1.0 INTRODUCTION

PEARLOIL (Sebuku) Ltd is proposing to develop a gas field offshore of Sulawesi,


Indonesia located in the Sebuku Production Sharing Contract (PSC) area. The Ruby field
reservoir has been drilled and tested and gas deposits verified. Preliminary concepts for
the field have been established and a plan had been presented. to the Indonesian
authorities and approved.

The Ruby Field Development project is to export gas and condensate to TOTAL's Senipah
Terminal located at East Kalimantan coast through Peciko SWP-E platform. From the
onshore reception/processing facilities, gas will be fed into the PKT -5 Fertilizer Plant.

2.2 DEFINITIONS
COMPANY : PEARLOIL (Sebuku) Ltd
CONTRACTOR : The party that carries out all or part of the basic design,
detail design, engineering, procurement, construction,
installation, and commissioining.
SUBCONTRACTOR : Party which supplies equioment/materials or services
VENDOR/SUPPLIERS specified and ordered by CONTRACTOR (or COMPANY)
MANUFACTURER : Party which manufacture equipment/materials specified and
ordered by CONTRACTOR (or COMPANY)

3.0 SCOPE

This specification defines the minimum requirements for the design, manufacture,
inspection, testing of the Heli Fuel Package. The supply and services shall be as
described on the this specification, relevant data sheets, and the codes, standards or
regulations as stated herein. The Heli Fuel Package shall include the following principal
component as a minimum :
Heli Fuel Transportable Tank ( 244-T-01 A/B )
 Transportable IMO fuel tank (2 x 100%) completed with structural frame, accesories
and drip pan as per datasheet
Heli Fuel Pump ( 244-P-01 )
 Pneumatic API 676 fuel transfer pump (1 x 100%) completed with structural skid, air
pressure regulator, accessories and drip pan as per datasheet.
 Fuel flexible hose from fuel tank to pump.
 Air compressed hose from fuel tank discharge valve to air regulator.
Heli Fuel Filter ( 244-W-01 )
 API 1581 Fuel filter water separator completed with drain / sample line.
 API 1583 Fuel filter water monitor completed with drain / sample line.
 Positive displacement flowmeter completed with strainer and air eliminator.
 API 1529 delivery hose completed with hose reel and fuelling nozzle.
 Structural skid, accessories and drip pan as per datasheet.

In addition to the above, the supply and services shall include, but not necessarily be
limited to the following:
 All necessary skid mounted piping, valves, electrical equipment and instrumentation
for smooth and safe operation of the package
 Junction Box (JB) and associated wires
 Package Unit Control Panel (UCP)
 Structural steel base plate
 Fabricated skid
 Painting, name plates and earthing bosses on all main components
 Packaging and preservation
 All inspection, testing and certification
 Design drawings, documentation, operating & maintenance manuals and certification
manuals
 Commissioning and start-up spares
 Priced list of recommended 2 years operating spare parts
 Initial fill of lubricants and grease
 Special tools, if any
 Crating and protection for sea freight; and
 Performance guarantee and warranty
All components on the skid shall be mounted on a common structural steel base, fully
assembled, piped with inlet and outlet piping/tubing terminated at the skid edge with
appropriately rated flanges, installed, tested and painted. Painting shall be in accordance
with specification Surface Preparation & Protective Coating for Structure, Piping &
Equipment Doc. No : RB-TP-PLT-ME-SP-1022 for Ruby Field Development Project.
Testing and Inspection shall be as per approved Inspection & Test Plan (ITP).
All Piping, flanges, fittings, gaskets, couplings, etc shall be in accordance with
Specification for Piping Material Classes, Doc. No: RB-TP-PLT-PI-SP-1001.
All Instrumentation, shall conform to the relevant specifications.
VENDOR shall provide/ show the detail of equipment weight and centre of gravity (COG)
location in general arrangement drawing for dry, operating and hydrotest condition.
VENDOR shall provide guarantee for performance, mechanical stability / design, materials
& workmanship for the complete equipment.

