ULDLSWITCH(Uplink and Downlink
Switch).

3.7.1 Identifying a Call on the Verge of Being Dropped


The BSC considers that a call is on the verge of being dropped and searches for interference
sources when the receive level and receive quality of the call meet the P/N criterion.
Specifically, for P filtered levels, N levels are greater than or equal to Lev_Thr. For P filtered
qualities, N qualities are greater than or equal to Qual_Thr. The value P is specified by the
IBCAIIUserPCStat(BSC6900,BSC6910) parameter and the value N is specified by the
IBCAIIUserPCLast(BSC6900,BSC6910) parameter.
The parameters corresponding to Qual_Thr and Lev_Thr are as follows:
l Qual_Thr: IBCAIIUserPCJudgQualThr(BSC6900,BSC6910)
l Lev_Thr: IBCAIIUserPCJudgULRxlevThr(BSC6900,BSC6910) and

IBCAIIUserPCJudgULRxlevThr(BSC6900,BSC6910) or
IBCAIIUserPCJudgDLRxlevThr(BSC6900,BSC6910).

3.7.2 Identifying Interference Sources


Based on the timeslot number and frequency of the call on the verge of being dropped, the
BSC searches for uplink and downlink co- and adjacent-channel interference sources,
including CS, voice services over adaptive multi-user channels on one slot (VAMOS),
downlink PS, and high speed circuit switched data (HSCSD) services. The higher the transmit
power, the stronger the interference. For PS interference, the PDCH transmit power equals the
maximum transmit power minus IBCAIIPSDLIntfOffset(BSC6900,BSC6910).
When the level difference between the primary and secondary interference sources is greater
than the value of IBCAIIUserPCMainIntfThr(BSC6900,BSC6910), the BSC decreases the
transmit power of the primary interference source.

NOTE

The primary interference source refers to an interference source with the highest signal level, and the
secondary interference source refers to an interference source with the second highest signal level.

The user-level refined power control function is enabled in a cell if both of the following
conditions are met:
l The IBCAIIUserPCSwitch(BSC6900,BSC6910) parameter is set to
ULSWITCH(UpLink Switch) or DLSWITCH(Downlink Switch).
l The IBCAIIUserFinePCSwitch(BSC6900,BSC6910) parameter is set to ON(On).
When this function is enabled, the BSC performs the following operations to process
downlink interference sources:
1. Filters the primary downlink interference sources
If the speech quality of a call that serves as the primary downlink interference source is
poor, the BSC decreases its transmit power. As a result, call drops occur. In this situation,
the BSC filters out the primary downlink interference sources that meet the following
formulas, without decreasing the transmit power:
– Speech quality of a CS call or the worst speech quality for the HSCSD channel
group ≥ Rxqual{[MAX(Q_Thr_Lower-

2. Determines the start frame number for power control on the primary interference source
Based on the service type and the value of FRAMEOFFSET(BSC6900,BSC6910), the
BSC determines the frame number of the primary interference source corresponding to
the SACCH for the call on the verge of being dropped. If the frame number does not
correspond to a SACCH frame or idle frame, the BSC considers it as the start frame
number for power control and sends it to the BTS. The BTS then performs power control
on specified frames. In this way, the impact on low quality indicators (LQIs) for the call
that serves as the primary interference source is minimized.

3.7.3 Decreasing Power of the Interference Sources


The IBCAIIUserPCTimer(BSC6900,BSC6910) parameter specifies the value of the timer for
reducing power consumption of an interference source. The timer resets when it expires, an
interference source is released, or a call that is considered an interference source is handed
over to another channel. Different interference sources require different power decrease
amounts.
l If HSCSD, VAMOS, or other CS services are the interference sources, the BSC
decreases the receive level and quality thresholds for the interference sources. The power
decrease amounts are specified by the following parameters:

5 Network Impact

5.1 System Capacity


Based on a synchronous network, IBCA II uses the following functions to increase network
capacity without jeopardizing network speech quality:

l Evaluates interference in real time.


l Allocates a new call to a channel with less interference.
l Decreases the transmit power of interference sources for established calls in a timely
manner.
l Minimizes network interference.

