Peru has developed a modern and stable legal STRUCTURE OF THE PROVEN
framework, has maintained a sustained growth in the RESERVES OF COMMERCIAL ENERGY
last 8 years due to its growing participation in the

Also, the Ministry of Energy and Mines, is formulating


since 1975, technical studies to propose the energy
technical guidelines in the country. Since 1976,
supported by the United Nations Development
Program (UNDP) and subsequently by the Latin
American Energy Organization (OLADE) was Natural Gas Natural Gas
Liquids 46%
developed the methodology for the elaboration of 14%
energy balances.

Up to now, the country has Nationwide Energy Total: 25 800 178 TJ.
Balances for every year, according to the official
statistics about electricity, hydrocarbons and similar Proven reserves of commercial energy as of
sub sectors. December 31, 2006, were approximately 25 800 184 TJ.

The participation of the political, executive and administrative state institutions such as the Ministry of Energy and
Mines, together with private agents permitted the energy sector to mature and make use of the globalization
advantages.

The energy policy in Peru is developed according to the following main guidelines:

- Diversification of the energy matrix to ensure the reliable and opportune supply of the energy demand, in order to
guarantee the sustainable development of the country.
- Promote the private investment in the energy sector with clear and stable rules.
- Foster and execute the works for energizing rural and isolated zones of the country to extend the demand coverage
and improve the standards of living of the population.
- Foster the efficient use of energy.
- Promote the regional energy integration.

The final energy consumption for year 2006 was 498 121 TJ. Hydrocarbons was the major with 59% followed with
electricity (17,6%), firewood (17%) and in lesser proportion coal, bagasse, cattle dung, and others.

Per economical sector the main proportion was in the residential sector (32%), transportation (33%), industry and

Framework
By the Organic Law of Hydrocarbons, Law Nº 26221, which was enacted in 1993, the State encourages the development
of hydrocarbon activities involving private investment and on the basis of free competition; commissions the Ministry of
Energy and Mines: to plan, approve, propose and implement the Sector’s policy, dictate the relevant standards and ensure
compliance with the Act, which essentially leads to regulate functions, promoters, licensors and audits..

a) Exploration and Exploitation
During recent years, the exploratory activity has been increased, so that in 2007 were signed 24 new licensing
contracts for the exploration and exploitation of hydrocarbons. To date there are a total of 84 contracts (19 contracts
for exploration and 65 for exploitation), marking a new historical record of hiring. It should be noted that these new
contracts represent a projected investment of 809 million US$, which comes from United States, Canada, Vietnam,
Korea, Russia, Colombia and Ireland.

b) Pipeline Transportation

b.1 ) Crude Oil Transportation

The discovery of large oil reserves in the North-East Region of the Peruvian Jungle created the need to build a Pipeline
from the Jungle to the Coast for oil transportation purposes. Its construction commenced in 1974.

The Main Pipeline is 854 kilometers long. It starts on the shores of the Marañon River, in the small village of San Jose
de Saramuro, Department of Loreto, in the Northern Jungle, and ends on the Northern Coast, in the Port of Bayovar,
Department of Piura . It is divided in two branches. The main one is 306 kilometers long with a 24-inch diameter and
links Station 1 and 5. One hundred and fifty thousand barrels per day can be pumped through it, and with additional
facilities, the flow could be increased to 500 thousand barrels per day.

b.2 ) Natural Gas Transportation

There is an inportand gas field in


Camisea, central jungle.

After the treatment and conditioning of


the natural gas, it is transported by a gas
pipeline of approximately 710 km until
the coast (City Gate in Lurin - Lima),
whereas the remaining gas is reinjected
into the productive reservoirs. Likewise,
the natural gas liquids obtained in the
gas separation plant are transported via
a pipeline with an extension of
approximately 540 km until the
fractionating plant, which is located in
Pisco, where products of commercial
quality are obtained (LPG Liquefied
petroleum gas, natural Gasoline and
diesel) to be dispatched to the market

c.1) Processing Plants
Seven oil refineries satisfy the demand for fuel in Peru. These refineries process both domestic and imported crude oil.
Also, there are four processing plants for natural gas liquids, which are shown on the map below.

d) Sedimentary Basins
There are 18 Sedimentary Basins in Peru, with hydrocarbons production possibilities. These basins are linked, to a
greater or lesser extent, with activities which have to do with tectonic plate processes and with the Peruvian Andes
upheaval.

