technical principles, related features, network impact, and engineering guidelines.

This document covers the GBFD-111610 Dynamic Cell Power Off feature.

2 Overview

2.1 Introduction
The Dynamic Cell Power Off feature enables a BSC to dynamically power off or power on all
the TRXs in a cell that has a co-coverage cell based on traffic load within a specified period.

In a multiband network, the 900 MHz cell provides network coverage, whereas the 1800 MHz
cell absorbs network traffic. To reduce power consumption on a multiband network, the
Dynamic Cell Power Off feature is introduced. If the traffic volume is low and the 900 MHz
cell can take over all services running on the 1800 MHz cell within a specified period, the
1800 MHz cell can be powered off, thereby reducing BTS power consumption.

NOTE

l In a GSM network, if the coverage of cell A includes that of cell B, cell A is a co-coverage cell of
cell B. Co-coverage cells are usually planned in multiband networks.
l To support Dynamic Cell Power Off, a cell and its co-coverage cell must be served by the same
BSC.
l A 900 MHz cell refers to a cell running on the 900 MHz or 850 MHz frequency band, and a 1800
MHz cell refers to a cell running on the 1800 MHz or 1900 MHz frequency band. For details about
multiband networks, see Multiband Network Feature Parameter Description.

2.2 Benefits
The Dynamic Cell Power Off feature enables a BSC to dynamically power off idle network
equipment when traffic volume is low, thereby reducing power consumption.

3 Technical Description

The Dynamic Cell Power Off feature is widely used in dual-band networks where the
GSM900 and 1800 MHz cells are served by the same BSC.
When traffic volume is low, all the TRXs in the 1800 MHz cell are disabled, and the 900
MHz cell provides services for all subscribers in the coverage area of the 1800 MHz cell,
thereby reducing the power consumption of the entire network. When traffic volume
increases, all the TRXs in the 1800 MHz cell are powered on to meet the traffic requirement
in the coverage area. Figure 3-1 shows the overall principles of this feature.

The TURNOFFENABLE(BSC6900,BSC6910) parameter controls whether to enable


Dynamic Cell Power Off. When TURNOFFENABLE(BSC6900,BSC6910) is set to
ENABLE(Enable), this feature is enabled.
This feature consists of the dynamic cell power off and dynamic cell power on algorithms.

3.1 Dynamic Cell Power Off Algorithm


The dynamic cell power off algorithm consists of two parts: decision and execution.

3.1.1 Decision
When TURNOFFENABLE(BSC6900,BSC6910) is set to ENABLE(Enable), the BSC
determines that a cell can be powered off when all the following conditions are met:
l The current time is within the period specified by the
TURNOFFCELLSTRTIME(BSC6900,BSC6910) and
TURNOFFCELLSTPTIME(BSC6900,BSC6910) parameters.
NOTE

l You can set TURNOFFCELLSTRTIME(BSC6900,BSC6910) to a value greater than the


value of TURNOFFCELLSTPTIME(BSC6900,BSC6910). In this case, the period when the
cell can be powered off spans more than one day. For example, if you set
TURNOFFCELLSTRTIME(BSC6900,BSC6910) to 23:00 and
TURNOFFCELLSTPTIME(BSC6900,BSC6910) to 06:00, the specified period starts from
23:00 till 6:00 on the next day.
l If the value of TURNOFFCELLSTRTIME(BSC6900,BSC6910) equals the value of
TURNOFFCELLSTPTIME(BSC6900,BSC6910), a cell can be powered off during any
period of the day.
l The current date is outside the specified period during which the intelligent shutdown of
TRX power amplifiers (PAs) is prohibited.
NOTE

l The period when the intelligent shutdown of TRX PAs is prohibited is determined by the
StartMonthDSTPA(BSC6900,BSC6910), StartDayDSTPA(BSC6900,BSC6910),
EndMonthDSTPA(BSC6900,BSC6910), and EndDayDSTPA(BSC6900,BSC6910)
parameters.
l During the period when the intelligent shutdown of TRX PAs is prohibited, the TRXs in the
cell cannot be disabled, and therefore the cell cannot be powered off. For example, if the
specified period when the intelligent shutdown of TRX PAs is prohibited is "October 1" and
the specified period when the cell can be powered off is "23:00 till 06:00", the cell cannot be
powered off from 23:00 on September 30 until 06:00 on October 2.
l The duration from the current time to the time specified by
TURNOFFCELLSTPTIME(BSC6900,BSC6910) is longer than the period specified by
PROTECTTIME(BSC6900,BSC6910).
l The duration from the last time the cell was powered on to the current time is longer than
the period specified by PROTECTTIME(BSC6900,BSC6910).
l The number of activated TCHs and PDCHs in the cell is less than the value of
TURNOFFCELLCHANNUM(BSC6900,BSC6910) .
l The measured load of the co-coverage cell is lower than the threshold specified by
SAMECVGCELLLOADTHRD(BSC6900,BSC6910) for N consecutive times, where N
is specified by SAMECVGCELLLOADSTATTM(BSC6900,BSC6910).
Here, cell load is expressed by the percentage of occupied channels in a cell. When
calculating the load of a co-coverage cell, the BSC determines whether to include the
number of dynamic PDCHs in the number of occupied or idle TCHs based on the value
of TurnOffLoadType(BSC6900,BSC6910).
NOTE

The BSC measures the load of the co-coverage cell every minute.