5.0 CONFLICTING REQUIREMENTS

In the event of conflict between this specification and any other documents other than
statutory requirements, the following order of precedence shall prevail :
 Requisition and its attachments including data sheet
 This specification
 Other project specifications
 Applicable codes and standards
All apparent conflicts shall be reported in writing to the COMPANY for resolution.

6.0 DESIGN REQUIREMENTS

6.1 GENERAL
a) All equipment shall be designed for out door location on an offshore platform in a
saliferous atmosphere with site conditions as described in Site and Utility Data, Doc.
No: RB-TP-PL T -PG-SP-1 001.
b) Design life of the equipment shall be minimum 15 years, unless specified otherwise.
c) The design shall comply with the requirements of CAP 437 Offshore Helicopter
Landing Areas Guidance on standards and other relevant Codes and Standard
Specifications referred to Project Specification in section 4.
d) It is the intent of the COMPANY that operational hazards be reduced to a minimum.
VENDOR shall use sound engineering judgment to complete an installation that will
perform the required functions without compromising this aim.
e) The equipment shall be designed such that maintenance shall be the practical
minimum and such as to provide the maximum reliability under all conditions of
service.

f) Equipment shall be oriented on a skid to allow as much space as possible between


pieces of equipment to facilitate maintenance. Adequate space shall be allowed for
access to and maintenance of package components without removing any major
assembly.
f) Aluminium and Aluminium alloys shall be avoided as far as possible. General
purpose bolts shall be Hot Dip Spun Galvanized.
g) VENDOR to provide GA Drawings with base frame / skid detail including hold down
arrangement, COG detail and equipment weight under dry, operating and hydrotest
conditions.
h) VENDOR shall provide onshore / offshore transportation acceleration load

6.2 HELI FUEL TANK


a) The minimum requirement for the complete arrangement of tank and structural frame
shall be designed as per IMO and good engineering practices. However the tank
itself shall be designed, manufactured and tested in accordance with Specification for
Pressure Vessels (RB-TP-PLT-MS-SP-1001).
b) Adequate stiffeners shall be provided to prevent buckling of the tank under the
hydrostatic head and to ensure mechanical stability. All but welded joints shall be
spot radiographed.
c) All nozzle of 2” NB and less shall be adequately stiffened by gussets to prevent
damage during transportation.
d) The tanks shall be adequately supported in a manner that there is a clear gap
between the tank bottom and the skid to avoid accumulation of rainwater in the
saliferous marine environment. The tank shall be supported on structural steel legs so
that the bottom of the tank is elevated above the top of the base frame to allow the
tank to be fully drained and to permit the pump suction to be brought from the bottom
of the tank.
e) The Heli Fuel Tank shall be equipped with lifting lugs for horizontal lift. Ladders and
platforms shall be furnished to access and maintain the tank.
f) The fuel outlet connection shall be provided with on / off valve that can be
automatically close during emergency shutdown.

6.3 HELI FUEL PUMP


a) The pump shall be designed, tested, and supplied in accordance with API 676
Positive Displacement Pump Rotary.
b) The pump shall meet the requirements specified in datasheet.
c) The pump shall be air driven by using pressurized air from instrument air utility.
VENDOR shall provide pneumatic line completed with accessories from pneumatic
driver inlet to the skid edge.

d) All wetted parts of pumps shall be SS316 as a minimum, and shall be suitable for the
specific chemical service.
e) Inlet and outlet connections shall be flanged for nozzle sizes ½” and above, and shall
be suitable for maximum allowable working pressure. Threaded pipe nipples shall be
provided for sizes below ½”. The flanges shall be forged and shall conform to ASME
B16.5 rating.
f) Pressure indicator shall be provided on suction and discharge of the pump. The pump
shall isolated with common manifold including, but not limited to the following : inlet
block valve, inlet “y” strainer, outlet check valve, outlet block valve, internal relief
valve, and over pressure regulator at pump discharge.