Eight of the eighteen Basins are entirely or partly located offshore: Tumbes-Progreso, Talara, Sechura, Salaverry,
Trujillo, Lima, Pisco and Mollendo. The ten remaining are located onshore: Lancones, Moquegua, Santiago, Bagua,
Huallaga, Ene, Titicaca, Marañon, Ucayali and Madre de Dios.

Evolution
In the last years the use of natural gas has been extended by the exploitation and use of the Camisea Natural Gas,
mainly for the generation of electricity.
In the next 20 years it is foreseen that the hydrocarbon consumption will have a sustained increase of 7 % annual,
from 175 thousand barrels per day in the year 2007 up to 298 thousand barrels per day in the year 2016; in these
amounts is included the natural gas considering it as equivalent barrels of oil.
The fuels with most consumption will be natural gas, Diesel 2 and LPG, which will have an increase in consumption,
the natural gas will grow at an average of 20 % per year, Diesel 2 at 2 % annual and LPG at 6 % annual.
Oil residuals will have a reduction of 3 % annual because of the conversions to natural gas on the part of industries, it
is foreseen a reduction from 20 thousand barrels per day of up to 14 thousand barrels per day in the year.

Planning
In the period 2007 - 2026, it is foreseen that the internal market of natural gas will have an annual average growth of
11 % (thermal scenario) projecting a natural gas demand of 1 445 MMPCD in the year 2026. In the thermal scenario
the accumulated natural gas consumption for the next 20 years is in the level of 6,6 TCF (Trillion cubic feet).

It is also foreseen the exportation of Natural Gas without harming the supply for internal use and also the probable
reserves give a greater margin of safety.

Framework
The activities of Electricity Sub Sector are covered by the Electrical Concessions Law, Law Decree 25844, which was
issued in the year 1992, same which, with the evolution and maturing of the electrical market has recently been
perfected with the Law to Ensure the efficient Development of the Generation - Law 28832.

In recent years the electricity demand has increased vertiginously and the ruling framework has matured through the
role players of the sub sector, in order to facilitate the development of studies and execution of electrical projects in
generation, transmission and distribution, with an attractive investment return.

Nationwide the structure of the agents participating in the electricity sub sector permit, the balance between the free
competition, and the protection of the consumer.

Infrastructure
In the infrastructure of the Peruvian electricity sub sector may be differentiated the National Interconnected Electrical
System (SEIN) of small isolated systems. On the other hand, in both systems the operating companies participate in the
Electrical Market (electricity companies) or for their own use (self producer). The most outstanding features are:

a) Generation
There are 41 major electrical plants of more than 20 MW with a total capacity of 5 456 MW and participating in the
electricity market. They are 20 hydroelectric power plants that amount to 2 891 MW and 21 thermal power plants which
comprise 2 565 MW, 6 of the thermal power plants work with Natural Gas (1 534 MW).

Planning
Annually is updated and designed a referential plan that will permit to foresee the growth of the demand
and provide the actions at project level in works for electricity generation and transmission according to
the criteria of economy, safety and reliability.

This document called Electricity Referential Plan gives prospective information which serves the agents of
the Electricity sub sector of the new agents that intend to participate in the investment decision making.

In summary, it is estimated that the demand of SEIN in the period 2006 – 2015 will grow at an average
annual rate of 7,3%, so it will be required to install 3605 MW, from which 2540 MW correspond to
thermal electric power plants fired by natural gas and 1065 MW to hydroelectric power plants.

Framework
Law N° 28749, "General Rural Electrification Law", promotes the extension of the electrical frontier in the nationwide
midst, in coordination with the Regional and Local governments, public and private entities dedicated to these
purposes.

Rural electrification in Peru presents special characteristics of remoteness and lack of accessibility from the towns, the
reduced unitary consumption; disperse population and houses, low income of the inhabitants. Likewise, there is no
infrastructure road and they are isolated. There is not either a basic social infrastructure in health, education,
sanitation, housing, agricultural works, etc.

From August 1993 until the end of the year 2005, more than 5,4 million inhabitants have been benefited with
electricity supply, contributing to the increase of the nationwide electrification coefficient of 56,8% in the year
1993 to 78,1% in the year 2005.

