MEMORANDUM

SUBJECT : Security Plan and Traffic Plan re: Visit of CODE 2 in CSJDM,
Bulacan

DATE : April 13, 2018

1. References:
a. Memorandum from C, ROPD dated April 12, 2018; and
b. PNP LOI 13/2011 (SANG-INGAT-CHARLIE) dated April 13, 2011.

2. Purpose:

This security plan prescribes the operational guidelines and procedures


for the security coverage, public safety measures, contingency plans, and other
support services to be provided by Bulacan PPO during the Visit of CODE 2 in
CSJDM.

3. Situation:

VICE PRESIDENT LEONORE G ROBREDO and party will visit this


province on April 14, 2018, to attend the Alpas Turn-Over Ceremony to be held at
Alpas 1, Sitio Panaklayan, Muzon, San Jose Del Monte, Bulacan.

Threat groups and some criminal elements may take advantage of the
situation to undertake their nefarious schemes to disrupt the activity for personal gain
and endanger the lives of the VIP and visitors to the detriment of our national
interest.

4. Execution

a. CONCEPT OF OPERATIONS:

Bulacan PPO shall provide security coverage and other public safety
services along NLEX within AOR of Bulacan and other engagement areas to ensure
the safety and security of the participants during the visit of CODE 2 in CSJDM,
Bulacan.

b. TASKS:

DPDO
- Designated as the overall supervisor in the implementation of this plan;
- Provide strategic direction and supervision of all tasked units; and
- Perform other tasks as directed.

OIC, PPHRDB
- Issue appropriate orders relative to the said activity; and
- Perform other tasks as directed.

C, PIB
- Monitor activities of threat groups;
- Provide timely intelligence to all tasked units/personnel; and
- Perform other tasks as directed.

C, POPB
- Monitor the implementation of this Plan; and
- Perform other tasks as directed.

OIC, PLB
- Provide logistical support to all tasked units; and
- Perform other tasks as directed.

COP, SJDM CPS


- Designated as the Ground Commander within AOR;
- Provide security coverage (police presence/area security) at Alpas 1,
Sitio Panaklayan, Muzon, San Jose Del Monte, Bulacan to include one
(1) ambulance with medical crew;
- Prepare to accommodate augmentation from PMFC and brief them on
their respective posts and tasking;
- Mobilize Barangay Tanods and Traffic Enforcers to assist in the traffic
management, direction and control;
- Provide lead marked vehicle with crew with sufficient gasoline
allocation to be utilized as lead escort to CODE 2 in coordination with
Bulacan HPT;
- Coordinate with PO, HPT for the availability of motorcycle riders as
additional security escort of the VIPs; and
- Perform other tasks as directed.

FC, 2nd PMFC


- Provide EOD/K9 to conduct paneling at the engagement area (Alpas 1,
Sitio Panaklayan, Muzon, San Jose Del Monte, Bulacan in coordination
with COP, SJDM);
- Provide One (1) tail marked vehicle with one (1) SWAT team onboard;
- Provide two (2) teams augmentation to SJDM CPS and direct them to
report to COP, SJDM CPS NLT 6:00 AM of April 14, 2018;
- Perform other tasks as directed.
PO, HPT
- Provide two (2) motorcycles with sufficient gasoline allocation to act as
motorcycle escorts of CODE 2 to be prepositioned at the venue on
April 14, 2018 NLT 6:00 AM;
- Establish coordination with COP SJDM CPS; and
- Perform other tasks as directed.

5. ADMINISTRATION AND SUPPORT:

Tasked units/offices/ C/MPS shall use their mobility assets and logistics.

6. COORDINATING INSTRUCTIONS:
a. Police Operational Procedures and respect for human rights must be
strictly observed;
b. Anti-criminality campaigns and other normal/routine police operations
in respective AORs shall not be hampered;
c. Deployment time: NLT 6:00 AM of April 14, 2018;
d. Current CEOI is in effect. Both radios and cellphones shall serve as
primary modes of communication;
e. Uniform: All personnel detailed shall be in GOA “C”;
f. The Officer of the Day (BPPO) shall likewise be the duty PCO at the
PTOC to monitor the said event;
g. Submit the names and contact numbers of personnel to be deployed
NLT 5:00 PM of April 13, 2018; following the format below.

7. EFFECTIVITY:
This Security and Traffic Assistance Plan takes effect immediately.