Table 5-1 lists the capacity increase percents brought by IBCA II when KPIs related to speech
quality, TCH call drop rate, and handover success rate do not deteriorate.

l Implements dynamic frequency sharing between CS and PS services based on the user-
level evaluation.
These functions effectively control or prevent interference, thereby improving quality-related
KPIs, such as the high quality indicator (HQI) and MOS. In addition, IBCA II enables the
BSC to reduce power consumption on the interference sources for a call on the verge of being
dropped. This prevents call drops and ensures that the call drop rate does not increase.
Therefore, enabling IBCA II for networks of the same capacity improves speech quality and
CS KPIs although PS KPIs slightly deteriorate. In addition, enabling IBCA II does not
adversely affect the CS call drop rate or handover success rate. The impact of IBCA II on core
areas shown in Figure 6-1 is described as follows:
l If IBCA is not enabled on the live network, enabling IBCA II has the following impacts

6 Engineering Guidelines

6.1 When to Use IBCA II


Table 6-1 lists the IBCA II deployment scenario requirements. If these requirements cannot
be met, the gains brought by the IBCA II decrease or network performance deteriorates.

the GPS hardware to the BTS.
Enable the GBFD-118620 Clock over IP Support 1588v2 feature by
adding IP clock servers.

Network Single-band networks or co-BCCH cells are supported. If dual-band


topology networks are deployed, IBCA II can be enabled only for low-band cells
in low-band continuous coverage areas. After dual-band cells are
reconfigured as co-BCCH cells, IBCA II can be enabled in these cells.
IBCA II can be enabled in macro cells and is mutually exclusive with the
RRU multi-site cells. It is recommended that IBCA II not be enabled in
high-speed railway scenarios.

Site The proportion of mixed deployment of multi-sector sites must be less


configuration than 5%. Sites with more than three sectors, such as four sectors and six
sectors, affects IBCA II performance gains. If the mixed deployment
proportion increases, network performance will deteriorate.
The site configuration mode must be S2/2/2 or higher. It is recommended
that the site configuration mode be S3/3/3 or higher. This is because
IBCA II does not support interference evaluation on the BCCH TRX. If
the number of TCH TRXs decreases, IBCA performance gains will
deteriorate.

Requirement

Frequency The frequency reuse pattern must be 4x3 or higher. The planned TCH
reuse pattern frequency reuse pattern must be 1x1 or 1x3. Alternatively, the FR load is
greater than or equal to 50%.
The FR load is calculated using the following formula:
FR load = (Average number of TRXs on a BTS)/(Number of TCH
frequencies) x 100%
NOTE
l To calculate the FR load, obtain the frequency planning principles and
calculate the number of available frequencies. Typically, the BCCH uses a
loose frequency reuse pattern, whereas TCHs use a tight frequency reuse
pattern. Therefore, the BCCH frequencies are not included in the number of
available frequencies. The number of TRXs in a cell is obtained based on
network engineering parameters.
l IBCA II supports only the 1x1 or 1x3 tight frequency reuse pattern. In normal
cases, check whether planned frequencies meet the requirements of the
frequency reuse pattern during deployment preparation. If planned frequencies
cannot meet the requirements, change the network frequency reuse pattern to
1x1 or 1x3 and set Hop Mode to RF_FH(RF FH).

Area coverage Continuous coverage areas covered by 25 sites are supported. In addition,
independent coverage areas covered by more than 15 sites are allowed.

PS service The FH layer carries PS services, and therefore affects CS gains. In this
proportion situation, PS and CS performance may deteriorate. The number of
PDCHs is less than or equal to 5 or the equivalent PS traffic volume is
less than 30%.

Level coverage IBCA II applies to urban areas where interference exists and whose
proportion of the receive level higher than –90 dBm is greater than
90%. Uplink or downlink weak coverage causes KPIs to deteriorate.

Prohibition of Out-of-service triggers traffic migration, and therefore causes counter


frequent out- fluctuation, interference model change, weak coverage, performance gain
of-service of deterioration, and even KPI deterioration. The cell out-of-service
sites and their proportion must be less than 10% and the average daily out-of-service
cells period must be less than 1 hour.

