0 Back Ground and Objective

PTLS 5 Hot Gas Inspection was completed in November 2016. The objectives of Point
Lisas 5 Hot Gas Inspection were to perform a Combustor Inspection, replace the Rows
1-2 Turbine Disc Air Baffle, Inspect the Gas Turbine Exhaust End Bearing, perform PMs
on HV equipment and perform CMs and PMs on auxiliary equipment. In addition to
this planned scope of work, there was a significant amount of emergent work which
arose after the turbine was disassembled.

Scaffolding Professionals Ltd was the selected vendor for scaffolding rental on the Point
Lisas #5 HGPI 2016 outage through a competitive bidding process. PC# 11406 was
awarded to Scaffolding Professionals Ltd at value $94,166.00 TTD.

Approval is being sought for an additional expenditure of $63,259.00 TTD to cater for
additional scaffolding due to emergent work during the reassembly of the PTLS 5 Unit.

2.0 Additional Cost Justification

The scaffolding contract which was prepared prior to the start of the Point Lisas #5
HGPI 2016, did not cater for the emergent work on the Gas Turbine and the PMs on the
HV Equipment. The duration of the outage was increased by two (2) weeks due to the
emergent work. As such the scaffolding requirements for this outage increased.

Please see Additional Cost Ratification sheet (attached) that shows the initial agreed
cost for Scaffolding on PC 11406. The Normalized Average cost of $6.47 per Cubic Ft
and Overall average cost at $7.42 per Cubic Ft. which were calculated using the
scaffolding volumes for each type.

The scaffolding cost that this ratification seeks to justify shows that the volumetric rates
used for the additional scaffolding are cheaper than those used in the initial approved
PC 11406 at a Normalized Average Cost of $3.35 per Cubic Ft. and an Overall average
cost of $4.15 per Cubic Ft.

Approval is being sought for an additional expenditure of $63,259.00 TTD to complete

the Point Lisas #5 HGPI 2016 Outage.

The expenditure will be charged to G9305000-6350-000-065672016.

3.0 Recommendation

The Tender Committee is being requested to ratify the cost of $63,259.00 TTD for the
additional scaffolding on Point Lisas #5 HGPI 2016. This will bring the total award to
Scaffold Professional Ltd to $157,425.00 TTD. The expenditure will be charged to the
Point Lisas #5 HGPI 2016 Account number G9305000-6350-000-065672016.