In that period 623 projects have been executed with a total
investment of 643 million US$. This includes: 57 projects in Sources of Financing Used
Transmission Systems (Transmission Lines and substations, 292
Direct Collection - Amounts Collected 7%
projects in Distribution Systems (Small Electrical Systems, Primary
and Secondary Networks), 61 projects in hydroelectric Local Credit 2%
generation, 207 projects in thermal generation, 2 projects of wind
power plants and 4 programs of solar panels. 2 872 kilometers of Foreing Credit 22%
transmission lines and, 19 415 kilometers of distribution lines
have been commissioned, increasing the generation in more than Donations and Transfers 14%
150 MW of thermal and hydraulic power.

This result has been possible with resources assigned by the Public
Treasury and the supplementary contribution of the State owned
companies and agencies of friendly governments that have given
financial support.

Planning
The National Rural Electrification Plan (PNER) commanded by DGER constitutes a management fundamental
planning tool which should serve as basic raw material for the achievement of the electrification policy of the nation.
The PNER consolidates the Regional and Local concerted Development Plans, the expansion plans of the electric,
the private initiatives and programs or projects to be developed by the National Government, and thus is not only a
list of projects but it contains priorities, valuation and organization ability, which responds to the technical criteria for
social projects evaluation and of national, regional and local policies. DGER is composed by The Executive Project
Directorate (DEP) and lately by The Biddin Fund for Rural Electrification (FONER).

Peru respects the environment, especially in the energy sector, and for this reason through Supreme Decree N° 025-
2003-EM, the State establishes the functions to propose and assess the policy, propose and/or issue the necessary
ruling, as well as promote the execution of activities oriented towards the preservation and protection of the
environment, referred to the development of energy activities, and promote the strengthening of the harmonious
relationships of the sector companies with the civil society which will result involved with its activities

Thus, there is as requirement for the authorization or granting of the respective concession of any energy project, the
approval of the Environmental Impact Assessment (EIA), same which should have been complied with through
workshops and audiences in the communities where the projects will be located.

Framework
Law Nº 28546, Law for Promotion and Use of the Renewable Non Conventional Energy Resources in Rural, Isolated
and Frontier Zones of the Country has the purpose to promote the use of the renewable non conventional energies for
electrification purposes, in order to contribute with the integral development of the rural, isolated and frontier zones of
the country, and also improve the living standards of the rural population and protect the environment. It also
contemplates the Wind Power Energy, Thermal Solar, Solar Photovoltaic, Mini Hydraulic, Biomass and Geothermal.

At the present, the National Congress is discussing a law which was proposed by the government and is aimed to
promote electricity generation with renewable energy. This project includes technical and economic incentives.

In the other hand, the Ministry of Energy and Mines with support of The Japan International Cooperation Agency
(JICA), are developing The Study of Master Plan of Rural Electrification with Renewable Energy.

The General Directorate of Rural Electrification (DGER), has conducted the planning and execution of renewable
projects through the nationwide, 2 projects of wind power plants and 4 programs of solar panels. The National Rural
Electrification Plan (PNER) 2006 – 2015, propose for installed 5,2 MW of wind power plants (104 small wind power
plants of 50 kW for each one), 5,6 MW of Mini Hydroelectric Power plants (20 projects), and 6,2 MW of Photovoltaic
System (124 524 units).

Geothermal
Law N° 26848, Organic Law of Geothermal
Resources, and its bylaw, promotes the use of GEOTHERMAL

Nº 191-2007-PCM is constituted a
Multisector Technical Commission in charge
of the development of a Geothermal Pilot
Project and Master Plan, which are required

Generation
In accordance with the Fourth Supplementary Final Disposition of Law N° 28832, the Ministry of Energy and Mines,
within its promoting function of new investments, must implement the assessment of the national potential for
hydroelectric power projects and those of non conventional energy sources, fostering those which use renewable
energy, and must make available for the future investors a portfolio of investment projects with profiles developed to the
level of pre-feasibility.
To start the compliance of this mandate, it has been foreseen to compile the information of the various projects of
electric generation which have been studied or which are being studied at national level and which permit the Ministry
of Energy and Mines the elaboration of a Projects Portfolio.
In the case of Generation the Portfolio of Generation Projects; has been already prepared and it should be noted those
projects of large magnitude of more than 100 MW that are in project, study, some in the PROINVERSION portfolio and
other available at profile level.