Cell TRX The proportion of large-configuration cells must be less than 5%. This is
configuration because a large cell TRX distribution difference causes complex planning
and generates many interference sources. When this happens,
interference prevention is difficult and performance gains are affected.
Cells have large configurations if the following condition is met: Number
of cell TCH TRXs ≥ 2 x Average number of TRXs in a cell

Hardware 3012 series base stations or BTSs configured with DRRU or DRFU
module modules do not support IBCA II.

Obtain engineering parameters and check their accuracy by performing the following
operations: compare the cell engineering parameters with the latest configuration file.
Check whether the cell engineering parameters are complete. If these parameters are
incomplete, add the required engineering parameters to the engineering table. Correct any
incorrect parameters. If time permits, visit the BTS at the site to check the longitude and
latitude of the BTS and the cell azimuth. If a GPS system has been configured and works
correctly, obtain the longitude and latitude information from the GPS.
Obtain the interference matrix in the areas where the IBCA II feature is enabled. This
provides a basis for subsequent planning of IBCA II interfering neighboring cells. When
this feature is enabled, analyze and configure the IBCA II interfering neighboring cells
based on the actual interference data on the live network. The actual interference data can
be obtained based on the interference matrix analysis on the Nastar.

6.3 Network Planning


IBCA II planning includes planning areas, frequencies, hopping sequence numbers (HSNs),
MAIOs, and IBCA II interfering neighboring cells.

l Area planning
IBCA II is based on a synchronous network. If a synchronous network uses IBCA II and
its surrounding areas are served by an asynchronous network, a limited number of
interfering neighboring cells can be configured for IBCA II border cells. This decreases
the accuracy of evaluation based on IBCA II. Compared with the gains in the IBCA II
core areas, the gains in IBCA II border areas are small. In addition, ensure that IBCA II
is enabled in a continuous coverage area that accommodates at least 30 sites.
Figure 6-1 shows the area planning.

l Frequency planning
Frequencies are planned for TCHs.
When IBCA II is enabled, TCHs use the 1x3 or 1x1 frequency reuse pattern.
– If 12 or less frequencies participate in FH on a TCH, use the 1x1 frequency reuse
pattern to maximize the FH gains.
– If more than 12 frequencies participate in FH on a TCH, use the 1x3 frequency
reuse pattern.
– If frequencies in the 1x3 frequency reuse pattern on the original network are
grouped in sequential order, group frequencies in the 1x3 frequency reuse pattern in
non-sequential order. This prevents adjacent-channel interference in a cell.
l HSN planning
Cells served by a BTS must use the same HSN. When IBCA II is enabled, FH mode is
determined based on the HSN planning.
– If the HSN is set to 0, cyclic FH is used.
– If HSN is set to a value other than 0, random FH is used.
For a BTS enabled with IBCA II, the recommended value of HSN is 0. Set the HSN
to a value other than 0 for the following BTSs:
– BTSs that encounter frequent shutdown, which affects the IBCA II performance.
– BTSs that cannot synchronize with each other even if the synchronization feature is
enabled
– BTSs whose counters related to handover or call drop significantly deteriorate after
IBCA II is enabled
l MAIO planning
MAIO planning consists of planning the TRXMAIO(BSC6900,BSC6910) parameter and
the parameters MAIO1 to MAIO24. The TRXMAIO(BSC6900,BSC6910) parameter
specifies an MAIO of a channel on the TRX participating in FH in a cell or subcell.
Obtain a set of MAIOs that can be used by the IBCA II algorithm in each cell from a set
of available MAIOs, and then assign an MAIO for the TRXMAIO(BSC6900,BSC6910)
parameter.
l IBCA II interfering neighboring cell planning
During IBCA II network planning, IBCA II interfering neighboring cells must be
configured for each serving cell. When a new call accesses its serving cell, the BSC
collects information about IBCA II interfering neighboring cells to evaluate the
interference, and therefore allocates an appropriate channel to the new call.
To ensure that the BSC allocates appropriate channels, select the neighboring cells that
cause strong interference to the serving cell as the IBCA II interfering neighboring cells.
A maximum of 24 IBCA II interfering neighboring cells can be configured. The larger
the number of IBCA II interfering neighboring cells, the more accurate the interference
evaluation, and the better the network performance.

Step 6 Run the SET GTRXCHANHOP command with Channel MAIO set to an appropriate value
based on network plan.
Channel MAIO specifies an MAIO configured for a channel on a TRX. Eight channels on
each TRX have the same MAIO.