6.4 HELI FUEL FILTER


a) Filter separator shall comply to API 1581, Filter monitor shall comply to API 1583, and
the Delivery Hose shall comply to API STD 1529.
b) The filter separator shall capable of removing all particles 1 micron and lager. The
filter monitor shall be designed to absorb any water still present in the fuel and to shut
down automatically when excessive water detected.
c) The filter cartridge shall be replaceable and its position shall be reachable by human
(without any special tools) from the edge of skid to provide easy maintenance access.
d) Delivery hose shall be stored on a reel. VENDOR shall consider the length, diameter,
and the minimum bend radius of the hose.
e) Fuelling nozzle system shall be suitable for the aircraft type.
f) The delivery system shall be equipped with adequate weather protection to prevent
deterioration of hoses and ingress of dust and water into the nozzles.

6.5 PIPING & TUBING


a) The selection, fabrication and installation of piping works shall meet minimum
requirements defined in the Specification for Piping Material Classes, Doc. No : RB-
TP-PLT-PI-SP-1001, Piping Design Criteria, Doc. No: RB-TP-PLT-PI-DC-1001,
ASME B31.3, P&ID and other referred documents.
b) Heli Fuel Package inlet and outlet flanges shall conform to ASME B16.5.
c) Piping shall be adequately supported and connected in such a manner that a
minimum number of fittings will be required to be disconnected to maintain/remove
the individual pumps. Accessory items such as PCV, check valves, strainer, control
and safety devices shall be installed and connected in such a manner that they can
be readily removed, replaced or maintained.
d) All drains, including casing drains, shall be piped to skid edge and terminated with a
flanged valve.

e) All vents shall have no pocketing, and shall be piped to a single vapour disposal point
located at skid edge.
f) Tubing shall be secured to prevent excessive vibration or damage from thermal
expansion.
g) Skid tubing fittings shall be of Swagelok double compression type of SS 316 material
and of ½" diameter. The tubes shall conform to ASTM A 269.
h) Piping or tubing of insufficient mechanical strength for standing or hanging shall be
protected from personnel traffic. Piping and tubing shall be routed so as not to
interfere with operation and maintenance of equipment.

7.0 ELECTRICAL DESIGN

a) Heli Fuel Package electrical requirements shall conform to Specification for Electrical
Requirement for Package Equipment Doc. No : RB-TP-PLT-EL-SP-1007 and
Specification for Electrical Installation Doc. No: RB-TP-PLT-EL-SP-1008.
b) Heli Fuel Package shall comply with the IEC 60079 standards pertaining to
Hazardous Areas, and be suitable for the area it will be installed but with a minimum
rating suitable for Zone 2, Gas Group II A, Temperature Class T3. Heli Fuel Package
shall be as a minimum weatherproof to IP 56 per IEC 60529. Electrical equipment for
use in Hazardous Area shall have ATEX, CENELAC or BASEEFA or equivalent
Testing Authorities Certification.

8.0 INSTRUMENTATION AND CONTROLS

a) Heli Fuel Package shall be controlled via a standard Unit Control Panel (UCP), which
may be either a PLC or alternative control solution. The design of the package control
and instrumentation shall be as stated in the General Specification for
Instrumentation for Packaged Equipment Doc. No.: RB-TP-PLT-JN-SP-1005 and
each specific Instrument Data Sheets.
b) UCP shall be supplied with door-mounted controls and indications for local control
and monitoring purposes. Control and indications may be in the form of a panel
mounted LCD (touch-screen) display, or conventional hardware (switches, push
buttons and indicator lamps). VENDOR shall include with his offer, details of the
control and display options which shall include, but shall not be limited to the
following:
(1) Supply indication (main AC feeder status);
(2) Package On (running) status;
(3) Package Trip status
(4) Motor status (Run I Fault)
c) Instrumentation shall be in accordance with the P&ID and the requirements of
instrument & control philosophy. VENDOR shall perform the installation, calibration