3.1.2 Execution of Dynamic Cell Power Off


When the BSC determines that a cell can be powered off:
l If the cell does not have an established call or a call that is being established, the BSC
immediately powers off the cell.
l If the cell has an established call or a call that is being established, the BSC performs one
of the following operations to release an occupied channel, depending on the channel
type:
– TCH: The BSC attempts to hand over the call that occupies the TCH to a
neighboring cell.
NOTE

In this scenario, when PreferTurnOffBCCHTRXSw is set to ON(On) and the cell has at
least two TRXs:
l If the BCCH TRX is idle, the BSC preferentially turns it off, regardless of whether other
TRXs are occupied. When the BCCH TRX is turned off, the BCCH power amplifier is
also turned off, preventing the access of any new calls. This mechanism prevents the
RR370: Congestion Rate on SDCCH per CELL (due to Busy) counter from increasing
due to a large number of location update failures (because the BSC does not allocate
channels in a cell when the cell is being powered off). The BSC turns off other TRXs
when they become idle.
l If the BCCH TRX is not idle, the BSC performs an inter-cell or intra-cell handover on
the call occupying the TRX. The BSC then preferentially turns off the BCCH TRX once
it becomes idle. When the BCCH TRX is turned off, the BCCH power amplifier is shut
down. This mechanism prevents the SDCCH congestion rate from increasing due to no
channel allocated to a new call during the cell power off. The BSC turns off other TRXs
when they become idle.
– SDCCH: The BSC waits until the call releases the occupied SDCCH.
– PDCH: The BSC releases the occupied PDCH.
After releasing all occupied channels, the BSC powers off the cell.
Figure 3-2 shows the procedure.

1. The BSC sends the BTS a Set Trx Pa message, in which the value of "operationalType"
in the "bsc-bts-set-trx-power" information element (IE) is "power-off".
2. Upon receiving the Set Trx Pa message, the BTS starts to disable the TRXs in the cell
and responds to the BSC with a Set Trx Pa Ack message.
3. When the BCCH TRX is turned off, the BTS sends the BSC a State Changed Event
Report message, notifying that cell power-off has been complete. After cell power-off, if

some services on the non-BCCH TRX have not been handed over to another cell, the
TRX query result indicates that the TRX has been in power-off status. The BTS will
proactively power off the power amplifier after services are released.
Upon powering off the cell, the BSC stops sending system information (SI) and paging
messages in the cell and prohibits any calls (for example, a call handed over from another
cell) from accessing the cell.

3.2 Dynamic Cell Power On Algorithm


When the traffic volume in the area served by the co-coverage cell increases, the powered off
cell needs to be powered on to carry some traffic. The dynamic cell power on algorithm
consists of two parts: decision and execution.

3.2.1 Decision
When TURNOFFENABLE(BSC6900,BSC6910) is set to ENABLE(Enable), the BSC
determines that a powered off cell can be powered on when either of the following conditions
is met:
l The current time is outside the period specified by the
TURNOFFCELLSTRTIME(BSC6900,BSC6910) and
TURNOFFCELLSTPTIME(BSC6900,BSC6910) parameters.
l The measured load of the co-coverage cell of the cell is higher than or equal to the
threshold specified by TURNONCELLLOADTHRD(BSC6900,BSC6910) and the
duration from the last time the cell was powered off to the current time is longer than the
period specified by PROTECTTIME(BSC6900,BSC6910).
Here, cell load is expressed by the percentage of occupied channels in a cell. When
calculating the load of a co-coverage cell, the BSC determines whether to include the
number of dynamic PDCHs in the number of occupied or idle TCHs based on the value
of TurnOffLoadType(BSC6900,BSC6910).
NOTE

The BSC measures the load of the co-coverage cell every minute.

3.2.2 Execution
When the BSC determines that a powered off cell can be powered on, the BSC immediately
powers on the cell.
The procedure of executing dynamic cell power on is similar to that of executing dynamic cell
power off, except that the messages carry different values.
Figure 3-3 shows the procedure.