NOTE

The MAIOs configured for TRXs in a cell are part of the MAIOs planned for the cell. For example, two
TRXs are configured for a cell but three MAIOs are planned for the cell. The first two MAIOs are
configured for the two TRXs.

Step 7 Configure an IBCA II interfering neighboring cell.


l If Neighboring Cell Type is set to HANDOVERNCELL(Handover Neighboring
Cell) for a source cell and its neighboring cell on the original network, run the MOD
G2GNCELL command with Neighboring Cell Type set to
HANDOVERANDIBCANCELL(Handover and IBCA Neighboring Cell) and IBCA
RxLev Offset set to 10.
l If the source cell on the original network has no neighboring cells, run the ADD
G2GNCELL command to add a neighboring cell to the source cell. In this step, set
Neighboring Cell Type to IBCANCELL(IBCA Neighboring Cell) and IBCA RxLev
Offset to 10.
Step 8 Configure BSC software parameters.
Run the SET OTHSOFTPARA command with IBCA Info Report Period Within BSC set
to 200 and Dyn Measurement on a Non-IBCA Neighbor set to NO(NO).

Using the CME (Method 2)


This feature can be batch activated using the CME. For detailed operations, see the following
section in the CME product documentation or online help: CME Management > CME
Guidelines > Enhanced Feature Management > Feature Operation and Maintenance.

NOTE

Inter-BSC IBCA II cannot be activated in batches using the CME.

6.4.4 Activation Observation


l Viewing the counters
Obtain the measurement result of the Number of IBCA TRX Allocations During TCH
Request counter.
If the value of this counter is not 0, IBCA II takes effect.
l Querying the traced messages
a. Trace the radio signaling link (RSL) messages over the Abis interface in a cell
enabled with IBCA II.
b. Select the RSL messages over the same timeslot of the same TRX board at different
time points, as shown in Figure 6-2.

c. Compare MAIOs allocated to channels at different time points.


Expected result: The MAIOs are different, indicating that the IBCA II algorithm
takes effect, as shown in Figure 6-3 and Figure 6-4.

6.4.5 Deactivation
Using MML Commands
l Scenario 1: Only IBCA II is enabled.
1. Remove the IBCA II interfering neighboring cell.
– If Neighboring Cell Type is set to HANDOVERANDIBCANCELL(Handover
and IBCA Neighboring Cell for a source cell and its neighboring cell on the
original network, run the MOD G2GNCELL command with Neighboring Cell
Type set to HANDOVERNCELL(Handover Neighboring Cell).
– If the source cell has no handover neighbor relationship on the original network, run
the RMV G2GNCELL command to remove the IBCA II interfering neighboring
cell.

NOTICE
Changing the value of IBCA Allowed from YES(Yes) to NO(No) will reset the cell.
Therefore, perform this operation during off-peak hours.

2. Run the SET GCELLCHMGAD command with IBCA Allowed set to NO(No).
3. Run the SET GCELLIBCAII command with IBCA II Switch set to OFF(Off).

NOTICE
Changing the HSN will reset the cell. Therefore, perform this operation during off-peak
hours.

4. Run the MOD GCELLMAGRP command to restore the HSN to the value before IBCA
II is enabled.
5. Run the SET GCELLCHMGBASIC command with Channel Allocate Strategy set to
the value used before IBCA II is deployed.

6.6 Parameter Optimization


Compare KPIs before and after IBCA II is enabled. Optimize parameters if KPI changes are
inconsistent with the expected changes described in 6.5 Performance Monitoring.

6.6.1 Call Drop Rate


Identify the top N cells with a high call drop rate and take optimization measures described in
Table 6-10 for these cells.

5 User-level Adjust user-level power control parameters to decrease the call


power control drop rate. For example, increase the values of the following

set(BSC6900,BSC6910), IBCAIIUserPCUlLevThrOff-

quality to deteriorate.

6.6.2 Handover Success Rate


Analyze whether handover failures are caused by congestion or poor Um receive quality.
l If handover failures are caused by congestion, increase the handover success rate by
performing the procedure in 6.6.3 Congestion Rate.
l If handover failures are caused by poor Um receive quality, identify top N cells and take
optimization measures described in Table 6-11 for these cells.