and testing as applicable. VENDOR shall include any additional requirements


necessary to make a safe and efficient system.
d) All instruments shall be suitable for hazardous area installed with a minimum
classification of Zone 2, Gas Group IIA, Temperature Class T3 unless otherwise
specified.
e) All package instruments shall be calibrated either at the manufacturers facility, or by
an accredited third-party calibration agency, prior to installation on the skid. Tag
numbering of instruments shall be according to the Piping and Instrument Drawings
(P&ID). Tag numbering for identical (dual) packages shall be such that instruments
can be clearly identified according to the parent vessel or equipment item.
f) All skid mounted instruments shall be cabled back to skid edge junction boxes for
connection to the Unit Control Panel (UCP). Motor cables shall be continuously run
from the UCP to the motor connection boxes.

9.0 CONTROL AND SHUTDOWN SYSTEM INTERFACE

a) Heli Fuel Package shall be supplied with a number of hard-wired, and serial data
interfaces (optional) to the platform control and shutdown systems (PCS & SIS
respectively).
b) Shutdown of the package shall be initiated via a hard-wired package shutdown signal
from the platform control system (PCS) in accordance with the ESD Cause & Effects
matrices. VENDOR shall provide Cause & Effect matrices for the Heli Fuel Package
required for integration into the overall platform design,
c) As required, remote package status signals shall be made available to the PCS via
hard-wired links, or serial communication link. For remote viewing at the control room
operator's station. The number of status signals required to be the PCS shall be
confirmed during detailed engineering.
d) Unless otherwise directed, all hard-wired interface signals shall be voltage-free (VFC)
contacts and shall be readily accessible via field terminals within the UCP.

10.0 SKID

a) All equipment shall be mounted on a common skid. The base plate shall be fabricated
from welded structural steel members and have non skid decking. The structural steel
skid shall be designed and built in accordance with General Requirement for
Mechanical Packaged Equipment, Doc. No.: RP-TP-PLT-ME-SP-1021.
b) The skid shall be designed and built to insure that all the equipment along with
accessories, piping, instrumentation and controls are mounted suitably for convenient
operation and maintenance. The skid shall be supplied with sufficient junction boxes
for connection of the skid instrumentation to the package UCP (via multi-pair cables).

c) All on-skid cabling and routing (to instruments) shall be the responsibility of the
VENDOR, all off-skid multi-pair cabling to the UCP shall be supplied by COMPANY
for installation by the fabrication CONTRACTOR.
d) VENDOR shall indicate with his proposal any special cables (thermocouple
compensation cable, data cables etc) which may be required for correct operation of
the package.
e) The maximum size of the skid shall be limited to that available on the offshore
platform. VENDOR shall propose the overall skid size with bid for approval by
CONTRACTOR/COMPANY.
f) The Skid shall be provided with lifting lugs suitable for single point lifting with all the
equipment mounted. Lifting lug welds shall be 100% x-rayed. Lifting frames, where
required, shall be complete with sling and shackles, provided by VENDOR.
g) A skid drip pan and drain pipe terminated with a flanged connection as per the P&ID
shall be provided.
h) VENDOR shall submit load-handling calculations for COMPANY's review and
approval.
i) VENDOR to design the equipment skid considering seismic accelerations,
transportation acceleration loads (land transport and offshore / sea transportation)
combined with static loads.
j) VENDOR to provide base plate / skid general arrangement (GA) including the Hold
down arrangement.

11.0 NOISE LEVEL

a) The maximum noise level shall not exceed 85 dB(A) measured at one meter from the
package.
b) VENDOR shall furnish the noise data with the bid.