1. The BSC sends the BTS a Set Trx Pa message, in which the value of "operationalType"
in the "bsc-bts-set-trx-power" IE is "power-on".
2. Upon receiving the Set Trx Pa message, the BTS starts to enable all the TRXs in the cell
and responds to the BSC with a Set Trx Pa Ack message.
3. After enabling the BCCH TRX in the cell, the BTS sends the BSC a State Changed
Event Report message, notifying the BSC that the cell has been powered on.
Upon powering on the cell, the BSC starts to send SI and paging messages in the cell and
allows new calls to access the cell.

5 Network Impact

5.1 System Capacity


System capacity decreases after a cell is powered off.

5.2 Network Performance


When the BSC dynamically powers off a cell, the SDCCH congestion rate will slightly
increase.
When the BSC dynamically powers off a cell, the occupied PDCHs are released and ongoing
packet switched (PS) services are interrupted. The PS services will continue after the MSs
reselect to neighboring cells.

6.4.3 Activation
Using MML Commands
On the BSC LMT, perform the following steps:

Step 1 Run the SET GCELLDYNTURNOFF command to enable Dynamic Cell Power Off with
parameters set as follows:
l Set Enable Turning Off Cell to ENABLE(Enable).
l Specify the co-coverage cell based on the network plan.
l Set the following parameters based on the network plan: Same Coverage Cell Load
Threshold, Dyn. Turning On Cell Load Threshold, Dyn. Turning Off Cell Busy
Channel Num., Dyn. Turning Off Cell Protection Time, Same Coverage Cell Load
Stat. Time, Dyn. Turning Off Cell Start Time, and Dyn. Turning Off Cell Stop Time.
NOTE

If the co-coverage cell does not support some of the available services in the current cell, the co-
coverage cell cannot provide these services after the current cell is powered off.

Step 2 (Optional) Run the SET GCELLCHMGAD command with Dynamic Turn off Cell Load
Type set to an appropriate value to adjust the method for calculating cell load when Dynamic
Cell Power Off is enabled.
Step 3 (Optional) Enable preferential BCCH TRX shutdown. Run the SET
GCELLDYNTURNOFF command with Preferentially Turn Off BCCH TRX Switch set
to ON(On).

6.4.4 Activation Observation


NOTE

l Ensure that the following conditions are met before verifying this feature:
The cell to be verified has a co-coverage cell that works correctly.
There are no call access requests in the cell to be verified.
The traffic of the co-coverage cell is lower than the threshold specified by Same Coverage Cell
Load Threshold.
l Set Same Coverage Cell Load Threshold to a value close to the maximum value 100 in step 2. In
this way, the BSC can easily determine that the current cell can be powered off. After the
verification, set this parameter to an appropriate value based on the network plan.
l The time to wait before you run the DSP GCELLSTAT command in step 3 depends on the value of
the Same Coverage Cell Load Stat. Time parameter (default value: 5). If the value of this
parameter is n, wait n minutes and then run the DSP GCELLSTAT command.

On the BSC LMT, perform the following steps:

Step 1 Start an Abis Interface CS Trace task to trace messages over the operation and maintenance
link (OML).

Step 2 Run the SET GCELLDYNTURNOFF command with its parameters set as follows:

l Set Cell Index to the index of the cell to be verified.


l Set Enable Turning Off Cell to ENABLE(Enable).
l Set Same Coverage Cell No to an appropriate value.
l Set Dyn. Turning Off Cell Start Time and Dyn. Turning Off Cell Stop Time to
appropriate values so that the current time is within the period specified by the two
parameters.
Step 3 After about 5 minutes, run the DSP GCELLSTAT command to query the status of the cell.
Expected result:
l The value of Cell Dynamic Switch is Yes.
l The value of "operationalType" in "bsc-bts-set-trx-power" in the Set Trx Pa message is
"power-off".
Step 4 Run the SET GCELLDYNTURNOFF command with Dyn. Turning Off Cell Start Time
and Dyn. Turning Off Cell Stop Time set to appropriate values so that the current time is
outside the period specified by the two parameters.
Step 5 After about 1 minute, run the DSP GCELLSTAT command to query the status of the cell.
Expected result:
l The value of Cell Dynamic Switch is No.
l The value of "operationalType" in "bsc-bts-set-trx-power" in the Set Trx Pa message is
"power-on".

On the U2000, subscribe to the CELL.TURNNING.OFF.DUR counter to monitor the
powering status of a cell.

6.6 Parameter Optimization


Optimize the start time, stop time, and related thresholds for using the Dynamic Cell Power
Off feature based on the following information:
l Measured values of the CELL.TURNNING.OFF.DUR counter
l Historical data related to cell load
NOTE

Cell load and traffic distribution vary depending on different areas. For example, the light-traffic period
in a residential area is different from that in a commercial area.