12.0 INSPECTION AND TESTING

a) Unless specified otherwise, all inspection and testing shall be carried out as per the
requirements of this specification, data sheets, code and standards.
b) VENDOR shall prepare Inspection and Test Plan (ITP) and submit for approval by
CONTRACTOR. Detailed component wise inspection and testing activities by the
VENDOR and verification/witness activities by the CONTRACTOR/COMPANY shall
be specified, identified and controlled by a VENDOR's ITP.
c) As a minimum, the ITP shall include but not limited to the following inspection points:
Dimensional Check, Performance/Function Test, Clearance Measurement, and
Hydrostatic Testing of Pump Case.

d) The Performance test shall be carried at VENDOR's works with all job-related
accessories.
e) All instruments shall undergo functional testing at VENDOR's works/factory.
VENDOR shall provide temporary cables and utilities for inspection and testing.
f) All test procedures shall be submitted for review with the proposal.
g) Manufacturers calibration certificates shall be provided for all VENDOR Supplied
Instruments.
h) All pressurised systems such as tank and piping systems shall be hydrostatically
tested as per the design code. The gasket used for the shop hydrotest shall be the
same type as that used in normal operation. The gaskets for connections when are
opened after hydrotest shall be replaced with new gasket. Tanks constructed in
austenitic stainless steel shall be tested with water having a chloride content of less
than 100 ppm.
i) A noise measurement check shall be performed to demonstrate compliance with the
noise limitation requirements.

13.0 PERFORMANCE GUARANTEE

a) Material and/or equipment shall be guaranteed by VENDOR to perform in accordance


with Specification and/or data sheet or applicable codes and standard requirements
and to be free of defects and poor workmanship inciuding, but not limited to, those
caused by inadequate preparation for shipment, for period of one (1) year after
material/equipment is placed in service, but not exceeding eighteen (18) months
following delivery to the contracted destination.
b) VENDOR shall repair or replace all defective items during the guarantee period at no
cost to COMPANY.

14.0 SPARE PARTS AND SPECIAL TOOLS

14.1 SPARE PARTS


VENDOR shall include as part of his bid, a detailed price list of following spares which
shall be supplied as part of the original purchase package.
- Gasket (100% spare for commissioning and 200% spare for 2 years operation)
- Bolts and Nuts (10% spare, minimum 2 nos. bolts and nuts, for commissioning and
20% spare, minimum 4 nos. bolts and nuts, for 2 years operation)
- Recommended spare part list for 2 year operations

14.2 SPECIAL TOOLS


VENDOR shall supply one full set of standard and special tools required for the complete
disassembly and reassembly of all items of equipment supplied as part of the package.
Each tool shall be clearly labelled and identified.

15.0 SHIPMENT PREPARATION

a) Immediately upon completion of all tests. VENDOR shall protect all machined
surfaces with corrosion inhibitor/preventative. The equipment shall be prepared for a
minimum of six months outdoor storage from the time of shipment, with no
disassembly required before operation. VENDOR shall recommend additional
preparation and field procedures necessary for longer storage periods.
b) All flanged openings shall be provided with 3/16" steel plate or 3/4" plywood
protective covers with four (4) full size bolts. Threaded openings shall be provided
with steel caps or plugs. The caps or plugs shall be of materials equal to or exceeding
the pressure casing.
c) Instruments, piping and small, easily-damaged parts which might be damaged during
handling and shipment shall be removed and crated.
d) The equipment shall be permanently identified with item numbers and serial numbers.
In addition, crated equipment shall be shipped with duplicate packing lists, one inside
and one outside of the shipping container.
e) Unless specified otherwise the equipment and accessories will be shipped only as
one complete installation assembly. Additional requirements shall be stated on the
Package Data Sheet.

16.0 VENDOR DATA BOOK

a) VENDOR shall compile a data book for delivery with the equipment, which contains
details of all sub-vendor supplied (bought-in) items and ancillaries. VENDOR data
book shall also contain general technical details and recorded test data for all major
equipment items tested during in- house and factory acceptance testing.
b) VENDOR data book shall contain copies of any certification issued for parts or
assemblies in compliance with identified standards and code requirements. The
proposed format and TOC for VENDOR Data Book shall be submitted for review to
the COMPANY at least 4 weeks prior to delivery of the equipment to site.
